About this file

This is an Amendment 0002 to RFQ 36C25627Q0003, a solicitation for refuse collection and disposal services issued by the Department of Veterans Affairs Gulf Coast Veterans Health Care System to be performed at four locations: Biloxi, MS; Mobile, AL; Pensacola, FL; and Panama City, FL. The amendment responds to contractor questions and revises the Statement of Work (SOW) and Contract Line Items (CLINs). The solicitation closing date remains September 11, 2026, at 12:00 PM CT, with no additional questions accepted.

The contract requires a Service-Disabled Veteran-Owned Small Business (SDVOSB) prime contractor to provide comprehensive waste management services including collection and disposal of solid waste from dumpsters and bulk waste from roll-off containers across multiple facility locations. Services span a one-year base period (October 17, 2026 – October 16, 2027) plus four one-year option periods. The contractor must furnish, service, and maintain various container types (30-yard, 8-yard, 6-yard, 4-yard, and 2-yard compactors and dumpsters) with collection frequencies ranging from once weekly to monthly as-needed service. All 30-yard dumpsters require monthly steam cleaning. The SOW specifies collection hours of 5:00 AM to 12:00 noon, quality assurance thresholds of no more than two valid customer complaints and two unsatisfactory inspections per month per performance objective, and 100% compliance with monthly reporting requirements. The contractor may utilize multiple certified similarly-situated SDVOSB subcontractors by geographic area while retaining full responsibility for contract management, quality control, and performance. The SDVOSB prime must perform at least 50% of personnel costs either alone or with similarly-situated SDVOSB subcontractors. Key amendments clarify that CLINs without pricing will not be evaluated for award, the monthly reporting deadline extends from the 5th to 10th working day, roll-off CLINs are structured as monthly services, compactor rental costs are included in priced CLINs, and CLINs involving the 4-yard portable containers at Building 26 are deleted per site visit observations.

Questions for RFQ 36C25627Q0003

1. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

This will be a new contract. However, there is a current contract in place, contract number 36C25626P0573.

2. We are performing independent research on the Combined Synopsis/Solicitation (36C25627Q0003). We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?

This will be a new contract. However, there is a current contract in place, contract number 36C25626P0573.

3. Past Performance: Section E.7 requires three recent (within the past three years) and relevant completed surveys. If the SDVOSB prime itself does not have three recent contracts similar in size and scope, may the Government consider the relevant past performance of a proposed similarly situated certified SDVOSB/VOSB subcontractor or teaming partner? If not, will an offeror with no relevant prime past performance receive a neutral rating rather than being found unacceptable?

Yes to both questions.

4. Limitations on Subcontracting: The synopsis states that offerors may be required to demonstrate that at least 51% of the cost of personnel will be spent for employees of the SDVOSB concern or other SDVOSB concerns, while Volume IV instructs the offeror to provide a plan showing the SDVOSB prime, alone or with similarly situated SDVOSB subcontractors, will perform at least 50% of personnel cost. Please confirm the controlling compliance standard and whether work performed by certified similarly situated SDVOSB/VOSB subcontractors counts toward the required percentage.

Per VAAR 852.219-75, the work performed by similarly situated SDVOSB subcontractors counts toward the prime’s required percentage.

5. Price Schedule: Section E.1 states that all pricing in B.3 must be completed and also states that CLINs without pricing will be evaluated for award. Please confirm whether every priced sub-CLIN in the Base and all four Option Years must contain a unit price/amount, including as-needed container, roll-off, and steam-cleaning items, and how zero-quantity header CLINs should be treated.

This should state “Contract Line Items (CLINs) without pricing will not be evaluated for award.” Yes, every CLIN and sub-CLIN that contains a quantity and unit, must have a unit price/amount. If the quantity is 0.00 and the UNIT is blank, no unit price/amount is required. See snippet of CLIN 0001 below. CLIN’s 0006, 0007, 0008, 0009, 0010, 0011, and 0013 as well as the OY CLINs all require pricing. CLINs involving as-needed container, roll-off, and steam-cleaning items should be priced according to the quantity/unit. CLINs with zero-quantity header has been addressed.

Questions for RFQ 36C25627Q0003 (Cont’d)

6. Geographic Performance / Subcontract Structure: Because performance spans Biloxi MS, Mobile AL, Pensacola FL, and Panama City FL, may the prime use multiple certified similarly situated SDVOSB/VOSB local refuse haulers by geographic area, provided CONTRACTOR retains prime contract management, quality control, reporting, and full responsibility for performance and complies with VAAR 852.219-75?

Yes. Because performance spans multiple geographic locations across Biloxi, MS;

Mobile, AL; Pensacola, FL; and Panama City, FL, the prime contractor may utilize multiple certified, similarly situated SDVOSB/VOSB refuse haulers by geographic area.

The SDVOSB prime must retain full responsibility for contract management, quality control, reporting, and overall performance, and must remain in compliance with VAAR 852.219-75.

7. Option Year 2 skips from CLIN 2008 to 2010 and contains no CLIN for the 6 Yd. Top Load Vertical Pack Compactor at Mobile, AL that appears in all other periods (0009, 1009, 3009, 4009) - will the Government add CLIN 2009 by amendment? Yes.

8. SOW 1.1.3 requires all dumpsters to be steam cleaned at least once per month, but steam cleaning CLINs (x012AA-AC) are provided only for the three 30 Yd. compactors -should cleaning costs for all remaining containers be included in the individual container service CLINs? Yes, this should state the 30YD compactors only.

9. SOW 1.1.4 states the Contractor will be paid a flat rate fee per roll-off hauled away, but no per-haul CLIN exists in the price schedule - where should the per-pull haul and disposal cost be priced, and can the Government provide the last 12 months of roll-off pull counts and tonnage by location?

CLINs 0013, 1013, 2013, 3013 and 4013 will be revised to reflect “Monthly Roll-off services”. Below is the last 12 months of roll-off pull counts and tonnage for Biloxi, MS, location only.

10. The container list shows a 30 Yd. Open Top Dumpster at Biloxi Building 9 (Shredder) while CLIN 0005AB instead lists Building 51, which is also the location for CLIN 0006 -please confirm the correct location for CLIN 0005AB.

Sub-CLINs 0005AB, 1005AB, 2005AB, 3005AB and 4005AB will be corrected to reflect Building 9 (Shredder).

11. CLINs 0002AC, 3002AC and 4002AC state the JACC compactor is serviced TUES and

FRI while CLINs 1002AC and 2002AC state TUES and THURS - please confirm the correct service days for all five contract periods.

CLINS 0002AC, 3002AC and 4002AC are correct, service TUES and FRI. CLINs 1002AC and 2002AC will be corrected to reflect TUES and FRI.

12. Please confirm which containers and compactors currently on site are Government-owned versus contractor-owned, and whether a mobilization period will be allowed before the 10-17-2026 start date for placement of Contractor-furnished equipment.

The only government-owned containers are the six 4-yard portable trash receptables.

Yes, a mobilization period will be allowed.

13. Section E.1 states that Attachments E, G, H and “VAAR 852.219-73” must be returned, while Volume IV and Section C.8 require the signed VAAR 852.219-75 certification.

Please confirm the exact clause/certification documents that must be completed and returned.

Section E.1, reference to VAAR 852.219-73 should have reflected VAAR 852-219.75.

VAAR 852.219-75 VA Notice of Limitations on Subcontracting-Certificate of Compliance for Services and Construction (Jan 2023) (DEVIATION) must be completed and returned.

14. Please confirm whether summary CLINs with a quantity of 0.00 (for example, 0001, 0002, 0003, 0004, 0005 and corresponding option-year summary CLINs) should be left blank or entered as $0.00, with prices entered only on the sub-CLINs.

All CLINs with a quantity of 0.00 should be left blank, i.e., 0001, 0002, 0003, 0004, 0005, 0012 and corresponding option year summary CLINs. These are non-priced CLINs.

15. Section E.1 states, “Contract Line Items (CLINs) without pricing will be evaluated for award.” Please confirm whether this should read that CLINs without pricing will not be evaluated or may render the quotation incomplete.

This should state “Contract Line Items (CLINs) without pricing will not be evaluated for award.”

16. The SOW container schedule and B.3 price schedule appear to differ for the monthly 30-yard open-top dumpsters. The SOW lists Building 52/9, Building 9 (Shredder), and Building 88, while the price schedule lists Building 52 & 9, Building 51 on the NE pad, and Building 88. Please provide the controlling locations and confirm whether “52 & 9” represents one shared service point or two containers/locations.

The Container List in the SOW is correct. The Price/Cost Schedule CLINs 0005AB, 1005AB, 2005AB, 3005AB and 4005AB will be corrected to reflect Bldg. 9 (Shredder).

17. SOW paragraph 1.1.4 states that roll-off hauling will be paid at a flat rate per roll-off hauled, but B.3 appears to include additional-container and monthly-rental CLINs without a clearly identified per-pull/haul/disposal CLIN. Please identify the CLIN(s) for roll-off delivery, rental, pickup/return, haul and disposal, and state whether tipping/disposal fees should be included in a flat unit price or separately priced.

This question appears to be similar to question #9. As per response to questions #9., CLINs 0013, 1013, 2013, 3013 and 4013 will be revised to reflect “Monthly Roll-off services”.

18. For CLIN 0011 and corresponding option CLINs, please specify the assumed container size, rental duration, delivery/pickup scope and whether the quarterly quantity represents one container per quarter.

Per SOW 1.3.2 Special Events states “The Contractor shall be required to place or relocate dumpsters to support special events.” Because these needs vary by event, the specific container size, rental duration, and delivery/pickup requirements cannot be predetermined and will be defined at the time the requirement arises. The quarterly quantity for CLIN 0011 represents one container per quarter.

19. May an offeror without three relevant prime-contract past-performance references submit relevant performance of predecessor firms, key personnel, or proposed subcontractors? If yes, please state how that experience should be identified and evaluated.

Yes, an offeror may submit past performance from predecessor firms, key personnel, or proposed SDVOSB/VOSB subcontractors. These references must be clearly labeled, show relevance, and explain the relationship to the offeror. The Government will evaluate them as part of the offeror’s past performance, and if none are available, will issue a neutral rating, not an unacceptable rating.

20. Please confirm whether the monthly reporting location list in SOW 1.5.4 should also expressly include Panama City.

Yes, the monthly reporting should also include Panama City.

21. Please confirm whether a contractor may use separate local hauling operations at the four facilities, provided the SDVOSB prime remains compliant with VAAR 852.219-75 and the approved workshare plan. Yes. Because performance spans multiple geographic locations across Biloxi, MS; Mobile, AL; Pensacola, FL; and Panama City, FL, the prime contractor may utilize multiple certified, similarly situated SDVOSB/VOSB refuse haulers by geographic area. The SDVOSB prime must retain full responsibility for contract management, quality control, reporting, and overall performance, and must remain in compliance with VAAR 852.219-75.

22. FLAT MONTHLY RATES FOR ON-CALL CONTAINERS: Can the GOV please clarify the rationale for structuring on-call/as-needed frequency containers as flat monthly rates instead of per haul (EACH)? While the CLIN descriptions do notate “MONTHLY / OR AS REQUIRED,” it is more in line with industry practice to structure this per haul EACH as you can add more QTYs of EACH if more frequencies are required, but you can’t add more months to the year. Offerors can price this to reflect (1) haul monthly, but our position is the GOV would be better served utilizing a Unit of EACH for all as-need/on-call containers. **EXAMPLE** -- CLIN 0005 SUB CLINs – Frequency is Monthly (or as required) yet the Unit is flat monthly.

CLINs 0005AA, AB and AC, as well as OY CLINs will be changed from MO to

EA.

23. MONTHLY REPORTS: Will the GOV consider expanding the requirement from 5th to 10th working day for the contractor to submit the items notated on PG 9 of 76, para 1.5.4.

Monthly Reports? Please note, landfill tickets and monthly subcontractor invoices are often not available until a week into the following month hence the request.

This will be changed from the 5th working day to the 10th working day.

24. ADDITIONAL CONTAINERS FOR SPECIAL EVENTS OR TEMPORARY USE (CLIN

0011): How does the GOV want offerors to price this CLIN via a structure with a QTY of

(4) and Unit of QTR? What exactly does the unit price represent in the eyes of the GOV considering this is an “as needed” requirement and the GOV’s requirement when it’s needed is not specifically depicted (e.g., 30 CY Roll Off? 40 CY Roll Off? Any additional Compactor hauls? How long is it projected to be on site?) Typically, there is a cost to deploy the temporary container to site, and then a separate for each time the container needs to be dumped then brought back to site). PGs 8-9 of 76, para 1.3.2. in the SOW, addresses Special Events but does not provide specifics.

Because special event and temporary‑use requirements vary by event, the Government cannot predetermine the container size, rental duration, or delivery/pickup needs for CLIN 0011 and the corresponding option year CLINs. These details will be defined at the time support is requested. These will be revised such that the CLINs reflect one container per quarter for CLINs 0011, 1011, 2011, 3011, and 4011.

25. EXCESSIVE REFUSE FOR SPECIAL EVENTS: Will the GOV please clarify the following language notate on PG 9 OF 76, para 1.3.3 Abnormal Quantities of Refuse?

The language appears to require the contractor to perform work at no cost if the facility produces additional refuse than expected at one of the special events.

a. PG 9 OF 76, para 1.3.3 Abnormal Quantities of Refuse: The Contractor shall dispose of excess refuse beyond the normal quantity resulting from special events. This shall be accomplished with minimal interference to regular collection schedules at no additional cost to the Government

The intent of paragraph 1.3.3 is to ensure that, when a special event produces more refuse than normally generated, the Contractor is responsible for handling and disposing of that excess as part of the standard service. This additional refuse removal must be completed with minimal disruption to scheduled collection activities and must not result in any extra charge to the Government.

26. CONTAINER RENTALS FOR COMPACTORS: How does the GOV project the account for costs to rent the compactors on a monthly basis? Will the GOV add a respective CLIN to account for compactor rental costs? Non-price CLIN 0001 mentions Rental Fee, but the only rental CLIN is 0013, which is for Roll Offs and there is no CLIN to account for the monthly rental of the (10) compactors in this requirement.

All compactor rental costs are already included in the priced CLINs 0002, 0003, 0006, 0009, as well as all OY CLINs. No additional CLIN will be created for compactor rental charges.

27. GFE 4CY PORTABLES @ BLDG 26 (CLIN 0007): Per the site visit on 8/19/2026, please confirm that this requirement will be removed from the SOW for both hauling and steam cleaning? It was observed in the site visit that the (6) GFE portables at BLDG 26 are in poor condition. The VA POC conducting the site visit, Johnnie Whitfied, communicated that due to the poor condition of the containers that the requirement to haul these and steam clean them (both on call) will be removed in an amendment. Note, the SOW refers to BLDG 9 for this requirement (PG 8 of 76, para 1.1.5) which is in the same parking lot as BLDG 26.

Per the COR and CO, paragraph 1.1.5 will be removed from the SOW and the LIST OF CONTAINERS REQUIRING SCHEDULED SERVICES. CLINs 0007, 1007, 2007, 3007, 4007 will also be deleted.

The Contractor shall furnish, and service dumpsters as required by the schedule at Attachment 1, or as directed by the Contracting Officer (CO) or Contracting Officer’s Representative (COR). Additionally, all trash and debris located outside and around the dumpster shall be picked up, including all trash and debris that falls out of the truck while emptying a dumpster. During pickups, any residual debris in and around the dumpster enclosure shall be immediately swept up and removed by the Contractor.

1.1.3. Dumpster Maintenance. The Contractor shall maintain all 30 YD dumpsters only to ensure they remain in good working condition and are free of rust, stains, debris, heavy scratches and blemishes, faded paint, and physical damage. Dumpsters shall be cleaned as required to maintain them free of odors and pest infestations. Dumpsters shall be steam cleaned at least once per month. All maintenance actions on dumpsters, other than pickup and delivery, shall be performed off VA property. A replacement dumpster shall be placed where the one needing maintenance is removed, ensuring that the collection point always stays functional at all times.

1.1.4. Rolloff Services. The Contractor shall be required to furnish additional 30- 40 cubic yard bulk containers (rolloffs) to support bulk waste disposal. The COR will call the Contractor to deliver rolloffs to various locations on campus in support of in-house projects.

The Contractor shall provide the removal and disposal of all bulk waste, to an approved off facility landfill, when a rolloff(s) becomes physically full or its weight capacity is reached, or when instructed to do so by the COR. All calls to remove and/or empty a rolloff shall be accomplished within 6 hours after notification, unless the call is made in the afternoon. In cases of calls placed after 12:00 P.M., rolloff removal and emptying shall be performed by 8:00 A.M.

the following duty day. All rolloffs will be filled by the Government, or other personnel under government direction. The Contractor shall be paid a flat rate fee per rolloff hauled away, on a monthly basis. The Government reserves the right to seek services from any outside source-at its own expense-for the removal of any refuse over 100 cubic yards.

1.2. Delays & Inclement Weather Schedule:

1.2.1. The Contractor shall make all scheduled refuse and recycling pickups during periods of inclement weather. In cases of severe weather where the risk to personnel and equipment safety are too high, or access to waste containers is impossible, the Contracting Officer or COR may authorize the suspension of services. Severe weather is defined as any weather advisory/warning issued by the VA facility. The Contractor shall submit all requests for suspension of services to the COR, who will validate the request and if needed, ask the CO for a final ruling. When suspensions are granted, the Contractor shall make up all missed collections within 24 hours after severe weather has terminated, unless additional time is specifically authorized. Rescheduling to provide make up collections shall not be a basis for a claim for additional compensation or permission to defer other regularly scheduled collections by the Contractor. Additionally, the Contractor may encounter delays due to but not limited to, security measures; accidents; road construction; exercises; blocked access to containers, etc.

If the Contractor cannot maintain the normal pickup schedule due to a valid delay, the COR shall be immediately notified. In cases of extreme delays, the CO may grant the scheduled services be performed the next workday.

The contractor will be notified by the CO or COR and provided with the list of dumpsters to be relocated and their temporary locations. All efforts to provide maps of the contingency requirements will be made but may not be possible in some instances. The contractor must begin contingency taskings within four (4) hours of notification (or longer if authorized by the contracting officer or COR). If the Contractor cannot provide support within the short time suspense, the government reserves the right to move dumpsters itself.

1.3.2. Special Events. The Contractor shall be required to place or relocate dumpsters to support special events. Specific dates will be determined, and support scheduled by the CO or the COR, however, short notice requirements may arise. The Contractor and COR will coordinate support of special events to determine whether dumpsters from nearby facilities can be temporarily moved or additional dumpsters need to be delivered. The COR will make the final determination. Additional work required for special events shall not relieve the contractor of the responsibility to perform existing scheduled required services.

1.3.3. Abnormal Quantities of Refuse. The Contractor shall dispose of excess refuse beyond the normal quantity resulting from special events. This shall be accomplished with minimal interference to regular collection schedules at no additional cost to the Government.

1.4. Disposal:
