Questions for RFQ 36C25620Q1026

1. Can bids be emailed in? Yes, email to Kenny.Holestin@va.gov

2. What is the wage scale for this project? This is procurement is being handled as a Supply Buy, so no wage scale is needed.

3. What is the project size range for this solicitation? This is procurement is being handled as a Buy, so no size range is needed.

4. What do you consider equal to Bally Systems? Traulsen, True, Hoshizaki. Please send us what you are considering and we can get it approved as equal thru COR / engineers.

5. Please provide scaled drawings of the existing coolers and freezers? Attached to RFQ

6. Please provide electrical plans showing where the power comes from and where the new power will come from. Attached to RFQ

8. What is the period of Performance on this project? Goal is 90 days after receiving award.

9. What are the work hours for this project? Work should be completed 8pm – 5am. Work that does not interrupt kitchen operations may take place during alternate hours, such as work in mechanical rooms and interstitial space with approval of the COR.

10. the old refrigerant lines be re-used? No, they need to be replaced.

11. The metal cooler floor is an epoxy coating on it really necessary? Yes, the floor must be removed so insulation that is under the floor can be replaced.

12. Our workers are trained HVAC journeymen. Is that sufficient to satisfy your standards on the installer qualification? This will be sufficient as long as the VAMC receives start-up documentation and a warranty from the manufacture.

13. Will the Freon copper lines need to be demo? Yes, remove all existing lines

14. WORK SCHEDULE (b). The work will be done in phases as indicated above in general requirements due to food management and operational needs? Gov’t does not provide the phase plan, contractor determines the solution which best fits the gov’t and negotiates the terms which suits both parties.

Phasing plan is established by the contractor when given conditions of work (i.e., excessive noise, dust, odors, etc.).

15. Ref the RFQ- When the contractor’s work interferes with hospital functions, such as when work produces excessive noise, odors, dust, utility service interruptions, or other interference with normal hospital operations that cannot be contained within the area of work, the contractor shall schedule said work at other than normal hours and as directed by the COR at no additional cost to the government.

Issue- Given the work is done in the evening hours, what type of work would be considered interference? Core hours should be 8pm to 5am. Work done outside of the main kitchen area (i.e. inside mechanical rooms or interstitial space) can be done during the daytime. Contractor staff should not be entering and exiting the kitchen area frequently or transporting materials, waste or debris before 8pm.

Other work during business hours should be coordinated with the COR. Considerations should include excessive noise, dust, and access for hospital operations.

Who is responsible for determining the work efforts as Interference?

Staff working in the area may inform the COR to notify contractors. COR will inform contractors of reported interference. See above.

Will the days be made up in the Period of Performance?

Contractor shall coordinate with the COR to determine the best course of action, adding days to the period of performance should be a last resort for unforeseen conditions (i.e., weather, manufacturer’s lead times, etc.)
