Q1. Since this is a maintenance and service contract, can the VA please confirm this solicitation is subject to the standard FAR “Prime contractor’s limitation on subcontracting” requirements, including where the contractor must self-perform 50% of all work completed as a part of this contract?
A1. The standard FAR clause contains the following verbiage, “By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a North American Industry Classification System (NAICS) code for Services (except construction), it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities.” There are no limitations on location of that work, only that it be a requirement of this contract and performed by the Prime Vendor or a similarly situated subcontractor (SDVOSB).
Q2. Is the contractor responsible for hydro jetting all four (4) cleanouts for each of the exterior grease tanks prior to every cleaning?
A2. Yes
Q3. Considering the VA has experienced consistent and significant clogging problems within the greasy waste plumbing lines which feed the 1st floor canteen interceptor, is the VA willing to include an addon item for chemical treatment?
A3. Yes, considering the clogging problems, the VA will accept an alternate including the chemical treatment.
Q4. If the VA is willing to add chemical treatment to the scope, with what frequency does the VA want this service performed? General recommendations from treatment experts include the following:
a. 1st floor Café – None
b. 1st floor Canteen – One (1) monthly chemical treatment
i. 2 injection points
c. 4th floor Kitchen – One (1) monthly chemical treatment
i. 1 injection point
d. Exterior Tanks – One (1) monthly chemical treatment each.
i. 1 injection point each
A4. Yes, we accept the recommendations as the frequency that the VA wants the additional services performed.
Q5. Can the VA please clarify the exact times that cleaning services are allowed to be performed on the interior grease traps?
A5. 1st Floor Canteen at 6pm CST and 4th Floor Food & Nutrition 7pm CST.
Q6. In addition to the grease traps detailed in the SOW, is the VA willing to include waste removal for any other underground waste separators including the Contech storm water filtration tanks?
A6. No
Q7. Is the 195-gallon tank on the 4th floor and the 865-gallon tank in the canteen?
A7. Yes, this is correct.
Q8. Is this a new requirement, or is there an incumbent contractor? If existing, can you provide the contractor and award amount?
A8. There is an incumbent contractor.
