Begin Q&A:
Do we have to use the Mobile Containment Cart on every damper where a ceiling tile or panel is removed? The scope of work says, "where the facility deems necessary". Although a containment cart is safe they significantly increase the time it takes to complete damper inspections
– Only in patient care areas. The majority of the dampers are located within mech. spaces. A very small percentage are located within patient care areas.
Is the following statement in the contract accurate? "The contractor shall plan to provide all work after hours (i.e., after 5:30 p.m. during the week) and on weekends."
– Yes. All work will need to be accomplished after hours. There will be times when an AHU will need to be shut down in order to test certain dampers, especially the smoke dampers. The smoke dampers make up a much smaller percentage of the dampers to be tested overall.
Please Confirm Fusibile Link Replacement on every damper?
– Yes. The fusible link on a fire damper will need to be replaced if it has been heated or damaged during testing.
Please confirm vacuuming and lubricating every damper?
– No. This is a testing service project only. Damper maintenance is not a requirement.
Will all the dampers need to be tested in base year instead of Option Year 1 & 2?
– We would like for the Year 1 dampers (284) to be tested first and the date that they are all tested documented.
The remaining dampers can be tested any time after that within the required period of performance.
Can you please confirm the Period of Performance for the fire dampers?
– Complete all required work within 365 cal. days. The SOW states “180 cal. days for Year 1 dampers, another
180 cal. days for Year 2 dampers, and another 180 cal. days for Year 3 dampers, but that’s because the work was originally going to be accomplished on a year-to-year basis. The Year 1 dampers must be addressed first within the first 180 cal. days to meet compliance with NFPA 101 requirements.
Can you confirm if a pre-survey of the fire dampers will be required? If so, what would a pre-survey include?
Normally the survey and inspection of a damper is done at the same time?
– Yes, it is required by the SOW. It is highly recommended that a survey to locate and identify all dampers be conducted prior to testing each group of dampers because the workers could show up to work an 8-hour shift and not be able to find the dampers that they were scheduled to test. Thus, wasting their time.
Can you confirm that the fire/smoke dampers will need to be updated on As-Built Drawings provided by the VA?
Do the current drawings show the location and damper ID number?
– Yes, as-built drawings are required to document all of the dampers that are required to be tested. The current drawings that have been provided show the unique ID and location of each damper, which is probably 99% accurate. The contractor will need to update (red line) the drawings if any changes are required.
