About this file

This is a Questions and Answers document (Amendment A0003) issued by the Department of Veterans Affairs Network Contracting Office for solicitation 36C25526R0076. The amendment promulgates responses to seven contractor questions regarding the upgrade of Building 71 restrooms for ADA compliance at a VA facility. The proposal due date was extended to Thursday, June 5, 2026, at 2:00 p.m. Central Time, with submission to the NCO-15 office in Leavenworth, Kansas.

Key responses to contractor inquiries address personnel requirements, project sequencing, and specifications. Contractors must provide a minimum of one full-time Site Safety and Health Officer per shift per site with current professional safety certification and at least three years of dedicated construction safety experience. Only two restrooms may be unavailable for use simultaneously during construction. For asbestos abatement, contractors should provide a line item for possible abatement in flooring and pipe insulation, though the extent remains unknown. Regarding door hardware, rooms 6 and 24 require new ADA-compliant lockable lever handles in satin chrome, while the remaining six restrooms require deadbolts with ADA-compliant thumbturns in antique brass with reused door knobs and supplied non-locking lever handles. Toilet partitions must be solid, high-density polyethylene conforming to Federal Specification CID A-A-60003 with dimensions matching existing installations and color to be determined during shop drawing review. All responses are binding, with specifications taking precedence over other instructions.

Response: Specs trump all other instructions. See solicitation for roles, but they do not override specs. These roles will be strictly adhered to too. If there is work being conducted Site

Superintendent must be on site. if not the CO will issue a stop work at the expense of the contractor.

Revise Specification 01 35 26, Section 1.9.A. second sentence to read: The Prime Contractor shall provide a minimum of one “Full-Time” SSHO at each project site, for each shift (that may also be the Superintendent, Project Manager or CQC System Manager) that holds as current, a professional safety certification with at least 3 years of dedicated construction safety related experience.

The CQC System Manager is on the site at all times during construction.

2. Can both restrooms for each phase be closed and worked on simultaneously? If not, how many restrooms can be down and worked on at the same time?

Response: No. Only two restrooms can be unavailable for use at anytime.

3. Demolition General Note 10 and Note 12 reference asbestos found during demolition. Should we include any asbestos abatement in our proposal, or will asbestos found be treated as differing site condition?

Response: Abatement is a possibility. Provide a line item for possible abatement located in flooring, pipe insulation, etc.

4. Please advise on the extent of the abatement scope and the quantities to be abated.

Response: The extent of abatement is unknown at this time. There is possible asbestos. Lead paint removal is specified.

5. Drawing AI100 call to reuse the hardware for the new doors. The existing doors all have cylindrical handles that are not ADA compliant. Please advise if this is still acceptable.

Response: For rooms 6 and 24, provide and install an ADA compliant lockable, door lever with indicator and satin chrome finish located at ADA compliant height. For all other (6) restrooms, provide and install deadbolt with ADA compliant thumbturn interior and exterior plate in antique brass finish installed similar to existing height, re-use existing door knob, provide to COR an ADA compliant, non-locking door lever with antiqure brass finish that readily fits the door.
