The above cited solicitation is hereby amended as follows:
a. To incorporate the responses to the questions which were received for this solicitation. This is part 1 of 2 sets of res ponses. Part 2 will follow as soon as the information becomes available.
b. The proposal due date has not changed.
SOLICITATION 36C255R0119, INSTALL VENTILATION CORRECTIONS FOR STERILE PROCESSING, PROJ 657A5-17-104
QUESTIONS AND ANSWERS:
QUESTION 1.) How long can air flow to the 1st and 2nd floor be off before the new RTU is online?
ANSWER: Offices will be occupied during construction. Suggested phasing is to install new commercial unit prior to demolition of existing AHU, connect to existing 1st floor and 2nd floor main after 5pm Friday. Air flow to offices to be operational Monday at 7am.
QUESTION 2.) How long can SPS be down during moving of equipment and the transition from existing space to temp space?
ANSWER: Temporary SPS, storage, office and connecting corridor is installed, operational and meet VA and drawing requirements (meets temperature, humidity, pressurization and equipment functions properly) prior to shutting down the SPS. SPS can be temporarily shutdown Friday after 5pm but must be operational by Monday at 8AM
QUESTION 3.) Does the moving of SPS equipment have to be done on the weekend?
ANSWER: Yes, SPS is required to be up and running
QUESTION 4.) Do the new trailers have to be certified with the VA or any federal agency before use?
ANSWER: The trailers need to meet the minimum space, layout, HVAC, and data requirements shown on the contract documents. Medivators and system components will have to be certified by the manufacture before use.
QUESTION 5.) Will we be able to build temp building to SPS trailers during normal hours?
ANSWER: Temp buildings need to meet requirements shown on drawings (size, hvac, power, etc) and can be completed during normal hours. Contractor to provide fencing around work area.
QUESTION 6.) Do we have to provide a generator or is there an existing emergency circuit close to connect to?
ANSWER: Please clarify question. Emergency power is available from Building 47. What is the emergency circuit intended to be used? Emergency power is shown on the contract documents
QUESTION 7.) How large of a laydown area will be receive during building the temp building?
ANSWER: The contractor will have the mod 5 and 6 parking lot during the building of the temp buildings.
QUESTION 8.) Will we have laydown area for connexs and dumpsters? Where? How large?
ANSWER: The VA has a contractor area in the back of the hospital for connexs, office trailers, etc. for the contractor to use. Area outlined in red is for use by the contractor.
QUESTION 9.) We will be given the entire 3rd floor space at one time?
ANSWER: After temporary SPS, storage, office and connecting corridor is installed, operational and meet VA and drawing requirements (meets temperature, humidity, pressurization and equipment functions properly), the entire 3rd floor of building 38 except for corridor and elevators will be turned over to the contractor. Work in corridor is to be coordinated with VA. Building 1 3rd floor will remain operational.
QUESTION 10.) Although noted in Phase 4, can the rooms that get new VAV boxes and humidifiers be done at any point through the entirety of the project?
ANSWER: Satellite storage closet work can be accomplished at any time during the project but must be coordinated with VA. Offices are to be operational during regular business hours any work is to be coordinated with VA.
QUESTION 11.) Can the work on the 1st and 2nd floors on sheet M-111 be done at the same time?
ANSWER: This is to be coordinated with the VA. Offices are to be operational during regular business hours.
QUESTION 12.) Has the pipe and/or duct insulation been tested for asbestos?
ANSWER: Insulation was tested in 2009. Report is available to contract if requested.
QUESTION 13.) How long can exhaust fans be down for at a time?
ANSWER: 38-EF-2 is to remain operational during regular business hours. All other EF’s serve SPS area and can be taken down when temporary SPS is operational.
QUESTION 14.) Can multiple rooms that get new VAV boxes and Humidifiers be done at the same time?
ANSWER: This is to be coordinated with the VA. 1st and 2nd floor Offices are to be operational during regular business hours. Satellite storage rooms are to be coordinated with VA.
QUESTION 15.) Does the 3rd Floor SPS area have to be certified and/or inspected by a federal agency once work is complete?
ANSWER: SPS area is to meet VHA directive 1116(2). Contractor to Terminally clean space.
QUESTION 16.) I noticed that there is not any PAC’s or Surveillance in the plans and specifications. Are these pages missing?
ANSWER: PACS is required and shown on the contract documents. Refer to spec section 28 13 00 and drawing E-401 for PACS. Devices to be turned over to the VA at completion of project.
QUESTION 17.) Is the contractor to warranty the fire alarm equipment that is removed from the 3rd floor project area and re-installed?
ANSWER: Contractor is to remove any ceiling mounted fire alarm devices. Contractor to provide new devices in lieu of reinstalling existing devices.
QUESTION 18.) The specifications state that the fire alarm for the SPS trailers and the temporary corridor is to be extended from the fire alarm control panel in Mod 6. The panel that is in Mod 6 is a remote power supply. Can we suggest extending loops from the Fire Alarm Control Panel located in Building 37? Additionally, the remote power supply in Mod 6 is not capable or voice evac, as indicated in 1.1.C.1 of 283100. To achieve this, a loop will need to be extended from the FACP in Bldg 37.
ANSWER: Yes extend Fire Alarm from building 37.
QUESTION 19.) Additionally, 1.1.C.1 of 283100 states that the providers of the trailers will be providing the fire alarm equipment for the trailers and that the fire alarm is to communicate with those field devices. What type of devices and what is the manufacture of those devices? This could potentially present a UL listing and communication issue if they are not listed with the Siemens fire alarm network.
ANSWER: Contractor to provide fire alarm devices compatible with existing Siemens system.
QUESTION 20.) Section 2.8.C references the fire alarm contractor is to include software license on site. This is a significant cost with an annual fee requirement for the license. In the past, the VA has not desired that. Are we to include the software license?
ANSWER: Temporary devices are to be turned over to VA. Software License is not required.
QUESTION 21.) What is meant by ‘Temporary Mobile Water Storage Trailer” on page #3 of the solicitation? Was the intent supposed to be a “Mobile Water Solutions Trailer?
ANSWER: Yes Temporary Mobile Water Storage Trailer is the MMIC Mobile Water Solutions Trailer.
QUESTION 22.) Does the facility perform water testing on the utility water? If so, can we get a copy of the most recent test results?
ANSWER: VA to provide water testing report.
QUESTION 23.) Can the facility provide hot utility water?
ANSWER: No, hot water is to be created and supplied by MMIC Mobile Water Solutions Trailer.
QUESTION 24.) Does the water source require sediment filtration?
ANSWER: Water supply to the office and storage trailer would only require a typical strainer, the SPS unit water is to be supplied from the water treatment equipment in the mobile water solutions trailer which includes sediment filtration.
QUESTION 25.) Does the water need to be softened to meet utility water requirements?
ANSWER: The mobile water solutions trailer will provide softened water to the mobile SPS trailer
QUESTION 26.) On Sheet E-405 it shows the (2) 4” PVC Conduits from PM2 running below the ceiling in Corridor B-38 as well as thru the crawl space. Typically, we do not run PVC inside the hospital especially below the ceiling. We would like to verify this request is correct.
ANSWER: Conduit is to be EMT. Where conduit is installed in sub-basement all supports, bolts, straps, screws and so forth need to be corrosion-resistant materials.
QUESTION 27.) Is all of the temporary work being removed as part of this contract? Please advise.
ANSWER: Yes the contractor is to remove all temporary work. Temporary structures are to be disposed of by the contractor, Temporary equipment (i.e. circuit breakers, panels, hvac, etc) is to be turned over to the VA.
QUESTION 28.) Does the facility perform robotic surgeries?
ANSWER: No
QUESTION 29.) Reference Amendment 0003, page 4 of 9, Factor 1, first paragraph: This paragraph states, in part: “The projects must demonstrate an Offeror’s construction experience as a prime construction contractor directly responsible to the owner and managing multiple subcontractors.” May we use project experience earned by a key team member (i.e., PM, superintendent, QC Manager, Site Safety) for our listed projects?
ANSWER: No. You can’t use the project experience of your key team member as the prime contractor’s construction experience. Prime construction experience focuses on the business as a whole while the key personnel factor focuses on the individual level of experience. There is a distinction.
