About this file
This document contains a single source justification for a federal contract award. The Department of Veterans Affairs Network Contracting Office awarded a contract to Lumivero LLC for $17,419 to renew an annual NVivo site license agreement for the Ann Arbor VA Medical Center's research service. The justification cited that changing data analysis platforms would require reformatting existing data sets and reconstructing efforts, potentially delaying current research projects. Market research found no alternative vendors for the NVivo software through various databases.

Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C250-24-AP-1906
1. Contracting Activity:
Department of Veterans Affairs, NCO 10 2780 Airport Dr., Suite 240 Columbus, OH 43219
Ann Arbor VAMC 2215 Fuller Rd Ann Arbor, MI 48105
IPR: F363151-24-0000910
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Renewal of annual NVIVO site license agreement, CNR 484
$17,419.00
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
NVivo is used by the AA research service to perform Qualitative data analysis. Data sets are already formatted and running on current NVivo platform. NVivo has been the current data mining software employed by research service since 2013. Changing platforms would require research service to reformat data and reconstruct their data mining efforts. This will also cause significant delays on current research projects if a different alternative is used since a new platform will be unfamiliar to the end users, requiring a significant amount of time to grow accustom the new platform.
4. Description of market research conducted and results or statement why it was not conducted:
Searched VetCert with NAICS 541519 and there were 4,236 vendors listed.
Searched GSA using keyword “NVivo” and there were 0 vendors listed. Searched DSBS (Quick Market Research) and no vendors were found. OEM advised there are no distributors for this product. Neither the VA Rule of Two, nor the SBA Rule of Two can be met for this procurement.
5. Contracting Officer's Certification:
