About this file

This document contains questions and answers regarding a federal solicitation for preventative maintenance of patient lifts at a VA medical center. The solicitation seeks preventative inspection and repair services for Liko overhead lifts on a base year plus four option years. Key clarifications provided in the questions and answers include: inspections will initially be completed by the end of February but may transition to quarterly thereafter; electronic delivery of service reports is acceptable; all lift fixing points must be inspected visually and mechanically; the checklist will note lift functions are operating as intended by the OEM design; and only Liko lifts remain in the scope after a Guldmann lift was removed from service.

SUSAN PASHOLK

CONTRACTING OFFICER

· Per the site visit the Preventative Inspection, is to be completed by the end of February. Is it the intention of the Government to have all the work completed by February and no additional PI’s completed until the next year?

· This is currently the intent.

· Typically, the PI’s would be done in sections throughout the year instead of all at once (i.e. 257 lifts divided by 12 months or 4 months), is this acceptable?

· After the first-year inspection is completed, the Facility may consider quarterly inspections for the remaining duration of the contract however this would require a bi-lateral contract modification.

· Can the requirement for the Field Service Report to be delivered via a flash drive be amended to be delivered electronically instead?

· This is acceptable as long as it is in accordance with the “Contract Deliverables” ,Section 7, Line Item E, (table 2). Delivery of Field Service Report shall be in format mutually agreed upon with VE facility and contractor.

· In reference to the PM Checklist

· Structural section, lines 1, 2 and 3. A visual check by Technicians will not confirm the proper connection, interface or the correct structural system is in place. We rely upon the initial installation certification for this. We will do a visual inspection of the existing equipment. Our direction requires inspecting for corrosion or damage.

· Is this Acceptable?

· Attachment C states, visual inspections, and amount of inspections is not quantified.

· Attachment E, states 20% of fixing points require visual inspection

· The requirement of the Tomah VA Medical Center is 100% of all fixing points be inspected, both visually and physically/mechanically.

· The below items are listed on the checklist, could these be removed to incorporate a statement that the PI will verify the function of the lifts are working in accordance with the OEM intended design. This would capture that all features, buttons, etc. are working as intended.

· a maximum of 2.5 inches per second with zero load.

· a maximum of 1.5 inches per second with maximum load.

· The checklist includes a NOTES: section. This would be the appropriate place to capture this and any relevant information.

· It was discussed at the site visit that the Guldmann Lift was to be removed, can you clarify that this is accurate and only Liko lifts will be included in this contract?

· The Guldman lift was removed from service and turned-in 18 January 2019.

· Currently Tomah VAMC is using only Liko overhead lifts
