About this file

This document is a single source justification for a sole source contract award. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 seeks a comprehensive maintenance and repair plan for the GE Healthcare MUSE application at the Richard L. Roudebush VA Medical Center from GE Healthcare. The services required include regular support and emergency repairs to ensure adequate uptime of the proprietary system for clinical use. A market research was conducted including searches of VetCert, SBA DSBS, AbilityOne, GSA, and pre-existing contracts but no other sources were found that can provide service for the GE proprietary software and hardware without impacting the system's functionality to original equipment manufacturer standards. The contracting officer certified the single source purchase in accordance with the Federal Acquisition Regulation.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity:

Department of Veterans Affairs, VISN 10, Station 583, Roudebush VA Medical Center submitted to Network Contracting Office (NCO) 10 located at 24 Frank Lloyd Wright Drive, Lobby M, Suite 2200, Ann Arbor, MI 48105, a procurement request for GE Healthcare AssurePoint Service contract.

The funding request for this requirement is through PR-IFCAP 583-24-1-169-0006 in the amount of $53,858.37.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The services required to meet the Agency’s needs are a comprehensive maintenance and repair plan for the GE Healthcare MUSE application at the Richard L. Roudebush VAMC. This service plan shall include regular support services for preventative maintenance and emergency repairs during normal working hours in order to ensure adequate uptime of the system for clinical use downtime.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The GE Muse application must be serviced by the OEM due to proprietary operating software and service keys required to access the administrative functions of the application. Service could not be provided by a source other than GE Healthcare to ensure the system is functioning to OEM standards.

This update will require proprietary technology.

4. Description of market research conducted and results or statement why it was not conducted:

• A VetCert search was completed using NAICS 811210, yielding 83 results. The ability to examine or analyze them further is restricted by its single search parameter within a limited menu of options.

• An SBA DSBS Search was completed using NAICS 811210 and the search term ‘AssurePoint’. No results were returned.

• AbilityOne Services List was reviewed. None of the services listed are compatible with the services needed.

• A GSA search utilizing the search term ‘AssurePoint’ was completed. No results were returned from this search.

5. Contracting Officer's Certification:

The purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
