Will the One-line diagram be issued as an amendment?

Can the VA provide one-line diagrams for the systems to be maintained?

Would the VA consider waiving the requirement to be a NETA-certified company? Please clarify which “equivalent organizations” would be acceptable
The requirement to be certified by the International Electrical Testing Association or equivalent is not a local policy, but rather dictated by guidance from and included in the triennial electrical distribution maintenance contract template contract written and provided by VHA Healthcare Environment and Facilities Program. We do not have the latitude to waive that requirement.
I have a follow up request from the site visit at the Chillicothe VA. The gentlemen who did the walkthrough said that the previous Tri-Annual inspection report is available and we would like a copy of this report to get a list us equipment that requires testing and inspections. Can you provide a copy of this report? The contract # for the 2022 Triannual inspection is 36C25022P1204 (Are we allowed to provide this to the public?)
We do have the reports from the previous contract, but I have been cautioned against and am hesitant to provide those to potential quoters for reasons of maintaining testing integrity of this current contract. I did indicate during the site visit that any results from testing in this contract that seemed abnormal could potentially be compared to previous results by the successful vendor to assist with final validation.
Q1- "Appendix J" and "Appendix K" contradict each other. Can we test all Low Voltage Circuit Breakers with only secondary injection?
I believe the question is referencing Appendices J and L rather than K . Appendix J is labeled “circuit breakers (low voltage)” which is a typo. Appendix J should be labeled “circuit breakers (high voltage)”. All low voltage circuit breakers can be tested with only secondary injection per the language in the appendix.
Q2- Will Primary injection be required for any circuit breaker testing? If so, which ones?
Primary injection will be required for high-voltage circuit breakers (Appendix J) (typo, should read “high voltage”)

Could you please confirm whether the Chillicothe VA Medical Center consists of a single building or multiple buildings?
The Chillicothe VAMC is a campus-style facility consisting of 50+ individual buildings spread out over 300+ acres. Only patient care buildings and buildings with critical electrical infrastructure are included in this scope of work.
