1. On sheet M2.1 there are mechanical keyed notes not shown on the drawings (3, 4, 5, 7). Please advise.
1. Answer: Keyed notes 3,4,5,7 were intended to be on the lower right partial plan pointing to AC-S2. Keyed note 7 information would also apply to the AC Unit Detail (AC-S2) on M0.2. This needs to be coordinated with the AHU manufacturer. It is the request of the VA to have a drain in the outside air intake section of the AHU.
1. The steam to the heating coil and steam to the humidifier are shown coming from the same steam main. However, based on past VA projects, the heating coil steam should come from plant steam and the humidifier steam should be sterile steam. Please advise.
Answer: Install the humidifier, but not connect to the steam source because clean steam in the mechanical penthouse is not available but will be at a future date.
1. On M2.1 it appears “CD” is actually the steam condensate and “D” is the condensate drain. Is this correct?
Answer: Correct.
1. The new GCS/GCR piping calls out for 30% ethylene glycol. Has the existing fluid been tested to verify it is currently at 30%? What is the total volume of the entire system?
Answer: The total capacity of the system is not known. It is estimated to be approximately 200 gallons. The system is currently protected to -10 degrees F. The contractor should plan on draining and storing the fluid in the system and refill as required as well as treat with glycol as required to maintain -10 degree freeze protection.
1. Can you please look into the sheet metal worker wage rates? It appears the wages are actually the wages plus the fringe, and then the fringe is also shown separately again.
Answer: AWO 25 Missouri has no standing on a Federal Contract. Davis Bacon Wages must be paid and enforced for Sheet Metal worker rate is $50.67 fringe $16.91. The rate is not a mistake.
| Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors | applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded | (and any solicitation was issued) on or after January 1, 2017. If this contract is covered | by the EO, the contractor must provide employees with 1 hour of paid sick leave for | every 30 hours | |||
| they work, up to 56 hours of paid sick leave each year. Employees must be permitted to | use paid sick leave for their own illness, injury or other health-related needs, including | preventive care; to assist a family member (or person who is like family to the employee) | who is ill, injured, or has other health-related needs, including preventive care; or for | reasons resulting from, or to assist a family member (or person who is like family to the | employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional | information on contractor requirements and worker protections under the EO is available | at www.dol.gov/whd/govcontracts. |
1. Is this project tax exempt?
Answer: Yes, a tax-exempt certificate will be issued at the Notice to Proceed Meeting
1. Please provide the site visit sign-in sheet.
Answer: The site visit sign in sheet is provided as an attachment to this addendum
1. Please provide the location for contractor parking.
Answer: Contractor parking is in the gravel lot located in the southwest corner of the property by the warehouse loading docks. 2 vehicles are permitted to park in the contractor parking lot. There may be more available depending on construction activities during this project, but no more than 5 spaces. Job trailers and storage containers are not permitted for this contract.
1. Please provide the location for contractor staging/layout area.
Answer: There is space for tool boxes and some material in the penthouse area where the air handler is located. There is also space on the roof adjacent to the penthouse for storage of materials. The contractor shall be responsible for ensuring all items stored on the roof are properly secured at all times.
1. Can the Superintendent and the Quality Control Manger be one in the same?
Answer: Yes, as long as they meet the qualifications required for both duties. Cannot hold more than two positions.
1. Please provide the roofing subcontractor that holds the roof warranty.
Answer: Garland holds the roof Warranty. POC is Ken Yovich (636-698-3324). Contact him for requirements to ensure the warranty is maintained.
1. Is the temporary AHU, temporary ductwork, and associated equipment to be TAB’ed and commissioned as well?
Answer: The contractor will need to work with the DDC contractor to start up and test the temporary AHU prior to connecting to the existing duct work, but we do not require a test and balance report for the temporary unit.
1. The scope of work for this project requires that the new air handler be commissioned. The General Commissioning 01 91 00 is listed in the Table of Content but the specification is not provided. Is commissioning required for this project? Please advise.
Answer: No, Commissioning in not required.
