Project: 537-18-301A Project Title: Legionella Sampling Stations Solicitation: 36C25219R0069
RFI # RFI VA RESPONSE
Are plumbing drawings available for each of the rooms where supplemental disinfection systems will be installed on this project?
The pipes needed for connection of the system is in the same room as the system and described as a narrative in the SOW. No plumbing drawings will be issued.
For the following areas, what are the anticipated peak cold water flow rates (gallons per minute)?
2a Bed Tower (Room 1600) 1293GPM 2b Damen Basement 1005GPM 2c Ogden Basement 1005GPM
Observed water pressures during he walk-through were as high as 110 PSIG. What is the highest water pressure that would be anticipated after any future modifications are made to the booster pump system(s)? 150 psig
Biocide injection line material is specified to be “CU”, copper, under the Scope of Work in Section 1.c. Since copper is not compatible with the desired sodium hypochlorite (biocide), please confirm that high quality plastic tubing (double-walled) is acceptable for the pressurized biocide feed line. This tubing will be certified for use with potable water systems (NSF 61).
Utilize tubing that is certified for use by the system manufacturer
When can the shutdowns happen and how long the shutdown can be? Friday after 8:30PM, 8 hrs. maximum
Is facility engineers responsible for water shutdown, drain down and refill?
Facility engineers will operate the valves and be in attendance while the Contractor drains the system
Instead of ORP, which is not explicitly listed as EPA approved for feed/control of oxidants into potable water, can an EPA Method 334.0 approved method (i.e., amperometric) be used instead? A separate probe would verify/monitor the oxidant level. This would be used on the hot water application.
Equivalent method that complies with all applicable federal, state, and local laws, ordinances, criteria, rules and regulations is acceptable.
For the cold water injection, if applicable, can the installed Ultra Sonic Water Meters viewed during the site walk be utilized to proportionally inject the Oxidant into the cold water injection and an EPA Method 334.0 approved method would be utilized for Amperometric probe for monitoring of oxidant levels? This is a preferred method to increase dosing accuracy to match with fluctuating flow rates hospitals typically experience and will increase the safety of the system.
Equivalent method that complies with all applicable federal, state, and local laws, ordinances, criteria, rules and regulations is acceptable.
Is wireless cellular modem communications allowed in lieu of the Cat 6e if applicable for communications? Provide cable and conduit per the SOW
What material of construction is required for sample lines for each station?
Utilize tubing that is certified for use by the system manufacturer
What material of construction is required for bringing chemistry to the injection point?
Utilize tubing that is certified for use by the system manufacturer
Page 10 of the SOW states: Exclude the following from the base bid: (1.) Biocide: Contractor shall determine the biocide injection chemical and concentration to be provided by VA before startup. (2.) The legionella sampling and biocide injection system monthly services fee for calibration and supply of calibration solution, refreshment of test reagents for the analyzer, equipment components maintenance and repairs, and cellular data connection service. This exclusion is not to be confused with the construction 1-year warranty. Exhibit A states that monthly service and web-based data management service requirements will be contracted directly with the contractor. Do we need to include the price for the web-based data management system in the base bid, or will that also be contracted separately (as was stated for the PWA monthly service)?
Per Exhibit A "VA shall contract directly with the Vendor …."
meaning the company that provides the service, not the Contractor installing it.
