PROJECT 537-15-102 SECURITY CAMERA SYSTEM REPLACEMENT

This amendment is issued to publish the RFIs, RFI Answers, and inclusion of FAR Clauses 52.204-24 & 52.204-25.

Please see the following pages.

All other terms and conditions remain in full force and effect.

1. FAR 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment is hereby incorporated into the solicitation:

52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment.

As prescribed in 4.2105(a), insert the following provision:

REPRESENTATION REGARDING CERTAIN TELECOMMUNICATIONS AND VIDEO SURVEILLANCE SERVICES OR EQUIPMENT (AUG 2019)

(a) Definitions. As used in this provision— “Covered telecommunications equipment or services”, “Critical technology”, and “Substantial or essential component” have the meanings provided in clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Prohibition. Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Contractors are not prohibited from providing—

(1) A service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(2) Telecommunications equipment that cannot route or redirect user data traffic or permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(c) Representation. The Offeror represents that— It □ will, □ will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation.

(d) Disclosures. If the Offeror has responded affirmatively to the representation in paragraph (c) of this provision, the Offeror shall provide the following information as part of the offer

(1) All covered telecommunications equipment and services offered (include brand; model number, such as original equipment manufacturer (OEM) number, manufacturer part number, or wholesaler number; and item description, as applicable);

(2) Explanation of the proposed use of covered telecommunications equipment and services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b) of ths provision;

(3) For services, the entity providing the covered telecommunications services (include entity name, unique entity identifier, and Commercial and Government Entity (CAGE) code, if known); and

(4) For equipment, the entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the OEM or a distributor, if known).

2. FAR 52.204-25 Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment is hereby incorporated into this solicitation. It is incorporated by reference.

537-15-102 Security Camera System Replacement RFIs

1. Can alternate cameras with equivalent or better specifications from Hanwha or Avigilon be used in the bid?

-Refer to attached drawing for updated General Technology Equipment Schedule, Basis of Design cameras, and acceptable alternates.

2. The spec dated 5/29 was provided, however the solicitation states we must follow the specs dated 5/30. Is there a new spec dated 5/30? Please clarify the specification(s) to be followed for this Contract.

The above spec is the one to be used.

3. Drawing T-1-1, Keynote #3. Please clarify the statement about Contractor shall provide drivers for the existing video encoders to be used as part of the completed project. What if drivers don’t exist for obsolete Visiowave encoders because the manufacturer no longer supports them on the new specified VMS software platform? Will the Government be issuing a forthcoming Amendment to address this potential contract conflict?

-If the existing cameras or equipment are not compatible with available devices then replace.

4. We attended the August 27th site visit, however, access to the existing CCTV surveillance encoders and surveillance video recording server areas was not granted in the Security Command Center. In order to provide the Government with a responsible bid, it will be necessary for offerors to view these areas in which existing equipment is to be re-used as well as replaced and to determine the appropriate level of difficulty in the work. Will the Government conduct another site visit where the critical pieces of CCTV surveillance equipment can be viewed for this CCTV surveillance replacement project?

-No

5. Are Federal Acquisition Regulations (FAR) 52.204-24 and 52.204-25 applicable to this project, as it was noted during the walkthrough that perhaps portions of the existing systems which may remain may not be in compliance with these regulations.

-Yes. Any portion of work that is covered in the solicitation and final contract must adhere to the clauses.

6. Do As-Built drawings and conduit runs exist for the existing network IP cameras including a network topology diagram or riser exist? If so, will the Government be furnishing them in a forthcoming amendment to adequately scope the existing system portions to be re-used?

-No

7. Cameras on Drawing T-11-30-1 are illustrated with note #7 calling for them to be replaced. These cameras are not on the camera schedule, please clarify they type of camera required or provide and updated schedule and/or specification section reference paragraph.

-1-11-R-X series of cameras associated with Keynote #7 shall be Camera Type 1(CAM 1)

8. Cameras on Drawing T-11-30-2 are illustrated with note #1 calling for them to be replaced. These cameras are not on the camera schedule, please clarify they type of camera required or provide and updated schedule and/or specification section reference paragraph.

-Keynote #1 states do not replace with new

9. Camera 7-11A-1 on Drawing T-11-30-7 is clearly an exterior camera and this conflicts with what is provided on the camera schedule. Please clarify the type of camera to be used here.

-Refer to Camera (CCTV) Type Schedule and associated note #2 on T-600

10. Cameras on Drawing T-40-1 are illustrated with note #1, which is not on the schedule. Please clarify they type of camera required or provide and updated schedule and/or specification section reference paragraph.

-Camera 1-40-R-1 shall be Camera Type 1 (CAM 1)

11. Will the Government consider utilizing an Axis P3717-PVE multi-imager camera as an acceptable equal to the specified Arecont AV12276DN? The benefit to the Government is the same field of view and image quality capability along with having a more uniform (all Axis Communications, Inc.) camera platform for firmware updates on new cameras.

-Yes. Refer to attached drawing for updated General Technology Equipment Schedule, Basis of Design cameras, and acceptable alternates.

12. Will the latest revision of the FAR, the written specifications, take precedence over the drawings?

-Yes

13. If there is a conflict between scope, specifications, prints, print notes or the Bid Specification Document, which takes precedence?

-Scope

14. Has there been an inspection by the VA identifying areas where there is asbestos? If so, will you share this info with us before the submission of our bid on Sept 16?

-Yes, there is an inspection that was just completed 06SEPT2019. The reports and results will not be ready before the bid opening. However, a report from July 2016 is included to provide an approximation of what to expect.

15. What access control and video systems are currently in place?

-Proximity card door lock release entry system: components, programming and start up: eNorman Security

16. Is there are any plan to integrate access control and video in the future?

-Not at this time

17. Who is currently contracted to support video surveillance and access control?

Biomed has a contract with Tech-Electronics for maintenance and support of the facility commander/PIV Card readers.

18. Are Genetec, exacq and Milestone the only acceptable VMS solutions?

-Yes

19. The specs call for PTZ cameras, yet they do not reference any models with PTZ functionality. The Basis for Design identifies an Arecont 360-degree fixed cameras. Do you want cameras that physically pan, tilt and zoom? If so, where do you want the PTZ cameras and where do you want the 360-degree cameras? Also, what size zoom lens do you want on these cameras?

-No; 360-degree cameras where specified on the drawings.

20. Is it acceptable to have cameras down during the installation of new cameras and during the transition to the new system?

-No

21. Do we need to leave the existing video system up and running while we install the new and replacement cameras?

-Yes

22. Please confirm that answers to questions will be entered as specifications.

- This question is unclear.

23. Please confirm that 2017 specifications carry over and reside in the current specification folder.

There are currently no updates to the specifications. Refer to answers and revisions on sheet T-600.

24. To leverage existing infrastructure, can individual cameras locations be incrementally moved from the current system to the new system?

-No

25. Does new system need to be 100% installed, tested and certified before current system is decommissioned?

-Yes

26. Can the new system be progressively certified where the new and old system temporarily operator concurrently?

-Yes

27. Are we responsible to remove any camera locations that are currently analog and using coax and 2 conductor power cable? Does this include all cable?

-Yes

28. Please verify that ALL work must be done between the hours of 6pm-6am. Does this include the head end and SOC?

a. Normal work hours can be modified only by written approval of the COR.

b. No work by the Contractor on Federal Holidays and no work on the weekend when the Federal Holiday is on the respective Monday or Friday.

c. Work in stairs, interior / exterior public areas shall be between 6:00 pm through midnight concluding by 6:00 am on the following day.

d. Any work including and not limited to: noise, vibration, dust, odors, core drilling, hammer drilling, saw cutting, equipment moving in public corridors, soil compaction shall be performed between 6:00 pm through midnight concluding by 6 am on the following day.

29. Please confirm the total camera count as 301. Of these 301 cameras, what is the split between new locations and existing locations?

-Refer to the drawings

30. Please confirm that there are NO cameras on Parking Garage. Only one level of the Parking Garage is available. Are there more Parking Garage levels to be considered? If so, can you provide Camera and Equipment closet location in the garage? Is there fiber in place from the garage to the Hospital that can be used to send the video signals to the head end located on the 7th floor?

-No; refer to sheet T-P-1 for fiber requirements.

31. Does access to the VA Engineering Document Management Service Software require the contractor to purchase specific software or a license?

No

32. What criteria is used to determine if abandoned service lines are required to be removed?

-Refer to demolition and installation notes on T-000

33. Are there up to date “As Built” drawings available for the current system?

Yes

34. Will you accept equivalents to the “Basis of Design” listed components?

-Yes, if contractor can demonstrate a pre-approved equal prior to bid.

35. Will you be abiding by the Federal government’s ban on Chinese manufactured cameras? FAR Clauses 52.204-24 & 52.204-25 have been included and must be adhered to.

-Yes

36. Is it a requirement that we employ a consultant? If so, what are the approval criteria to which the Contractor’s consultant will be judged? What role do you want a Consultant to Play? Can you provide specific areas of concern?

-No

37. Is Microsoft Project an acceptable project management/scheduling software tool?

-Yes

38. Note 2 located on T-300, Sheet 35 of 41, Detail 1 indicates that cable trays and/or J-Hook reside above the recessed ceiling. Are existing cable trays and J-Hook available for replacement cameras?

-All existing cabling is in existing conduit, and all new cabling shall be in new conduit. Omit cable tray and J-hook references in Note #2 on 1/T300 and Note #2 on 3/T300.

39. Can cable trays or J-Hook be added above the recessed ceiling for new cameras?

-All cabling in conduit, Refer to 280513-2.1-A.

40. Can new Cat6 cable reside in the same cable tray as existing camera cable?

-All cabling is in conduit, Refer to 280513-2.1-A.

41. Do replacement cameras need to be mounted in the exact location as existing cameras?

- Refer to drawings and specifications.

-Yes

42. When an existing camera is removed and a replacement ceiling tile is required, who is responsible for purchasing and replacing the tile?

-If damage is caused by the contractor, the contractor shall replace ceiling tiles with identical material. Refer to Technology Installation Notes on T-000.

43. When working above the recessed ceiling line, are HEPA containment tent tents or other dust containment measures always required?

-Yes, always:

a. When working above the ceiling, provide dust containment tent or portable containment cube, with HEPA filter negative air system.

44. Is there a unique or minimum filtration specification that needs to be met?

a. Provide a High-Efficiency Particulate Arresting / High-Efficiency Particulate Air Filtration (HEPA) recirculating air equipment inside the construction workspace. Include fire seal the existing openings in area of work needed to allow the HEPA exhaust equipment to make the area of work negative air pressure with respect to the surrounding area.

45. Is it required to certify cables to ANSI/EIA/TIA standards?

-Yes

46. Is there a VA General Contractor overseeing the project?

-There is a Contracting Officer and a COR / Project Manager

47. Under what conditions is uniform heat detection required and connected to the existing supervised building master fire alarm system?

-Please provide additional details. Question is not related to project scope.

48. What is the Physical Access Control System (PACS) that the security contractor must supply a dry contact to interface with the UPS?

-No integration with UPS and Surveillance system is planned at this time

49. Specifications reference obsolete technology such as PDA server. Will current specifications be provided, or are we required to meet specifications as written?

-Specifications were updated in the 5/29 solicitation

50. Please confirm that all existing analog and IP video cameras, existing video recorders and existing servers are being replaced as part of this project.

-Refer to the construction drawings for existing camera locations to be replaced, and existing cameras to be removed and not replaced.
