About this file

This amendment to solicitation 36C25221Q0436 provides responses to questions from prospective offerors. The Department of Veterans Affairs is seeking inspection, testing, and maintenance services for water-based fire protection systems, commercial cooking fire protection systems, portable fire extinguishing equipment, and fire alarm and detection systems at its Clement J. Zablocki VA Medical Center in Milwaukee, Wisconsin over a five-year period. Services include replacing gauges, performing five-year internal inspections of alarms, dry pipes, preaction/deluge systems and check valves, conducting five-year sprinkler internal inspections, hydrotesting kitchen hood suppression system tanks as needed, and testing fire alarms after hours including elevator recall and kitchen hood systems. Pricing will be evaluated for the full five-year period. Offerors must have an office located within 25 miles of the medical center to minimize emergency response times.

CONTINUATION PAGE

QUESTION: PWS Section 1.4 - Can the requirement for the contractor being located within 25 miles be revised to allow for a contractor to have a strategic teaming partner office being located within 40 miles of the VAMC? It would seem that restricting this procurement to a company located within 25 miles would be close to a sole source or virtually no competition. If the concern is about emergency/routine service response, then just because you have an office in 25 miles would not necessarily mean the available technician is located within 25 miles for response.

RESPONSE: Having an office within 25 miles minimizes the response time and increases the likelihood of having a tech nearby. If you would like to submit a quote with alternative arrangements, we can consider it.

QUESTION: Can you provide a site visit attendee list?

RESPONSE: The site visit attendee list will not be provided.

QUESTION: Can you confirm that personnel performing work on this contract will be issued access badges? Keys?

RESPONSE: Access badges and keys will be provided, as well as government escorts when needed.

QUESTION: PWS Section 5.2 - When are the gauges due for 5-year replacement? How Many gauges?

RESPONSE: Since the contract is for 5 years, all gauges will need to be replaced under the contract. Dates are spread throughout the years.

QUESTION: PWS Section 5.2 - When is the Alarm Valve , Dry Pipe, Preaction/Deluge and Check Valve 5yr internal inspection due? Can you provide a quantity for both?

RESPONSE: Since the contract is for 5 years, all 5-year internals will need to be done. Dates are spread throughout the years.

QUESTION: PWS Section 5.2 - When is the 5yr sprinkler internal inspection due?

RESPONSE: Since the contract is for 5 years, all 5-year internals will need to be done. Dates are spread throughout the years.

QUESTION: PWS Section 5.3 - When are the kitchen hood suppression system tanks due for hydro? Are those to be priced after finding them due for hydro?

RESPONSE: Hood system tank hydro’s are paid outside the contract (by credit card) as needed.

QUESTION: PWS Section 5.5 - What areas require fire alarm testing after hours? Can elevator recall /shunt trip be tested during normal hours? Can audio/visuals be tested during normal hours?

RESPONSE: Elevator testing and kitchen hood system testing are done after hours. A/V testing is done during regular hours.

QUESTION: Is the testing to be performed IAW with the latest NFPA /VHA Standard and Memorandums?

RESPONSE: Yes, testing is done IAW most recent NFPA and VA requirements.
