RFI’s VA AR - Fayetteville IDIQ - seed project Replace Bldg. 9 Switchgears -

Fayetteville, AR

1. Since the base and option performance periods are each 30-months, will price adjustments be allowed when updated wage rates are periodically incorporated into the contract? Price adjustment in accordance prevailing wage rate shall be addressed at the

15- month period.

2. Since we're proposing coefficients, what are we to base the bid guarantee on?

Ref: Para 2.5

3. The solicitation requires submission of proof that VETS 100 has been filed for

2016. Since VETS 100 is now VETS 4212, shouldn't this read VETS 4212 for 2017?

Please utilize current version of VETS 4212 as validation of business status.

4. Solicitation paragraph 4.19 includes language for bond premium adjustment. Are all bond costs/adjustments included in the coefficient or will a separate adjustment be allowed for contract price changes? The government in determining the basis of final settlement, will provide for bonding premium adjustment when contract price affect

Corporate Surety Bond by $5 or more.

5. In reference to solicitation paragraph 4.34, are task order changes to be priced in accordance with the itemization/pricing methodology in VAAR 852.236-88 or will we price changes via RS Means and apply our coefficient? Price changes via RS Means and apply coefficient. The contractors co-efficient must include, incorporate and compensate for Fayetteville City Cost Index. Does it matter whether or not the change includes both pre-prices and non pre-priced items? Discard Attch. B BID SHEET INTERIOR

REPAIRS IDIQ and any reference to said Bid Sheet.

6. Please clarify what RS Means products, both hard copy and cd, we are to provide to the government and the number of copies. 4.3. The contractor must provide one (1) current hardcopy edition of the Unit Price Book (UPB). The contractor must obtain the CD Rom version of the UPB and the estimating software and must submit all price proposals electronically using the estimating software. The VHSO does not require the software, the VA already has a subscription to the software. Only one book per year is required.

7. SOW paragraph 6.1.1 specifies that payment bonds are required for each task order more than $30K as prescribed in FAR 28.102-1 but the prescription sets the threshold at $35K.

Which is it? IAW 28.102-2, Contracting Officer shall determine based upon the individual task order if bonding is required at a lesser amount. For clarity the amount is revised from $30,000 to $35,000.00.

8. Can the requirement in SOW paragraph 9.3(a) be relaxed to allow the same Project

Superintendent to run more than one project? Remove the requirement “the contractor must provide 1 Project Superintendent per project”; The contractor must provide one CPS for each task order valued at greater than $100,000. The one or more CPS will visit each task order site daily.

9. Please verify the invoicing procedures in SOW paragraph 39.1. Do we follow these instructions or do we invoice via the Tungsten portal? Follow guidance reflected in solicitation para: 4.20, VAAR 852.232-72.

10. The Proposal Submission Instructions, Technical Evaluation, Item II-

Experience/Technical sets the range of similar sized projects at $1-5M, which is inconsistent with the range of projects, $2-500K, specified elsewhere in the solicitation. Since projects under this contract are capped at $500K, please clarify the value range of past projects to be considered relevant? $2-500K are range for task orders, $1-5M is reflective of the entire contract period. Contractor may have a variety of projects and should be able to reflect their capability to perform more than one award at a time.

11. Please explain the relevancy of the pricing spreadsheet and if/how it will be used for price evaluation purposes. Discard Attch. B BID SHEET INTERIOR REPAIRS IDIQ from solicitation and any reference to Bid Sheet.

Attch. A - Seed - SOW Replace Building 9 Switchgear, paragraph 5.m.

15. Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations. Any PM software may be used by contractor for their own use. The VA will not use Procore or any other file exchange software other than email, CD rom, or hardcopy. The VA does not have a contracted 3rd party testing service. When testing is needed the contractor and or the VA will hire whomever is qualified to sample when tests are required.
