1. There are several references throughout the specs to sustainable construction submittals, and other LEED specific data.

· Will this project be LEED certified?

· If yes, will the contractor be responsible for hiring a LEED accredited professional?

This must be built to LEED silver standards, or Green Globe, however, this does not need to be certified

2. Spec 010000, para 1.5C states that guards are required 24/7 for the duration of the project.

· How many guards?

· What kind of “recording device” is required?

· What kind of “communication device” will be required for these guards to contact VA security?

As long as the construction area is secured with means of keeping individuals out of the construction area that are not part of the construction project (use of construction partitions and secured locked doors), this project will not require any guards. The contractor is to secure the construction area during construction as well as when construction is not taking place and must supply the COR with 6 copies of keys that will allow access to the area. The COR will distribute and keep track of those individuals that have copies of the keys that allow construction access. These keys will be given to individuals that will require access to the construction area at any time. These individuals may include: VA Police, Safety Officer, Infection Control, Chief of Facilities, Assistant Chief of Facilities, COR, Secondary COR, etc. Keys will only be given to individuals that require access to the construction site.

3. Spec 013526, para 1.13 states that all employees working on the site must provide written certification that they have had a pre-placement tuberculin screening showing negative TB reactions, within 90 days of starting their work.

· Is this really going to be a contract requirement?

Yes, this is required. Contractor will need to complete signs and symptoms sheet (Please see attached). If there are concerns, a TB skin test will be required. Costs of testing will be the contractor’s responsibility.

4. Spec 022113, para 3.4 requires certified survey drawings, created by a professional surveyor or civil engineer. Para 1.3B.2 also requires these survey drawings to be provided in CAD format.

· Please confirm if this will be a requirement of the contract.

Yes, CAD and PDF format of all drawings and As-builts will be required for this project.

5. Spec 028211, para 1.2D references Deductive Alternate No. 7. Please clarify how these items are to be applied to Deductive Alternate No. 7 as listed in the Statement of Bid Items found in spec 010000.

Paragraph 1.2.D incorrectly references Deductive Alternate #7. The items in Paragraph 1.2.D should have been included in Paragraph 1.2.C

6. Spec 042000, para 1.4H requires “delegated design drawings and calculations” signed and sealed by a “responsible design professional.” Please clarify as to what constitutes as a “responsible design professional.”

Section 04 20 00 is regarding “Unit Masonry.” Paragraph 1.4A refers the required submittals for Unit Masonry. Any design drawings and calculations required for these required submittals, are to be signed and sealed by a responsible design professional. A responsible design professional is a design professional with a Professional Engineering (PE) license.

7. Spec 042000, para 3.17 requires a water penetration test be performed. Is this test going to be performed by the VA’s testing laboratory, referenced in spec 010000, para 1.2D?

No, this test is to be performed by the contractors testing laboratory and results are to be submitted to the COR.

8. Spec 053100, para 1.4G requires the Contractor to assist the Government in preparation and submittal of roof installation acceptance certification as may be necessary in connection with fire and extended coverage insurance.

· Please clarify as to what the roof installation acceptance certification submittal will entail.

Who will be certifying the roof installation acceptance?

Dave Binkley. As this appears to be a requirement of your insurer, what do they require? A warranty letter will be required for the roof installation and warranty for roof material will be required.

9. Spec 055000, para 1.3 requires product data for a fixed vertical ladder with safety cage, platform, gate, and guard rails. However, para 2.14 states that ladders are not used. Should there be a product description for para 2.14?

Fixed vertical ladder with safety cage, platform, gate, and guard rails

10. Spec 078100, para 3.3A requires the fireproofing to be tested by a COR approved independent testing laboratory, paid for by the Contractor. This contradicts the testing requirements outlined in spec 010000, para 1.2D. Will the contractor be required to pay for this testing?

As stated, the COR is to approve the testing laboratory prior to testing. This means the contractor is to supply the COR with the independent testing laboratory information in which the COR approves or disapproves this testing laboratory to perform the testing. The testing is to be scheduled and paid for by the contractor and the test reports and test results are to be supplied to the COR as stated in section 07 81 00-7 paragraph 3.3 A

11. Spec 084413, para 1.3A.1e states that the contractor is to retain an AAMA accredited commercial testing laboratory to perform the specified tests. Is the contractor responsible for hiring the AAMA accredited commercial testing laboratory?

The contractor is responsible for hiring all testing and submit test results to the COR.

12. Spec 087100, para 1.6D requires the submission of test reports on the door hardware, certified by an independent testing laboratory. Is this independent testing laboratory to be hired by the Contractor?

The contractor is responsible for hiring all testing and submit test results to the COR.

13. Spec 130541, para 1.3A.1 & 2 require a professional structural engineer to sign/seal seismic-force-restraint shop drawings, calculations, and design tables. Will the contractor be required to provide this data?

Yes

14. Spec section 078400 requires the submission of installer qualifications, indicating that the firestopping is to be done by one contractor. However, there are subsequent MEP spec sections that call for the submission of firestopping data. Is the design intent to have one installer for all of the firestopping, or can the MEP subcontractors perform their own firestopping?

The intent is to ensure the installer has the proper qualifications for firestopping. Therefore, the MEP subcontractors may perform their own firestopping as long as they provide the installer qualifications for each installer to the COR for approval prior to installation of firestopping. All firestopping will NOT be required to be performed by one sole contractor, however, all subcontractors installing firestopping will be required to provide their installer qualifications and shall be approved by the COR prior to installation.

15. Spec 220511, para 1.7 calls for the submission of as-built documents in Auto-Cad version 15 format. Will the contractor be required for providing as-builts in Auto-Cad format, or is PDF format acceptable?

The contractor is required to provide as-built drawings in both AutoCAD and PDF format.

16. Spec 230923, para 1.4A.1 states that the controls subcontractor shall be responsible for the complete design, installation, and commissioning of the DDC system. Is the design intent to have the prime contractor subcontract with a DDC contractor, who will be responsible for the design, installation, and commissioning of the DDC system?

· If yes, please provide clarification as to the commissioning requirements.

Yes, the commissioning is described in section 3.2

Also, para 1.1G.1 states that the prime contractor must hire a Control System Integrator under a separate subcontract than that of the DDC subcontractor. Please confirm that this will be required.

The General Contractor does not have to hire a separate Control Systems Integrator if the DDC subcontractor can effectively design and implement that section of HVAC controls. This project does not appear to have the complicity to require a separate integrator.

17. Spec 230923, para 1.4A.3 states that the Controls Contractor shall provide a Project Manager that can provide professional engineering, technical and management service for the work. Does the Project Manager need to be a licensed professional engineer?

The Project Manager will not be required to be a licensed professional engineer.

18. Spec 230923, para 1.7E.3 requires as-built drawings in CAD DWG and/or. DFX format. Will this be required, or are PDF format as-builts acceptable?

As stated previously, as-built drawings are required in AutoCAD and PDF format. They are also required in hard copies as stated in spec 23 09 23-16 E.

19. Spec 271000 references submittal requirements listed in spec 270511, however, there is no spec section 270511 provided with the contract documents. Please provide spec section 270511.

Section 27 05 11 is not required to be a part of the Specifications, therefore all references to Section 27 05 11 should be edited out/Red-lined.

20. Spec 312000, para 3.2A.1 details a Shoring and Sheeting plan, including drawings and calculations that are certified by a registered professional engineer. Will this be required?

Yes

21. Spec 312000, para 3.2A.5 states that the Contractor must hire a Professional Geotechnical Engineer to provide inspection of excavations and soil/groundwater conditions throughout construction. The Geotechnical Engineer will provide written reports to the COR, at least monthly, and be available to meet with the COR at any time throughout the contract duration. Will this be required?

Yes, the VA will need to receive information on compaction testing, etc. during foundation installation

22. Sheet S-001 contains a note titled “Shoring of Existing” which states that the contractor must obtain a licensed professional C.O.R to design and submit shoring plans, calculations, and details of shoring for existing roof members for all rework identified on structural and architectural demolition plans. In this instance, is C.O.R supposed to be engineer?

Replace “COR” with “Engineer”

23. Sheet S-002 contains numerous testing requirements that are to be performed throughout the duration of the project. Is the city/counted certified testing party going to be contracted by the VA, per spec 010000, para 1.2D, or will this be paid for by the contractor?

All testing that is required within the contract is to be scheduled and paid for by the contractor. The testing agency shall meet the requirements within the specifications. The VA reserves the right to hire an independent testing laboratory to verify any testing performed by the contractors independent testing laboratory.

24. Sheet S-101, Foundation Plan Note 7 calls for a 4” concrete slab. Sheet A-301, Detail 2, shows a 6” concrete slab. How thick is the slab on grade?

6” concrete slab.

25. Sheet I-601 shows a CPT-1 Carpet Walk-Off Tile, and a detail for the transition between tile flooring and a walk-off mat. There is no spec section for walk-off mats included in the contract documents. Is the contractor required to provide a walk-off mat in the Vestibule, or carpet tile only?

The VA does not intend to utilize Carpet Walk-Off Tile, contractor to continue adjacent flooring material into areas delineated as Carpet Walk-Off Tile. The VA will utilize our existing rug contract to provide walk off surface coverage.
