Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID:__36C256-19-AP-1449____________
1. Contracting Activity: Department of Veterans Affairs, VISN 16, Jackson Medical Center
586-19-2-559-0017
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This is a brand name requirement.
The estimated amount of this requirement is
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The requested Motorola radios are compatible with the existing Motorola Assembled Trunking System that is currently in operation at the medical center. The trunking two-way network is fully functioning and has been integrated throughout the medical center. The frequencies and crystals are programmed to work together to permit the ability to make sub groups and frequencies within the system.
4. Description of market research conducted and results or statement why it was not conducted:
A keyword and NAICS code search was conducted on the Veterans Information Pages (VIP) website to determine the availability of veteran owned businesses. The search identified 10 small businesses related to the search criteria. Additional analysis of the results only yielded one veteran owned business capable of providing the requirement. In an effort to identify additional sources, a Sources Sought Notice was posted on the Federal Business Opportunities (FBO) website. At the close of the notice, three (3) service disabled veteran owned businesses (SDVOSB) and four (4) small businesses expressed interest in the requirement. Based on the results of the market research, it is in the best interest of the Government to solicit the open market utilizing a SDVOSB set-aside.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
