A.1 ANSWERS TO QUESTIONS

Question 1: Who is doing the service and what is the old contract number?

Answer: Current contract is VA250-17-C-0245. Information can be found at www.fpd.gov.

Questions 2: In order to provide you the best accurate pricing for this project, we need to know the quantities or an estimate of quantities per month. On the historical data, it only totals the main facility, so does that mean we don't consider the other locations? Would you be able to provide us with that information?

Answer: Please take note on the Attachment A Historical Data does, the various locations are listed. The location name is under the “Location” header. You will see locations of Toledo, Jackson, Flint, and more. Each location has a date and amount of Bio waste picked up by weight. The clinics do not have chemo waste and will not be listed under chemo. Only the Ann Arbor VA Medical Center has chemo waste.

Question 3: It appears that Incineration is the only acceptable disposal method related to this bid. Is the Government willing to allow alternate acceptable disposal methods such as Autoclaving for all regulated medical waste other than Trace Chemo waste, Pathological Waste and Cytotoxic waste which must all be incinerated? Please advise as autoclaving is certainly allowed and not all waste requires incineration not to mention that Incineration is a much more expensive disposal method.

Answer 3: The Ann Arbor VAMC only allows for incineration.

Question 4: Are copies of waste facility permits/licenses required to be provided with the bid submission or can they be provided after contract award?

Answer 4: The copies of waste facility permits/licenses are required to be provided with the bid submission.

Question 5: Is the 40 Foot storage container/trailer required to be at dock height such as a trailer on wheels or is it acceptable to provide a storage container which is at ground level?

Answer 5: This trailer is on wheels and must be at dock height. This trailer is backed up to a dock.

Question 6: Please confirm that the VA staff members will be responsible for bagging the medical waste and bring to the Central Receiving Area (or the storage container/trailer)?

Answer 6: For the Ann Arbor VA Medical Center, staff do collect the medical waste and take it to the Central Receiving Area and load the containers into the trailer. For the clinics, bins will be collected from the storage room for infectious waste in each clinic.

Question 7: Why are there are dramatic spikes in Incineration Waste (Chemo waste) in certain weeks as identified on the Historical Data sheet attached? These dramatic spikes are not consistent and seem to be random depending upon the week which are making the volume of incinerate waste unusually high as compared to most other VA facilities?

Answer 7: The spikes are due to an increase in patients receiving chemo treatments at a given time.

A.2 PERFORMANCE WORK STATEMENT UPDATE

Paragraph 6.1 is now updated to the following:

6.1 One Wheeled Storage trailer, approximately 40 foot long in size, must be provided to the VA at the LTC Charles S. Kettles VA Medical Center. Storage container must be delivered weekly with new packaging supplies and must be backed up to dock.

This amendment to the solicitation is being issued to address questions from prospective offerors and provide an updated paragraph within the Performance Work Statement.
