The due date for responses to this solictation HAS been extended. Responses are due September 19, 2019 at 5:00 p.m. CST.
See Attachment for questions and answers. End of Amendment.
Who is the current contractor? Is the current contractor a LARGE business or small business or a SDVOSB?
This information can be obtained by submitting a Freedom of Information Act (FOIA) request.
How many containers/consoles are currently on site at the place of performance?
The Price/Cost Schedule is based upon the sites’ current usage and ongoing need.
Is there currently a contract in place or is this a NEW requirement?
This information can be obtained by submitting a Freedom of Information Act (FOIA) request.
If it is not a new requirement; what is the last contract award number and the total amount awarded?
This information can be obtained by submitting a Freedom of Information Act (FOIA) request.
When does the current contract end? day/month/year This information can be obtained by submitting a Freedom of Information Act (FOIA) request.
P6, E.3- asks to provide additional bins then adjust subsequent invoices.
There is no charge for the bins but will be charges for the increased # of bins serviced. Please clarify if there will be a modification done before the increase service is to begin?
The contemplated contract vehicle is an Indefinite Quantity/Indefinite Delivery (IDIQ), with the expectation that the quantities will fluctuate without need for written modification.
P. 4, Background Investigations – the price for these seems unusually high, is $419.00 per individual accurate? Given the short lead time for background checks to be adjudicated, as well as training requirements completed, will the facility escort the contractor personnel during servicing until the security and training processes are complete?
$419 is the correct and current price for NACI background checks, verified on 9/11/2019.
The facility will provide an escort while NACI background checks are pending.
P. 6, E.1., Even should an award be made within several days of bid close, this is a very short time to coordinate with the COR, order and have shipped the required containers, and get them installed for service at a variety of locations. Will there be any flexibility to this scheduled start of service?
Yes, there may flexibility. Contracting Officer, Contracting Officer Representative, and Vendor will work together to allow for commencement of services as quickly as possible.
P. 6, E4. and F. Ordering – understanding that this is an Indefinite Quantity contract, is there a historical pattern of need at the various locations that can be discussed with the COR in the kick-off call in order to determine a parameter of days and quantities expected for service?
The Price/Cost Schedule is based upon the sites’ current usage and ongoing need.
P. 6, H.1. Is the guiding document for the work VA Directive 6371? NIST 800-88 Guidelines for Media Sanitization is mentioned here – media is not mentioned elsewhere in the document, will media other than a very small quantity of CDs/DVDs be present at any location? If so, where does that appear in the Price Schedule since other types of media must be presented separately from paper to be shredded since it can damage machinery and will render the load of paper unrecyclable causing it to go to landfill contrary to VA policy?
This contract only covers paper shredding, no additional or other media.
P. 13, Price Schedule – Are the quantities listed determined by recent historical usage? If not, how old is the data?
The Price/Cost Schedule is based upon the sites’ current usage and ongoing need.
P. 23, C.10 Exactly what equipment is to meet the FIPS? Why is the industry standard of NAID AAA Certification not being required?
Disregard FIPS requirements, as this requirement considers only paper document shredding. Please refer to VA Directive 6371, Destruction of Temporary Paper Records, dated April 8, 2014 for required standards.
P. 46, E.3 How can a firm fixed price contract also be indefinite quantity?
Price for each unit is firm fixed. The quantity of units is indefinite.
P. 47, 2. Past Performance
· How will past performance factor into the Agency’s responsibility determination for the award?
Refer to Solicitation E.7 and FAR 52.212-2 and its addendum.
· Will the Agency consider awarding to a company that is not in the secure document destruction business thereby risking an ostensible subcontractor protest?
Refer to Solicitation E.7 and FAR 52.212-2 and is addendum
Since an SDVOSB entity must adhere to the Limitations on Subcontracting for any contract above $10,000, if the government’s market research included non-SDVOSB entities, and that market research will be the basis for price evaluation, such a process would be akin to comparing apples to oranges as regulations that affect pricing offered by the two groups are not comparable. To employ such a comparison would be patently unfair to offerors. Comparison to a non-SDVOSB incumbent is also patently unfair. When evaluating offers will the agency be mindful that the Limitations on Subcontracting Rule apply to this contract, and therefore offers cannot be comparable to non-SDVOSB entity pricing?
The Great Lakes Acquisition Center will determine award based upon federal and Agency policy and applicable laws.
Across how many buildings will the containers be spread at the Hines VAMC? How far apart are they?
The bins will be located throughout the Hines VA Hospital Campus, as determined by COR and Contractor upon award. A campus map is attached for relative reference.
At the CBOCs, will containers be located in more than one building at any of the sites? If so, how far apart are those buildings?
No, each CBOC listed is a single building.
Is there sufficient parking for our truck at the main campus and each of the CBOC locations for the time it will take to retrieve material and shred the contents?
Yes
Will any bins be located above/below the ground floor at any location? If there will be, are freight elevators available to move the bins to/from ground level?
Kankakee CBOC currently has bins located on the third floor. There are elevators to move the bins to ground floor Is there a current contract for the work being solicited?
This information can be obtained by submitting a Freedom of Information Act (FOIA) request.
If so, please provide that awarded contract number or task order number (NOT the incumbent GSA contractor number).
This information can be obtained by submitting a Freedom of Information Act (FOIA) request.
Please provide the name of the incumbent contractor.
This information can be obtained by submitting a Freedom of Information Act (FOIA) request.
Please provide the annual contract amount.
This information can be obtained by submitting a Freedom of Information Act (FOIA) request.
Is the level of effort being performed under the current contract fundamentally the same as what will be required to fulfill # 36C25220Q0024? If not, what has changed?
The Price/Cost Schedule is based upon the sites’ current usage and ongoing need.
CLARIFICATION: Page 6. E 4 Specific Task/ Deliverables. The last sentence on #4 reads "Contractor shall respond within twenty-four (24) hours to schedule any request for additional shredding.” This “additional shredding” refers to shredding pickup outside of the regularly scheduled pickups. It is not an additional or separate line item. It is contemplated as part of the per bin pricing in the Cost/Price Schedule.
