Acquisition Plan Action ID: 36C250-25-AP-1335

1. Contracting Activity: Department of Veterans Affairs, VISN 10, Network Contracting Office (NCO) 10, located at 3140 Governor’s Place Blvd., Suite 210, Kettering, Ohio, 45409, has been requested by the John D. Dingell VA Medical Center, 4646 John R, Detroit, Michigan, 48201, to procure the Neutralization Station for the Patient Care Service.

2237# 553-25-1-215-0002

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The sterile prossing department is requesting the procurement of (2) TEECLEAN Probe Cleaners with accessories.

Estimated Cost: $77,763.78

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The sterile prossing department is requesting the procurement of (2) TEECLEAN Probe Cleaners. TEE Clean automated TEE Probe Cleaner Disinfector is an FDA approved high level disinfector for use on Transesophageal Echocardiagram Probes. The current process in SPS is manual which is inefficient and requires manual temperature taking of the Cidex solution. The TEE CLean will automate the proces to include maintaining temperatures of all liquids. CS Medical, is the sole manufacturer and distributor of the TD 100 automated disinfector for TEE probes. They are the only company that does the field repairs, provide the filters and components.

4. Description of market research conducted and results or statement why it was not conducted:

VetCert was searched using NAICS Code 339112, which found 669 potential vendors. DSBS was also searched using the same NAICS Code and key word “Neutralization”, which provided no vendors. In addition to these searches, Google, GSA Advantage, eCMS, SCMC, FPDS, Contract Opportunities and e-mail were all used in searching this requested equipment. The manufacturer was emailed when search engines provided no information on the requested equipment. CS Medical, the SB OEM confirmed that the Neutralization Station can only be purchased through CS Medical. This is equipment proprietary to CS Medical, with no additional authorized distributors for their capital equipment. Therefore, the SBA/VA Rules of Two cannot be met with this procurement.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
