RFI ANSWERS AND ADDITIONAL SPECSIFICATIONS
Period of Performance is 270 calendar days for all bid items.

1. Can you please confirm since this is a specialty NAICs code that the SDVOSB GC will have to self-perform 25% of the work?
Correct as the prime contractor you will be required to 25% of the work.
2. Can the on site superintendent also serve as the quality control and safety manager?
The specification state that the contractor will have to designate a SSHO and Quality Control Manager. The contractor can designate a Project Superintendent only if the Project Superintendent meet the qualification of a Quality Control Manager and/or SSHO.
3. Can you please provide the contact information for the current boiler plant chemical treatment vendor? US Water (866) 663-7633
4. Can you provide the current building automation vendor's contact information? Integrated Facility Services is the company – Automation Solution Group is the automation controls. Brian (314) 210-6052 is the point of contact.
5. Can you provide the current boiler controls vendor's contact information? Hays Cleveland (216) 398-4414
6. Can you provide sizing on the temporary boiler or boilers for this project?
BMcD – Boilers should be sized to meet the current peak load on the facility which is 200 HP (see 230510 - 2.6)
7. We need to confirm the required Design Pressure and ASME Code Section required for this project. The spec calls for MAWP of 150 PSIG and Section I (per below), but the operating pressure is only 12 PSIG. We could do that with a 15# ST Boiler and special safety valves.
BMcD – Provide boilers as specified (this is at the direction of the VA)
8. Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.
We cannot provide an opinion whether an item is an equal, or meets the requirements of the contract documents during the bidding phase. It is the contractor’s responsibility to ensure that all items comprising their bid meet the Veteran’s Administration (VA) design and Specifications, and the software must be compatible with the VA network.
9. Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?

10. Is the lead and asbestos listed on the plans the only hazardous materials expected in this project?
AE: Yes. The only hazardous materials found was lead paint on the metal grating covering the trench.
11. Is there an Hazardous Material Report available?
Yes. See report dated December 27 2017 from Smith Management Group.
12. Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.
“Pricing considerations are governed by the provisions and clauses within the solicitation. Please contact your respective legal counsel for advice on interpreting pricing considerations related to this solicitation. We cannot provide you with legal advice. If any significant tariff increases occur between the time of your offer submittal and award, please feel free to bring them to our attention. However, note that our comments on legal advice will still apply regardless of your effort to bring the increases to our attention. ”
13. Who or which company will the GC and Mech contractors have to coordinate with for the rework on the controls?
See Answers to questions 3 to 5.
14. What is the level of infectious disease control rating for this site?
No patient areas are adjacent to the boiler plant. Contractor shall control dust and debris per Division 01 requirements.
15. Will the qualified super be able to fill roles as the SSHO and QCM on site if necessary?

16. What building automation system(s) is currently in service at the facility and who is the local service provider? Is there a preference for the current system?
For the current control companies see answers to question 3 and 5. For the new controls system for the boilers, the installing contractor is required to meet the project manual requirements and verify any equipment being supplied meets those requirements.
17. Plan sheet 7 MI 800 under Sequence of Operation -Steam System Paragraph Boilers item 1 states "The BAS shall stage the boilers and modulate the burner firing rate to optimum performance." Typically the Jurner management system integral to the boiler controls the firing rate to meet pressure setpoint 1s part of managing all combustion. I believe this part of the sequence to be in contradiction with both industry norms and VA specifications. Please clarify.
BMcD – The burner management controls will set the firing rate (See 230911-2.2).
18- Is a Superior Boiler, Model#, 6X1250150M, Seminole 3-Pass Wetback an acceptable substitute for the Hurst 400-250?
BMcD – The installing contractor is required to meet the project manual requirements and verify any equipment being supplied meets those requirements.
19- Is a Superior Spray Type DA, Model# SSO14T45-15 an Acceptable substitute for the Industrial Steam 4JSS? 3- Is the 5 hp 120v single phase called out on the Mechanical Schedule 7MP 600 for the boiler correct?
BMcD – The installing contractor is required to meet the project manual requirements and verify any equipment being supplied meets those requirements.
20- SEC. 23 52 39 (2.3) A, Burner type with VFD on forced draft fan. Is VFD required if so the 5 hp called out in the above question must be a 3 phase 208V motor?
BMcD – Yes, see answer to #21 21- In 23 05 12 it states all motors 1/2hp and larger are required to be 3 phase?
BMcD – VA requirement, unless the motor meets the exceptions outlined in 230512 - Part G.3 Exceptions 22- SEC. 23 05 10,(2.6) Temporary Boiler Plant Installation: States that the rentals MUST MEET THE VHA BOILER PLANT SAFETY DEVICE TESTING MANUAL at the contractors expense. Is this correct?
BMcD – Yes, this is per VA guidelines.
23.SEC. 23 50 11 (2.2) E, Cleaning and Painting of Condensate return tank . it talks about sandblasting the interior to white metal in preparation to coating in accordance with SSPC SP 5. BUT after it is blasted to the white metal...does it require coating and if so with what?
BMcD - ASI will be issued to update specification requirements; Tank to be 304L, 10-guage thickness. Blast cleaning and interior coating not required on 304L Stainless.
SEC. 23 52 39, G, Igniter (Pilot) talks about joining the natural gas and LP together for the pilot.
24. Is LP required for a backup in the Ignition (pilot) system?
BMcD - No, the fuel oil is to be direct spark ignition. ASI will be issued to update the specification requirements.
25. If so is there stand-by LP on site or does a tank(s) have to be provided?
BMcD – see answer to #24
26. If tanks have to be supplied where can they be in reference to the boilers?
BMcD – see answer to #24
27. Is a fiberglass or cellulose 10 microns or smaller retention filter required on the main gas line OR is a y strainer acceptable?
BMcD – Filter requirements are per VA guide specifications. VA to determine if exceptions will be allowed.
28. Also is the same type filter required on the pilot with exception of 5 micron or smaller required OR is a y strainer acceptable?
BMcD – see answer to #24 29.On Boiler stack it calls out stainless steel outer material above the roof with a thickness of 0.024" is 0.018 thickness acceptable on the stainless steel outer material?
BMcD - The boiler stack is being attached to the existing stack system. No work is above the roof on this project
30. In reference to the Burner Management System it refers to 23 09 11. Is this included in the spec? I did not see it and have printed off the complete spec for this job (I thought) BMcD - See 230911 re-uploaded to the document site.
31. Can the Burner control (flame safeguard) and the parallel positioning control be made up in one unit/controller?
BMcD - VA requires that these be separate units completely independent of each other.
32. If there is found to be a discrepancy between the equipment specified (in general) VS. what it takes to comply with the VHA Boiler and Associated Plant Safety Device Testing Manual Forth Edition Oct 2017...Does the VHA Testing supersede?
BMcD – VHA testing supersedes
33. What is the max allowed time for the VA to look at, Ok and accept submittals before equipment is released to order in regard to the 270-day completion time?
See specification section 01 33 23.
34.Section23 09 11 does not appear in the spec book. Therefore, I am not sure who is responsible for the control portion of the new boilers. Please confirm.
