676-19-101 (C) Repair Asphalt Surfaces Tomah VA Medical Center
I. GENERAL:
This project will address distressed pavement across the Tomah Medical Center Campus. Basically, all areas of asphalt repair will either be milling and replacing the existing pavement, or sealing cracks and sealing the pavement with seal coat or slurry seal. There will be a few areas of new pavement. In all cases, attention to slope to provide proper drainage is a high priority.
The campus pavement sections are divided up into segments generally from corner to corner or other convenient structure. A campus map and table are provided for reference in Appendix A of this document. Appendix B provides an individual sheet for each road segment or parking lot that will have a repair. The sheet will describe the work to be completed in that section.
II. SCOPE OF WORK:
The scope of work is described in detail in Appendix C. A sketch of the road or parking lot to be repaired is shown with a list of tasks to be completed for that section. Please refer to Appendix C for all detailed work to be completed.
In all road and parking lot repairs, the contractor shall provide proper drainage to storm drains or adjacent green space drainage swales. Pavement next to buildings shall be built up if needed so that rain drains away from the building or structure.
The expectations for work include:
1. Pavement Milling: Remove existing pavement down to the specified depth; clean the remaining surface; place the tack coat; provide new asphalt in the same thickness as removed in the milled surface; provide elevations that promote drainage to existing storm drains or curb inlets and match curb aprons where present.
2. Crack Sealing: Rout out cracks to a ¾ x ¾ ratio width versus depth. Blow out and clean cracks with compressed air and heat lance. Seal cracks with a polymerized asphalt crack sealant. Cover newly placed crack sealant to prevent pedestrian or vehicle traffic from spreading or damaging the work. See the specifications for sealant requirements.
3. Sealcoat: Clean asphalt with vacuum sweeper and/or air blowers. Apply 2 coats of emulsion sealcoat. Sealer will be blended with fractured sand and polymerized modifier. See the specifications for sealant requirements.
4. Slurry Seal: Clean asphalt surface using a power sweeper to remove all loose dirt and particles, and vegetation; prepare the surface to accept the slurry seal; block off area until area is cured.
See the specifications for sealant requirements.
5. Painting: Re-stripe asphalt in parking lots as shown in the sketches with white paint. Parking stalls are to be 8’6” wide and 18’ long unless otherwise noted. The width of the stripe shall be 4”.
Handicapped stalls shall bear the universal symbol of accessibility in white paint with a blue background. “No parking” areas shall be striped as shown in the sketches in white paint.
Replace any damaged sign and post indicating an accessible spot. Assume 3.
6. New Asphalt: The area is to be excavated to a depth of 12-inches, the subgrade is to be compacted to 95% max density within 2% optimal moisture content. Gravel is to be placed and compacted in 6-inch lifts to provide full 12-inch depth. The base layer of asphalt shall be 2.0-inches and the wearing layer of asphalt shall be a minimum of 1.5-inch thick. Provide contours to promote drainage to catch basins, curb inlets or drainage swales. The new asphalt shall be painted as shown in the sketch. See the typical pavement section for additional details.
7. New Gravel Pad: The area is to be excavated to a depth of 12-inches; the excavated area is to be compacted to 95% max density. Gravel is to be placed in 6-inch compacted lifts. The first lift shall be angular breaker material size between 3” and 1 1/2”. The second lift will be salvaged material from milling work completed in other work tasks in this project, such as Parking Lot 16 and Parking Lot 10. If trees are encountered, do not excavate into the drip line of the tree. Leave a minimum of a 4-foot buffer around the tree when placing gravel. See the COR for which trees may be removed.
8. Tack Coat: Apply in an even, thin coat at a rate of 0.05 gallons per square yard. See the specifications for tack coat requirements.
9. Concrete Dumpster Pad: remove existing asphalt pad, compact subgrade, construct 6” thick pad having dimensions of approximately 27’ by 19’. Use wire mesh in lower third of pad for reinforcement. Wire mesh shall be ¼” welded wire for the full dimension leaving a two inch cover in all dimensions.
III. ADDITIONAL REQUIREMENTS:
1. The contractor shall provide all material, supplies, equipment and labor to perform the Scope Of Work in accordance with Department of Veterans Affairs’ codes and specifications.
2. Provide a schedule for work to be completed. Provide a schedule of values.
3. Plan to work on weekends and Federal Holidays and after hours to complete this work.
4. Work with the COR to close traffic lanes, parking lots, and reroute traffic.
5. Parking areas that are closed shall be blocked off using cones and road barriers. Access to building entrances and open parking areas must be maintained.
6. Provide the COR with a two-week notice prior to working in the various areas. The COR will need to advise employees of restricted areas.
7. Repair adjacent areas damaged during work, especially lawns and landscaped areas. Finish area with soil backfill, seed, and mulch to provide a smooth transition to adjacent surfaces.
IV. TIME LINE:
This work will require a great deal of scheduling to provide alternate traffic patterns and parking accommodations. It is critical to maintain a schedule that provides enough time to complete work and reduce disruption to Medical Center operations. Be aware that some arrangements may take up to two weeks.
This work shall begin after soil conditions are dry and conducive to receiving new pavement and heavy vehicle traffic without damaging adjacent lawn and landscaped areas.
The schedule for this work is not to exceed 120 calendar days.
Schedule:
NTP = Notice to Proceed NTP+ 30 days = Complete approximately 30% of the work NTP + 70 days = Complete approximately 60 % of the work NTP +100 days = Complete approximately 90% of the work NTP + 120 days = All work completed
