B.2 Scope of Work
Nutrition and Food Services
Walk-in Refrigerators and Freezers Replacement- Phase II
General Information
1. LOCATION: Work performed under this scope will be for, and conducted at, the Michael E.
DeBakey Medical Center (MEDVAMC) located at 2002 Holcombe Blvd, Houston, Texas
77030
2. BACKGROUND: The Nutrition and Food Services (NFS) coolers have been unchanged since the initial construction in 1991 and have reached the end of their useful life. Ceiling and floor surfaces of the cooler are deteriorating and causing a sanitation/infection control issue. Walls are damaged from cart movement. Existing doors are at the end of their useful life and are a recurring maintenance issue. The refrigeration equipment is antiquated and extremely inefficient by current standards.
3. PURPOSE: The purpose is to fully replace the remaining original walk-in refrigerators and freezer at the MEDVAMC and upgrade all associated accessory systems to the units. The
MEDVAMC requires a contractor to perform the work necessary to accomplish this goal.
4. SCOPE: The contractor shall provide all labor, materials, tools, equipment, expertise, administration, supervision and transportation to perform all work in accordance with provided construction specifications, drawings, all documents attached to this contract, all terms and conditions of this contract, and this statement of work. A brief overview of the scope of work is included below:
a. Remove and replace (6) Refrigerators (BC-250A, BC-250T, BC-250V, BC-252, BC-
252A, BC-252C) / (1) Freezer (BC-252B) completely with Bally systems or equal. All replacement units shall be a 1-for- 1 replacement with items meeting current refrigeration and insulation standards. Installation will include all new associated sub systems associated with the function of the units. Contractor is responsible to ensure all measurements, power requirements, etc. are compatible with the infrastructure.
i. Six (6) Refrigerators / 1 Freezer floor panels; shall be manufactured in accordance with NSF #7. Overall size and layout of the walk-in to match existing conditions. (7) compartments are shown per drawing.
ii. Four-inch- foam core panels shall be Underwriters Laboratories-listed as having flame spread of 25 or lower and smoke generation of 450 or lower when tested in accordance with ASTME-84-76. Panels shall be approved by Factory Mutual as a Class 1 building type. They shall be manufactured with “foamed in place”
CFC free Enovate 3000 or Solstice foam system in accordance with the 2009
Federal Energy Standards (EISA).
iii. Installation must be completed by factory trained personnel. All work and materials shall fall in full accordance with local and or state ordinances, and with any other prevailing rules and regulations.
iv. Panels shall consist of interior and exterior metal skins precisely foamed with steel dies and roll-form equipment and thoroughly checked with gauges for accuracy. Metal skins shall be treated on the inside surface with a bonding agent to ensure a stable adhesion with the chemical bonding agents of the urethane. The metal skins shall be placed into heated molds and liquid urethane injected between them. Urethane shall be foamed in place (poured, not frothed) and, when completely cured, shall bind tenaciously to metal skins to form an insulated panel. Panels shall contain 100% urethane insulation and have no internal wood or structural members between skins unless required and approved by said consultant as structural support for external accessories. To ensure tight joints, panel edges must have foamed-in-place tongue and groove with a flexible vinyl gasket foamed-in-place on the interior and exterior of all tongue edges. Gaskets shall be resistant to damage from oil, fats, water and detergents and must be NSF-approved. Gaskets shall not be stapled or glued to metal skins.
v. Insulation shall be rigid urethane “Foamed-in-Place”. Insulation shall have a minimum R-Value of R32 for freezers. These R-values shall be determined as per Section 312 of the EISA code. For calculating the R-value of the freezer, the
K-factor of the foam at 20° F. (average foam temperature) shall be used. For calculating the R-value of the cooler, the K-factor of the foam at 55° F. (average foam temperature) shall be used. Installation must be completed by factory trained personnel. All work and materials shall fall in full accordance with local and or state ordinances, and with any other prevailing rules and regulations.
vi. All panels except corner panels shall be made in 23” and 46” widths, fully interchangeable for fast, easy assembly. Panels 11-1/2”, 17-1/4”, or 34-1/2” wide are to be furnished only if required to fit allocated space. To assure perfect alignment and maximum strength, corner panels shall employ a right-angle configuration with exterior horizontal dimensions of 12” on each side.
vii. Panels shall be equipped with a Speed-Lok (cam-lock) joining devices. The distance between locks shall not exceed 46”. Each device shall consist of a cam action, hooked locking arm placed in one panel, and a steel rod positioned in the adjoining panel, so that when the arm is rotated, the hook engages the rod and draws the panels tightly together with cam action. Arms and rods shall be housed in individual steel pockets. Pockets on one side of the panel shall be connected to pockets on the other side in width, by use of 2” wide metal straps set into and completely surrounded by insulation. When panels are joined together, these straps shall form lock-to-lock connections for superior strength.
Locking device shall be accessible from the inside to facilitate installations in confined areas, and shall be provided with flush, press-fit caps. Surface mounted plastic plugs will not be accepted.
viii. Exterior Finish- Exposed walls to be 22 ga smooth stainless steel, exposed edges of ceiling panels to be capped with 22 ga stainless steel. Unexposed walls and ceilings to be stucco embossed aluminum.
ix. Interior Finish- 22 ga stainless steel.
x. Floor will be sealed and finished with non-slip epoxy.. Lowest appropriate VOC epoxy must be used.
xi. Doors – Doors opening will be 48” x 84” (clear opening) with exception of Tray
Cart storage which shall be 60" x 78," Super doors with a reinforced 14GA. U-
Channel steel frame, backed with additional 1/4” steel plate where all hardware is mounted. This steel frame with an internal thermal breaker will prevents twisting, sagging, and eliminates the need for structural members. Doors are to be cut 8” for insulation and concrete. Finished clear door opening is to be 48” x
76”. Doors are to be furnished with Dent D60 Latch, pPolished aluminum; D69B hinges, polished aluminum. Also, the door will have a 2” dial thermometer, vapor proof light assembly with LED bulb, and an inside safety release. Super doors must have three hinges and 1/8” diamond aluminum kick plates in and out on door and frame 48” high. Doors to be furnished with 14” x 14” windows
(heated).
xii. Accessories – (a) Twelve (12) 48” LED light fixtures shall be provided as the replacement. Lights shall be suitable for wet conditions and exceed all prevailing codes. (NOTE) Seal the inside of electrical conduit in any area before it enters the walk-in cooler or freezer, where it enters a light fixture, and also including all J-boxes and control panels. (b) Freezers to include size appropriate pressure relief port. (c) Furnish blast freezer kit for doors in -20°F compartments. (d) Include six (6) compartment ID signs 10” x 2” each
“REFRIGERATOR” black with white letters and (1) compartment ID signs 10” x
2” each “FREEZER” black with white letters. Field mounted. (e) Provide ceiling support on exterior of walk-in as required. NO STRUCTURAL MEMBERS
ALLOWED INSIDE WALK-IN OTHER THAN EXISTING COLUMNS. (f) Provide
1/8” aluminum diamond tread wainscot 48” high for complete interior of all compartments.
xiii. Refrigeration- Preassembled remote, water- cooled, semi-hermetic or scroll systems shall be provided, sized for holding only, no product load calculated unless specifically noted. Systems shall be UL approved as systems (not components only). All systems shall utilize R-448A refrigerant. Coolers must be able to maintain 35°F operating temperature with a maximum run time of 16 hours under normal operating conditions. Freezers must be able to maintain -
10°/-20°F operating temperature in the freezer with a maximum run time of 18 hours under normal operating conditions (taking into consideration frequent opening and closing of doors). There shall be no re-use of existing refrigeration.
xiv. Evaporators to be provided with all necessary components for proper operation including two-speed EC fan motors with Smart-Speed™ technology.
5. Safety: All Contractor personnel working onsite at the Medical Center will be required to be
10-hour OSHA Certified and a supervisor with 30-hour OSHA certification. Contractor must maintain appropriate ventilation in work areas, including negative pressure. Safety enclosures shall be impervious, and consistent with risk level of work project.
6. Access: Although the MEDVAMC campuses are public facilities, access to facility maintenance areas, electrical areas, mechanical areas, roof access, and certain other portions of the medical facility are restricted from the general public. Accessing these areas require advance notice, pre-approval, and scheduling to gain entry. All visits and access requests to the MEDVAMC under this scope of work shall be coordinated through the
Contracting Officer Representative (COR). Health screenings and face coverings may be required by all contract staff while on site.
7. WARRANTY: Contractor shall provide full warranty (parts and labor) for 12 months from dated of acceptance. Extended compressor warranty for minimum 5 years shall also be included.
8. WORK SCHEDULE
a. Mobilization will only occur after all plans, submittals, and equipment are approved by the COR and or facility engineer.
b. The work will be done in phases as indicated above in general requirements due to food management and operational needs. Work should be scheduled outside of NFS meal service activities. Work should be scheduled between 8:00 P.M. and 5:00 A.M. Alternate work times on remote areas that do not impact food service operations may be arranged with COR.
c. Work shall commence upon receipt of a Notice to Proceed from the government and shall be completed within 90 calendar days after receipt of Notice to Proceed.
9. WORK LOCATION AND RESTRICTIONS
a. The work site location is the Michael E. DeBakey VA Medical Center, 2002 Holcombe Blvd. Houston, TX in Building 100, basement level.
b. All work shall be done between the hours of 8:00 pm and 5:00 am, excluding federal holidays, unless other times are arranged in advance and approved in writing by the COR. When the contractor’s work interferes with hospital functions, such as when work produces excessive noise, odors, dust, utility service interruptions, or other interferences with normal hospital operations that cannot be contained within the area of work, the contractor shall schedule said work at other than normal hours and as directed by the COR at no additional cost to the government.
c. Pursuant to clause 52.236-8 Other Contracts incorporated by reference under section 4.33 52.252-2 Clauses Incorporated by Reference, Contractor shall fully cooperate with the other contractors and with
Government employees and shall carefully adapt scheduling and performing the work under this contract to accommodate the additional work, heeding any direction that may be provided by the Contracting
Officer. If required by the Contracting Officer, Contractor shall, at no additional cost to the VA, coordinate with other VA’s activities including but not limited to construction activities near the job site to ensure the construction work under this project will be in harmony with those activities. This coordination shall include, but is not limited to, the careful scheduling of work commencement, equipment mobilization etc.

10. PARKING
a. Parking is rigidly controlled throughout the Medical Center. Contractor parking is only allowed in authorized areas. Contractor shall abide by all
Police requirements. Parking in designated patient parking areas is strictly prohibited. Parking for unloading equipment necessary to perform the work will be authorized in advance of starting the project.
11. STORAGE OF EQUIPMENT & MATERIALS
a. The contractor shall arrange with the COR for allocation of required workspace and for the storage of equipment and material to be used for this project. Storage space is very limited. There are no exclusive areas within the campus that can be provided to the contractor for their storage needs.
b. Additionally, no space will be made available for the placement of a contractor trailer for this project. The Contractor should schedule delivery of materials and removal of waste to limit the amount of storage space and time on site.
12. DEBRIS REMOVAL
a. Contractor shall remove waste materials and debris daily from the campus. All waste material and debris shall be removed off the site by the contractor and shall be disposed of in accordance with applicable State and Federal regulations. All recyclable materials shall be recycled, and weight tickets provided to the COR.
13. SITE UTILITIES
a. The Contractor shall note this scope of work does not detail all existing structures, utilities, or components that may potentially interfere with the contract work required. All proposed utility relocations, reallocations, and shutdowns shall be approved by the COR/Facility Engineer prior to commencing such work. The contractor shall field verify all existing utility installations and take appropriate action prior to working around any potential utility installation.
b. In the event a shutdown, restriction, or interruption of any utility services is required, a written request shall be submitted to the COR with a minimum of 72 hours’ notice. Requests shall be approved by the COR prior to commencing work.
14. PROJECT SAFETY
a. Contractor shall always comply with the following and keep a copy of the attached-on site:
i. OSHA
ii. Interim Life Safety Measure Assessment (completed on site by phase)
iii. Infection Control Risk Assessment (completed on site by phase)
iv. Hot work Permits required as needed
v. Confined Space Permits required as needed
15. INTERIM LIFE SAFETY PROTECTION MEASURES
a. Contractor is not required to prepare a formal interim life safety measures plan for this project. At a minimum, contractor shall comply with the following requirements of an interim life safety measures and fire protection plan:
b. Maintain the construction area to minimize the potential for fire or safety hazards resulting from storage of construction material, construction waste and debris during construction operations.
16. PREVENTION OF FALSE FIRE ALARMS
a. Contractor shall comply with the requirements of MEDVAMC and as directed by the COR to prevent false fire alarms.
17. MATERIAL & WORKMANSHIP QUALITY
a. All materials and workmanship shall comply with all codes, standards, and recommendations of all Authorities Having Jurisdiction (AHJ). All work shall be done in a first-class manner according to the best trade practices and to the satisfaction of the COR.
18. SECURITY
a. All contractor personnel are subject to inspection of personal effects when entering or leaving the project site.
b. Health screenings and face coverings may be required by all contract staff while on site.

The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. If repair/replacement or reperformance will not correct the defects or is not possible, the Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The
Government must exercise its post-acceptance rights—
(1) Within a reasonable time after the defect was discovered or should have been discovered;
and
(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.
(b) Assignment. The Contractor or its assignee may assign its rights to receive payment due as a result of performance of this contract to a bank, trust company, or other financing institution, including any Federal lending agency in accordance with the Assignment of Claims
Act (31 U.S.C. 3727). However, when a third party makes payment (e.g., use of the
Governmentwide commercial purchase card), the Contractor may not assign its rights to receive payment under this contract.
(c) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties.
(d) Disputes. This contract is subject to 41 U.S.C. chapter 71, Contract Disputes. Failure of the parties to this contract to reach agreement on any request for equitable adjustment, claim, appeal or action arising under or relating to this contract shall be a dispute to be resolved in accordance with the clause at FAR 52.233-1, Disputes, which is incorporated herein by reference. The Contractor shall proceed diligently with performance of this contract, pending final resolution of any dispute arising under the contract.
(e) Definitions. The clause at FAR 52.202-1, Definitions, is incorporated herein by reference.
(f) Excusable delays. The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence such as, acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. The Contractor shall notify the
Contracting Officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the
Contracting Officer of the cessation of such occurrence.
(g) Invoice.
(1) The Contractor shall submit an original invoice and three copies (or electronic invoice, if authorized) to the address designated in the contract to receive invoices. An invoice must include—
(i) Name and address of the Contractor;
(ii) Invoice date and number;
(iii) Contract number, line item number and, if applicable, the order number;
(iv) Description, quantity, unit of measure, unit price and extended price of the items delivered;
(v) Shipping number and date of shipment, including the bill of lading number and weight of shipment if shipped on Government bill of lading;
(vi) Terms of any discount for prompt payment offered;
(vii) Name and address of official to whom payment is to be sent;
(viii) Name, title, and phone number of person to notify in event of defective invoice; and
(ix) Taxpayer Identification Number (TIN). The Contractor shall include its TIN on the invoice only if required elsewhere in this contract.
(x) Electronic funds transfer (EFT) banking information.
(A) The Contractor shall include EFT banking information on the invoice only if required elsewhere in this contract.
(B) If EFT banking information is not required to be on the invoice, in order for the invoice to be a proper invoice, the Contractor shall have submitted correct EFT banking information in accordance with the applicable solicitation provision, contract clause (e.g., 52.232-33, Payment by Electronic Funds Transfer—System for Award Management, or 52.232-34, Payment by
Electronic Funds Transfer—Other Than System for Award Management), or applicable agency procedures.
(C) EFT banking information is not required if the Government waived the requirement to pay by EFT.
(2) Invoices will be handled in accordance with the Prompt Payment Act (31 U.S.C. 3903) and Office of Management and Budget (OMB) prompt payment regulations at 5 CFR part 1315.
(h) Patent indemnity. The Contractor shall indemnify the Government and its officers, employees and agents against liability, including costs, for actual or alleged direct or contributory infringement of, or inducement to infringe, any United States or foreign patent, trademark or copyright, arising out of the performance of this contract, provided the Contractor is reasonably notified of such claims and proceedings.
(i) Payment.—
(1) Items accepted. Payment shall be made for items accepted by the Government that have been delivered to the delivery destinations set forth in this contract.
(2) Prompt payment. The Government will make payment in accordance with the Prompt
Payment Act (31 U.S.C. 3903) and prompt payment regulations at 5 CFR part 1315.
(3) Electronic Funds Transfer (EFT). If the Government makes payment by EFT, see 52.212-
5(b) for the appropriate EFT clause.
(4) Discount. In connection with any discount offered for early payment, time shall be computed from the date of the invoice. For the purpose of computing the discount earned, payment shall be considered to have been made on the date which appears on the payment check or the specified payment date if an electronic funds transfer payment is made.
(5) Overpayments. If the Contractor becomes aware of a duplicate contract financing or invoice payment or that the Government has otherwise overpaid on a contract financing or invoice payment, the Contractor shall—
(i) Remit the overpayment amount to the payment office cited in the contract along with a description of the overpayment including the—
(A) Circumstances of the overpayment (e.g., duplicate payment, erroneous payment, liquidation errors, date(s) of overpayment);
(B) Affected contract number and delivery order number, if applicable;
(C) Affected line item or subline item, if applicable; and
(D) Contractor point of contact.
(ii) Provide a copy of the remittance and supporting documentation to the Contracting
Officer.
(6) Interest.
(i) All amounts that become payable by the Contractor to the Government under this contract shall bear simple interest from the date due until paid unless paid within 30 days of becoming due. The interest rate shall be the interest rate established by the Secretary of the
Treasury as provided in 41 U.S.C. 7109, which is applicable to the period in which the amount becomes due, as provided in (i)(6)(v) of this clause, and then at the rate applicable for each six-month period as fixed by the Secretary until the amount is paid.
(ii) The Government may issue a demand for payment to the Contractor upon finding a debt is due under the contract.
(iii) Final decisions. The Contracting Officer will issue a final decision as required by 33.211 if—
(A) The Contracting Officer and the Contractor are unable to reach agreement on the existence or amount of a debt within 30 days;
(B) The Contractor fails to liquidate a debt previously demanded by the Contracting Officer within the timeline specified in the demand for payment unless the amounts were not repaid because the Contractor has requested an installment payment agreement; or
(C) The Contractor requests a deferment of collection on a debt previously demanded by the Contracting Officer (see 32.607-2).
(iv) If a demand for payment was previously issued for the debt, the demand for payment included in the final decision shall identify the same due date as the original demand for payment.
(v) Amounts shall be due at the earliest of the following dates:
(A) The date fixed under this contract.
(B) The date of the first written demand for payment, including any demand for payment resulting from a default termination.
(vi) The interest charge shall be computed for the actual number of calendar days involved beginning on the due date and ending on—
(A) The date on which the designated office receives payment from the Contractor;
(B) The date of issuance of a Government check to the Contractor from which an amount otherwise payable has been withheld as a credit against the contract debt; or
(C) The date on which an amount withheld and applied to the contract debt would otherwise have become payable to the Contractor.
(vii) The interest charge made under this clause may be reduced under the procedures prescribed in 32.608-2 of the Federal Acquisition Regulation in effect on the date of this contract.
(j) Risk of loss. Unless the contract specifically provides otherwise, risk of loss or damage to the supplies provided under this contract shall remain with the Contractor until, and shall pass to the Government upon:
(1) Delivery of the supplies to a carrier, if transportation is f.o.b. origin; or
(2) Delivery of the supplies to the Government at the destination specified in the contract, if transportation is f.o.b. destination.
(k) Taxes. The contract price includes all applicable Federal, State, and local taxes and duties.
(l) Termination for the Government's convenience. The Government reserves the right to terminate this contract, or any part hereof, for its sole convenience. In the event of such termination, the Contractor shall immediately stop all work hereunder and shall immediately cause any and all of its suppliers and subcontractors to cease work. Subject to the terms of this contract, the Contractor shall be paid a percentage of the contract price reflecting the percentage of the work performed prior to the notice of termination, plus reasonable charges the
Contractor can demonstrate to the satisfaction of the Government using its standard record keeping system, have resulted from the termination. The Contractor shall not be required to comply with the cost accounting standards or contract cost principles for this purpose. This paragraph does not give the Government any right to audit the Contractor's records. The
Contractor shall not be paid for any work performed or costs incurred which reasonably could have been avoided.
(m) Termination for cause. The Government may terminate this contract, or any part hereof, for cause in the event of any default by the Contractor, or if the Contractor fails to comply with any contract terms and conditions, or fails to provide the Government, upon request, with adequate assurances of future performance. In the event of termination for cause, the Government shall not be liable to the Contractor for any amount for supplies or services not accepted, and the
Contractor shall be liable to the Government for any and all rights and remedies provided by law. If it is determined that the Government improperly terminated this contract for default, such termination shall be deemed a termination for convenience.
(n) Title. Unless specified elsewhere in this contract, title to items furnished under this contract shall pass to the Government upon acceptance, regardless of when or where the Government takes physical possession.
(o) Warranty. The Contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.
(p) Limitation of liability. Except as otherwise provided by an express warranty, the Contractor will not be liable to the Government for consequential damages resulting from any defect or deficiencies in accepted items.
(q) Other compliances. The Contractor shall comply with all applicable Federal, State and local laws, executive orders, rules and regulations applicable to its performance under this contract.
(r) Compliance with laws unique to Government contracts. The Contractor agrees to comply with 31 U.S.C. 1352 relating to limitations on the use of appropriated funds to influence certain
Federal contracts; 18 U.S.C. 431 relating to officials not to benefit; 40 U.S.C. chapter 37, Contract Work Hours and Safety Standards; 41 U.S.C. chapter 87, Kickbacks; 41 U.S.C. 4712 and 10 U.S.C. 2409 relating to whistleblower protections; 49 U.S.C. 40118, Fly American; and
41 U.S.C. chapter 21 relating to procurement integrity.
(s) Order of precedence. Any inconsistencies in this solicitation or contract shall be resolved by giving precedence in the following order:
(1) The schedule of supplies/services.
(2) The Assignments, Disputes, Payments, Invoice, Other Compliances, Compliance with
Laws Unique to Government Contracts, and Unauthorized Obligations paragraphs of this clause;
(3) The clause at 52.212-5.
(4) Addenda to this solicitation or contract, including any license agreements for computer software.
(5) Solicitation provisions if this is a solicitation.
(6) Other paragraphs of this clause.
(7) The Standard Form 1449.

(u) Unauthorized Obligations.
(1) Except as stated in paragraph (u)(2) of this clause, when any supply or service acquired under this contract is subject to any End User License Agreement (EULA), Terms of Service
(TOS), or similar legal instrument or agreement, that includes any clause requiring the
Government to indemnify the Contractor or any person or entity for damages, costs, fees, or any other loss or liability that would create an Anti-Deficiency Act violation (31 U.S.C. 1341), the following shall govern:
(i) Any such clause is unenforceable against the Government.
(ii) Neither the Government nor any Government authorized end user shall be deemed to have agreed to such clause by virtue of it appearing in the EULA, TOS, or similar legal instrument or agreement. If the EULA, TOS, or similar legal instrument or agreement is invoked through an “I agree” click box or other comparable mechanism (e.g., “click-wrap” or “browse-wrap” agreements), execution does not bind the Government or any Government authorized end user to such clause.
(iii) Any such clause is deemed to be stricken from the EULA, TOS, or similar legal instrument or agreement.
(2) Paragraph (u)(1) of this clause does not apply to indemnification by the Government that is expressly authorized by statute and specifically authorized under applicable agency regulations and procedures.
(v) Incorporation by reference. The Contractor’s representations and certifications, including those completed electronically via the System for Award Management (SAM), are incorporated by reference into the contract.

The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the
Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
