550-14-102B Upgrade, Correct Electrical Deficiencies Building #98 Government Responses to Contractor Inquiries/RFI Questions
| 1Q | Can you provide or reference any special requirements relative to infection control required by the contractor in the performance of the work? |
| 1A | Specifications section 01 35 26 (Safety Requirements) has been updated and the following specification sections have been added to the revised project manual dated December 11, 2018, included as part of this amendment to better address VAIHCS infection control requirements: 01 01 10 IC (Infection Control); 01 01 10 FSS (Fire and Safety Control); and 01 01 10 1-HR (1 Hour Construction Smoke Barriers). Referencing specification section 01 01 10 IC (Infection Control), it is anticipated most of the work in Building 98 non-patient care areas need to comply with Type C, Group 1 (Low Risk), Class II infection control requirements; work in Building 98 patient care areas need to comply with Type C, Group 2 (Medium Risk), Class III infection control requirements. See revised ED161C included with this amendment. |
| 2Q | On Sheet ED161C, the load leaving ATS #3 Note 4 indicates to remove the feed going to EMCC-1. On Sheet ED161E Note 5 indicates the same feeder to remain. Please clarify. |
| 2A | Note 5, feeder to remain, is the correct note. The note of Sheet ED161C has been corrected. See revised ED161C included with this amendment. |
| 3Q | The specs call for set screw EMT fittings. Please confirm. There is also no mention of insulated throats on the fittings. |
| 3A | Specification section 26 05 33 paragraph 2.1.C.2.c. has been changed to address this question. The paragraph now reads “Compression Couplings and Connectors: Concrete-tight and rain-tight, with connectors having insulated throats.”. The following was deleted: “Setscrew Couplings and Connectors: Use setscrews of case-hardened steel with hex head and cup point, to firmly seat in wall of conduit for positive grounding.”. See Specification section 26 05 33 in the revised project manual dated December 11, 2018, included as part of this amendment. |
| 4Q | Can the Site Supt. be the SSHO? |
| 4A | Yes. |
| 5Q | The notes on the panel schedules dictate which circuits in the existing panel extend to which new panel however the breaker sizes are not given on many of the branch circuits indicated on the panel schedule. Are we to assume most of these circuits will be 20Amps? For example existing panel EM-1A, EDP-2A, CB-1, AG-1A, etc show no breaker sizes. |
| 5A | This information isn’t necessary on the existing electrical panel drawing sheets. Drawing sheets ES171 thru ES175 contain the existing electrical panel schedules. Beneath each panel are notes indicating the disposition of the panel. Drawing sheets ES181 thru ES-185 contain the revised electrical panel schedules all of which indicate the breaker sizes. For example, while the electrical panel schedule for EM-1A on sheet ES171 doesn’t show the existing breaker sizes, the notes for the panel state to extend the existing circuits to new panels SLBB1 and ELBB1. Drawing sheet ES181contains the panel schedules with breaker sizes for new panels SLBB1 and ELBB1.. |
| 6Q | Per the specifications we are responsible for lead based paint removal and disposal. Is there a Lead-Based paint inspection and Risk Assessment Report available for the facility? |
| 6A | No, there is not a Lead-Based paint inspection and Risk Assessment Report available for this facility. |
| 7 Q | Per the specifications, the following Signage work is required for this project: |
| "A. This section specifies the removal and replacement of interior signage with existing or new signage in areas of work and temporary interior signs as required for temporary conditions during construction. | |
| 1. Replace existing room identification signage with new if room function has changed as well as directional signage in the area that shall refer to the original function." | |
| The room function has not been changed, so there should be no new signage needed for this project. However, contractor and the signage contractor would like to have some clarifications on the "temporary interior sign": We would need to know what groups would be moving to what locations, what those location layouts are so we could determine how many signs might be needed. | |
| 7A | There are no group moves anticipated as part of this project, so no temporary interior signs are needed. |
| 8Q | Will premium time be required for cut overs from one panel to another or for panels being replaced? |
| 8A | Power outages affecting patient care areas for cut overs from one panel to another will need to be done during off hours. |
| 9Q | SPEC 26 | DWG/SECT. ED161 | KEY NOTE 7 - "EQUIPMENT TO REMAIN. FEEDER SHALL BE REVISED. ARRANGE FEEDERS INTO PANEL EDHBB1." HOW DOES THIS NOTE APPLY TO ED161B AT PANEL 98/EDP-2? |
| 9A | What this note means is the equipment (load) these feeders are connected to will remain. The feeders for these equipment items need to be moved to panel EDHBB1. As indicated on drawing sheet ED161B, panel 98/EDP-2 will be replaced by EDHBB1. |
| 10Q | SPEC 26 | DWG/SECT. ED161 | KEY NOTE 30 CALLS FOR THE USE OF AN EXTERNAL GENERATOR DURING OUTAGES NOT TO EXCEED 90 MINUTES. PLEASE ADVISE IF THE CONTRACTOR RESPONSIBLE FOR PROVIDING A GENERATOR? PLEASE ADVISE IF THE FACILITY IS PROVIDING GENERATOR USE. IF YES, IS THE CONTRACTOR RESPONSIBLE FOR FUEL COSTS INCURRED DURING OUTAGES? |
| 10A | See drawing sheet ED161F panel 98/P-P for where Note 30 applies. Currently this panel is on the Building 98 essential emergency power system which is backed-up by the Building 98 generator. At any time when facility normal and facility back-up generator power are not available to this panel more than 90 minutes, the contractor is responsible for providing a generator to power this panel. The contractor is responsible for fueling the contractor provided generator. The contractor is not responsible for fueling the VA Building 98 generator. |
| 11Q | SPEC 26 | DWG/SECT. ES001 | KEY NOT 6 STATES THAT ALL WORK SHALL COMPLY WITH THE LATEST ADOPTED EDITION OF THE NATIONAL ELECTRICAL CODE, AND OTHER CODES IN FORCE. PLEASE ADVISE WHAT YEAR OF CODE IS APPLICABLE TO THIS PROJECT. |
| 11A | 2017 |
| 12Q | SPEC 26 | DWG/SECT. ED161 | PLEASE INDICATE WHERE ESWB-1 IS LOCATED. THERE ARE REFERENCES THAT THIS IS TO BE IN ED161. |
| 12A | Drawing sheet ED161 contains the overall removal electrical riser diagram. There is no panel ESWB-1 on this drawing. |
| 13Q | SPEC 26 | DWG/SECT. ES141 | PLEASE ADVISE IF THERE IS AN EXISTING GROUND FIELD TO BE REMOVED. ADDITIONALY, PLEASE ADVISE WHERE THE NEW GROUND FIELD IS TO BE LOCATED. |

| 15Q | SPEC 1 | DWG/SECT. N/A | PLEASE PROVIDE DRAWINGS INDICATING RATED PARTITIONS AND BARRIERS THAT WILL REQUIRE FIRESTOPPING. |
| 15A | See Building 98 Life Safety Drawings provided with this amendment. |
| 16Q | SPEC 1 | DWG/SECT. N/A | PLEASE ADVISE ON THE DURATION BETWEEN OUTAGES TO SCHEDULE MULTIPLE SHUTDOWNS IN THE SAME AREA. |
| 16A | Outages affecting patient care areas may be done Monday thru Friday between the hours of 6:00pm to 6:00am and weekends. |
| 17Q | SPEC 1 | DWG/SECT. N/A | PLEASE ADVISE ON THE CONTRACT WORKING HOURS FOR THIS PROJECT. |

| 18Q | SPEC 1 | DWG/SECT. N/A | SPECIFICATIONS STATE CONTRACTOR SHALL PROVIDE ACCESS THROUGH OTHER CONSTRUCTION AREAS TO SERVE AS ROUTES OF ACCESS. PLEASE ADVISE WHY THIS IS NEEDED. PLEASE ADVISE IF THE FACILITY WILL PROVIDE ALTERNATE WAY FINDING SIGNAGE TO REDIRECT PATIENTS AND STAFF |
| 18A | When working in the various electrical closets, the contractor needs to ensure the construction barriers don’t block corridor through access and access to rooms/doors adjacent to the construction area. For example, Electrical Closet 1063 is near the doors for Corridor C1-15. Through access to this area can’t be blocked. It is not anticipated that alternate way finding signage will be needed as part of this project. |
| 19Q | SPEC 1 | DWG/SECT. N/A | PLEASE INDICATE AREAS THAT WILL REQUIRE UNINTERRUPTED OPERATIONS DURING THE CONSTRUCTION PERIOD. IS THE CONTRACTOR RESPONSIBLE FOR PROVIDING A GENERATOR TO SUPPORT OUTAGES. |
| 19A | See project manual Exhibit “A” Attachment to Section 01 32 16.15 Building B98 Design Phasing Plan and Drawing Sheet ED161 Note 30. |
| 20Q | SPEC 1 | DWG/SECT. N/A | SPECIFICATIONS STATE: "WHEN A BUILDING OR CONSTRUCTION SITE IS TURNED OVER TO CONTRACTOR, CONTRACTOR SHALL ACCEPT ENTIRE RESPONSIBILITY.
