The purpose of this amendment is provided a response to additional questions received regarding this solicitation.

The closing date is not changed. This solicitation closes at 4:30 pm CST on 9 December 2019.

Follow Up Questions from Q&A Posted on 11.15 for Solicitation Number 36C25620Q0040 Question: The condition of the mailing system being able to process up to 250 lpm with "Weigh On the Way Technology" is restrictive, and cannot be met by any mailing system provider. Please modify this requirement to 160 LPM to allow competition.

Answer: There are other vendors using this technology.

Question 2: The fastest speed in the market is 205 letter per minute. Can this requirement be changed to 200 letter per minute based on standard #10 envelope <1oz?

Answer: See revised SOW.

Follow Up Question: There were two questions asked about the speed for “Weigh on the Way” the answer provided is incorrect, and the change in the SOW to reduce the speed to 200 letters per minute is restrictive and eliminates competition, with ONLY one vendor able to provide the speed as specified. Please modify this requirement to 160 LPM. Proof of this can be provided upon request.

Answer: We’ve researched this and 200 LPM can be done.

Question: The requirement of the system to process an envelope flap depth of up to 3 7/8 is restrictive to one vendor only, and is not a envelope flap size that the VA utilizes. Please either remove this requirement or modify to 3 inch.

Answer: The VA requires a system that processes an envelope flay depth up to 3 7/8 for invitation letters.

Follow Up Question: The answer provided is incorrect. There is only one vendor that can meet this specification, which as written is restrictive and eliminates competition. Currently Neopost has over 150+ installs at VAMC’s across the country and the requirement for a flap depth of up to 3 7/8 has never been requested or needed. Please modify this requirement to allow up to 3 inch, which is what the VA is currently using in all locations.

Answer: We here at the Biloxi VA do send out cards using these envelopes for the Veterans and their families.

Question: Please clarify how "Access to tracking data" will be granted through the network.

Answer: This is needed for tracking pharmacy, prosthetics packages, and the system would print reports for each account. This will be determined by the contractor’s system.

Follow Up Question: An answer was not provided. Please provide the answer to the question.

The Closing date is on this solicitation is extended to 4:30 PM Friday, November 22, 2019.

Follow Up Question: In order to provide the most comprehensive and cost effective solution, please extend the due date for 7 working days, from the date the answers to the questions are provided.

Answer: The closing date remains 4:30 pm (CST) December 9, 2019.
