1. Is this a tax exempt project .

i. Yes, the Government is always tax exempt.

2. Can the government provider previous inspection report?

i. One of the major issues with the previous contract was the quality of the inspection reports because of this, we will not be providing the reports to the new contractor.

3. what brand fire alarm is currently be used at the facility.

i. It is a Johnson Controls system.

4. . Will the Government provide comprehensive written badging requirements for the project if badging is required? If so, please outline the specifics of the badging process.

Yes, at a minimum, the project manager will require a PIV badge. The VA requires that all personnel be subject to an appropriate background screening (Special Agreement Check (SAC)) prior to permitting access to VA information and restricted locations. IAW VA Directive/Handbook 0710, the Security and Investigations Center (SIC) is required to adjudicate all Tier levels (low risk, moderate risk and high risk) background investigations for contractors. If the contractor does not complete a background investigation and obtain a PIV badge, they will be escorted throughout the facility by a SLVHCS staff member. More details about the PIV badge approval process can be provided post-award.

5. Please note: this SOW is significantly greater than the most recent SOW. Can you confirm that you want us to include not only test/inspect services, but all repairs plus replacement parts & labor for all systems listed in the SOW: fire alarm devices including FACP components & wire; fire suppression devices including pipe, fittings, hangars & supports; fire pumps, fire pump controllers, fire pump controller transfer switches, air compressors and jockey pumps; FM200 systems; Kitchen Hoods; elevator recall contractors or staff but NOT elevator equipment parts & labor; dampers; magnetic fire door hardware; and finally roll down fire doors and windows; in other words is the VA is requesting an all-inclusive Platinum plan whereby the contractor must pay for all repairs without reimbursement?

The requirements in this PWS are for testing and inspection only. Repairs are not included in the scope of this contract.

6. 2) Please confirm that you want us to include complete 3-year and 5-year alarm & suppression testing; plus 6-year damper testing. If so, please specify which year these are to be performed.

Yes, the 5-year and 6-year testing requirements for each building are displayed in the table on page 50-51. The 3-year fire sprinkler low point drain and dry system piping pitch verification is due in September 2020.

3.11.1.1.1. "wiring" - Please clarify a) how we should test and inspect wiring specifically (separate from fire alarm device assemblies); and b) if wiring repair and replacement is required under the contract. Wiring shall be inspected with the fire alarm device assemblies. Please reference NFPA 25 2020 or the current standard for testing and inspection procedures. Repair and replacement are not covered under this contract.

8. 3.11.1.2.1.1."Pipe and fittings" - Please clarify a) how pipe and fittings (separate from fire alarm device assemblies) is to be tested and inspected; and b) if pipe and fitting repair and replacement is required under the contract.

12. 3.11.1.2.1.38. "Fire Pump" - Please clarify a) how fire pumps (separate from mere test runs when testing) are to be tested and inspected; and b) if fire pump repair and replacement is required under the contract. Please reference NFPA 25 2020 or the current standard for testing and inspection procedures. Repair and replacement are not covered under this contract.

13. 3.11.1.2.1.41. "Jockey Pump" - Please clarify if Jockey pump repair and replacement is required under this contract. Please reference NFPA 25 2020 or the current standard for testing and inspection procedures. Repair and replacement are not covered under this contract.

14. 3.11.1.2.1.44. "Fire Pump Controller and Transfer Switch" - Please clarify a) how fire pump controllers and transfer switches (separate from mere test runs when testing) are to be tested and inspected; and b) if fire pump controllers and transfer switches repair and replacement is required under the contract. Please reference NFPA 25 2020 or the current standard for testing and inspection procedures. Repair and replacement are not covered under this contract.

15. 3.11.2.4. "The contractor shall be responsible for providing all parts, labor, material and coordination with existing VA elevator contractors for all testing related to the fire alarm elevator recall covered under this contract at no cost to the Government." - We understand the existing VA contractor must be used for testing. How much does the VA currently pay for this as it is related to testing? This cost is included in the pricing for the annual test. The VA does not pay for this directly. Please clarify: a) if we are to include a fee in our contract cost to have an elevator vendor or in-house facilities personnel assist us in performing elevator recall testing; Please include any costs associated with elevator testing in the CLIN for the annual test and b) clarify that you want elevator repair parts and labor to be included as well, since this is typically not part of any fire alarm contract, due primarily to the high cost of elevator parts and labor. As a best value to the VA we strongly recommend you exclude elevator repair parts and labor to avoid multiple markups on this most expensive item. Repair and replacement are not covered under this contract.

16. 3.12.1.7. "Updates on . . . drawings . . . . " - Please clarify if you mean a) "red line changes" to existing drawings supplied on a specific date by the SLVHCS Facilities Engineering staff; or b) CAD updates to existing drawings supplied on a specific date by the SLVHCS Facilities Engineering staff; and c) in either case, if we are to consider existing drawings supplied on the initial POP date by the SLVHCS Facilities Engineering staff to represent a firm, immovable baseline reference point, before which we are not responsible to make all changes that may have occurred in the facility since it was first occupied, and beyond which we are only responsible to make changes with which we are involved, not by any other entity. This can be removed from the scope.

17. 4.23. Confirming we are to conduct biennial sensitivity testing on smokes. The contractor is to conduct biennial sensitivity testing on all smoke detectors.

18. 4.26. Confirming we are to conduct annual fire and smoke door testing. Note: several doors and windows have never or currently do not work due to incomplete original installation, infrastructure, or both. Please confirm we are not responsible for any such door or window. In addition, please confirm if we are responsible for repair and replacements under this contract. The contractor is responsible for conducting annual fire and smoke door testing, including doors that currently are not operational. Repair and replacement are not covered under this contract.

25. 5.27. Hazardous Waste Storage. Please clarify what fusible links you are referring to. If they refer to a roll down or overhead door, would they be included under please reference Page 16 - 4.26 questioned above. Please reference NFPA 72 2019 or the current standard for testing and inspection procedures. The contractor shall reinstall any fusible link that is removed as a result of testing.

26. 5.30. Please clarify if damper replacement parts are included under this contract. In addition, please clarify the quantity of dampers for Pan Am. Finally, please confirm if HEPA containment tents are required. Repair and replacement are not covered under this contract. There are approximately 60 smoke and fire dampers in the Pan Am building. HEPA containment tents must be utilized when completing dirty work.

27. Page 20 ---

i. 7.1. After signing in as indicated on Page 19 - 5.34 we request access privileges utilizing keys and/or PIV card programming clearance when on site for pre-scheduled testing and/or maintenance, in order to avoid delays in reaching work areas. This is a standard operating procedure at every other VA we work in across the country, and would dramatically improve efficiency, response/repair time, improve outcomes for patients and staff, and reduce costs for the VA. Post-award, the contractors and associated subcontractors may go through the PIV card approval process which involves at a minimum: background checks and fingerprinting. PIV card approval is not guaranteed under this contract. Specific access to buildings and areas will be evaluated on a case by case basis. Any contractor that does not have a PIV card will be escorted by SLVHCS staff throughout the facility. Keys of any kind will not be issued to contractors
