No. Question Answer 1 The RFQ Price Schedule has one
CLIN Item. As this service contract has an unknown quantity of individual service visits and task orders to be issued against it, is the contractor to quote an hourly rate only? That way, when a specific task order is requested for a specific VA location, the contractor provides hours multiplied by the quoted rate to get a price for the specific task order.
There is only one line item because you are to quote this as one price for an entire job (all rooms identified in Appendix A to the Statement of Work).
You are currently only pricing work associated with the Little Rock and North Little Rock facilities identified in the Statement of Work. If additional facilities are added, line items specific to those facilities will be added at prices specific to those facilities.
2 Reference: Statement of Work, section 2.2.
Question: Does the TAB contractor have to be NEBB certified or is AABC certification acceptable?
Both NEBB and AABC are acceptable.
3 The SOW does not specifically list individual AHUs, Outdoor Air Units (OAU), or individual VAV box terminal units to be tested, adjusted, and/or balanced. Is the expectation of this contract that AHUs, OAUs and/or VAV terminal units are to be included in the proposal price?
AHU and OAU are not going to be tested in this contract. Most of the rooms have a signal supply VAV that will be tested. About 20% of the rooms have either exhaust or return VAV that will be tested. A hand full of rooms do not have a VAV at all, just the supply or return duct that is a constant to the room.
4 If the SOW “is to include” AHUs, OAUs, and/or VAV boxes, please provide quantities of each of those pieces of equipment so that the Contractors can provide an accurate price.
NO AHU and NO OAU. We provided a room count. As for a VAV count, it shouldn’t matter. The contractor is expected to measure the air flow that comes out of each supply, return or exhaust vent in the room. 1 VAV could have 1 vent or 15 supply vents.
Or the room could have two or three vents with no VAV.
5 If the SOW “is to include” AHUs, OAUs, and/or VAV boxes, does the VA expect the “water-side” to be tested and balanced on the individual pieces of equipment, or just the “air-side” to be tested, or both air-side and water-sides?
We are just testing the AIR out of the vents, room size and if the room is positive or negative.
6 We have seen Contractors skirt the NEBB-certified process and provide laborers that just gather field measurements and then turn their measurements over to a third-party TAB company for remote interpretation and sign-off to cut costs. Please clarify that the VA requires the “on-site service technicians” physically performing the TAB services to be NEBB-certified.
The Contractor must have a NEBB or AABC person on site. They will also need to show the calibration of the instruments that they use are still in the calibration date and not expired.
7 Price Schedule - Is CLIN Item 0001 to be quoted for one (1) TAB service per the rooms listed (the annuals plus the quarterlies on rooms only)?
CLIN 0001 is to be quoted as one complete job meeting all requirements of the Statement of Work and Appendix A.
8 Is this contract a single year contract that will be re-bid annually, or is it a multi-year with a Base Price plus optional years?
Per the provision at E.2, “The Government contemplates award of an indefinite-delivery, indefinite-quantity contract resulting from this solicitation.”
What this means is multiple task orders may be issued for all work associated with a line item or multiple line items at any time during the ordering period identified in Clause C.1. Typically, an order will be for a 12-month period of performance.
9 Will there be Architectural and/or Mechanical drawing available?
We can provide a floor plan to the contractor that is selected.
10 What will be the protocol for testing/adjusting rooms with COVID-19 or Tuberculosis Patients?
Before the contractor arrives, we will need to work out a schedule of how many rooms they can do a day. At that time, we will work with the staff to try and schedule the rooms that are in the COVID area to be done. If we have a Patient in a room, we will have to bypass that room for the time being and will try and come back and pick up that room before the contactor is no longer on station. If the room does not come open in the window that the contractor is on station, we will pick it up on one of the other quarterly inspections. All PPE will need to be provided by the contractor.
11 Contract references a Schedule, but this is not included within. What is the schedule/duration of the contract?
Task orders will be issued for 12-month periods of performance. The price entered for line item 0001 should be for a 12-month period of performance.
12 Section B.1 Price Schedule refers to the unit of JB. Does JB signify JOB?
Will an hourly rate be accepted for the TAB services for the CAVHS campus detailed? Contracting a total dollar amount for the TAB Audit and TAB Rebalance of the campus without possibly knowing what number of the described rooms will require rebalance as listed in the statement of work section 2.3 is next to impossible.
Yes, JB is the unit of issue designator for “JOB”. Line item 0001 must be priced as an entire job for all work associated with the Statement of Work.
This is how it has been done in the past.
13 Is this a single duct VAV system or a dual duct VAV system?
The systems that are part of this contract are single duct VAV
14 Are there supply and return air valves serving the ORs?
We do have VAV boxes on the supply and return in the OR as well as most of the rooms on 4,5,6,7. The rooms on G,1,2 beside the OR that is on 2 have VAV only on the supply. The exhaust or returns in this area are fixed position.
15 The list of the rooms had approx. 50 room numbers that are COVID-19 rooms that we cannot get into. Are we supposed to bid with these rooms included in the pricing to be done at a later date or will they be removed from list?
Bid all rooms. See question 10 for clarification.
16 There was a lot of confusion at the site walk between what the government seems to want and what the SOW states.
Base your quote on the requirements on the Statement of Work unless notified otherwise.
17 Section 2.3 states:
Rooms will be measured to determine total volume of each. Rooms will be verified to meet the required room pressures & air changes. For any rooms that do not meet the required pressure or air changes, airflows will be adjusted/balanced (if possible) to ensure areas are in the correct specifications. Any area that cannot be corrected by simple adjustments or balance will be discussed with maintenance personnel to determine what corrective action is needed.
Please clarify the intended scope of work. The facility manager at the site walk stated that he only wants to know what was wrong and not to actually conduct corrective actions.
Base your quote on the requirements on the Statement of Work unless notified otherwise.
18 It calls for room air change. What is the design for each of the rooms in Attachment 1 Appendix A pages 1 – 7?
We are asking for a snapshot of what the room is doing at the time of the TAB. Whatever the air changes in the room are at the time of the test is what we are looking for. The rooms function changes from time to time to meet the needs of the service. As the function changes so does the ACH rate. For that reason, we are just asking for the ACH at the time of the test.
19 What is the definition of small changes to meet room requirements?
If a balancing damper is shut for some reason, the contractor should manually open the balancing damper.
20 Will someone be with us to modify BAS system if needed?
We are not looking to make mods to the BAS with this contract. This is simply to get a snapshot of the room.
After the contractor has turned in the report to the VA, the report will be given to engineering and it will be up to the engineering service to make the corrections.
21 Can we get our technicians badged when we start the project? Or will a separate trip have to be made to site to get badging information from the individual?
We can get them normal contractor badges. They would need to check in with the COR (Josh Martin) the first day of testing and return them on the last day of testing. If they are wanting to get PIV badges, that will take multiple trips and, in my opinion is unnecessary for this contract.
