Questions and Answers #1
1. The Michael E. DeBakey Veteran Affairs Medical Center (MEDVAMC) Network Contracting Office (NCO) 16 received questions in response to Request for Quotation (RFQ) 36C25618Q0549.
2. Please see below for the Offeror’s questions and NCO 16’s respective answers accordingly.
A. Question #1, Ref PWS Paragraph 2.0: Could you please explain which are the “donor sites located outside of the OPO’s service area”? Since it would change the prices if it is out of Houston (as you said, “Contractor must have access to airports all over the United States”)?
B. Answer #1: “Donor Sites” are identified as the physical location of the organ donor. This location could be any number of places within the Continental United States (CONUS) that is located outside of the Organ Procurement Organization’s (OPO) primary service area, which is Houston, TX. The medical team is unaware of where an organ will be coming from until notification is made. In order to harvest the donated organ, the responsible medical lead is required to travel to the donation site. This requires expedient travel to ensure viability of the organ. As such, the contractor is required to have access to airports all over the United States to ensure timely arrival, retrieval and departure with the donated organ.
C. Question #2: It would be departing from the MEDVAMC to the OPO’s located in different states or from OPO and arriving at the MEDVAMC?
D. Answer #2: The contractor is required to transport a member(s) of the MEDVAMC via air travel from the Houston, TX area to wherever (within the CONUS) the donated organ is located. Upon successful retrieval of the donated organ, the contractor is then required to transport the MEDVAMC team member(s) along with the donated organ back to the Houston, TX area.
E. Question #3, Ref PWS Paragraph 3.2 & Page 31, Paragraph 3(A): Why has the government required CAMTS certification for respondents, when the services to be performed under the Scope of Work are not Air Ambulance Services (CAMTS is a commercial air ambulance quality standard, not an organ transport or general aviation transportation standard)? In requiring CAMTS certification the government has made the solicitation unduly restrictive as the standard is irrelevant. Will the government remove this requirement?
F. Answer #3: Amendment 00001 is hereby issued to remove this requirement in the
Performance Work Statement (PWS) in its entirety. In addition, Page 31, Paragraph 3(A) is hereby amended as reads “includes CAMTS and FAA Part 135 certification” to read “includes FAA Part 135 certification”.
G. Question #4, Ref PWS Paragraph 6.1: Solicitation requires a "guaranteed" aircraft. Please define what the government means by "guaranteed". The same paragraph states that the aircraft must be available 24 hours per day, but the government does not state that it will pay to have the aircraft remain always available. Is the government implying that the vendor must keep an aircraft out of commercial service hoping for the possibility of work from the government, with no payment for keeping the aircraft available?
H. Answer #4: Amendment 00001 is hereby issued to remove this requirement in the Performance Work Statement (PWS) in its entirety.
I. Question #5, Ref Solicitation Pages 9 & 10: There is no technical description of the flight mission profile or technical aircraft requirements in the Scope of Work, but the Price and Cost schedule states that the aircraft must be a light jet. What is the government's justification for limiting competition to only jet aircraft and only light jet aircraft? What are the technical standards which the respondent's aircraft must satisfy to perform the mission?
J. Answer #5: In accordance with Paragraph 1.0 of the Performance Work Statement, “The
Michael E. DeBakey Veterans Affairs Medical Center (MEDVAMC), located at 2002 Holcombe Boulevard, Houston, Texas 77030 requires chartered flight services to transport liver and kidneys from outside the Organ Procurement organization’s (OPO) primary service area back to the MEDVAMC”. The Government believes because these services are solicited as “chartered”, all offeror’s have the ability to charter a light jet to fulfill the Government’s requirement. As such, this does not in any manner limit competition but rather maintains the ability of an offeror to compete.
