1. RFI #1

Question: The referenced spec section (01 45 00, 3.4.B) states, in part:

"The CQC system Manager is required to be a graduate engineer, graduate architect, or a graduate of construction management, with a minimum of 10 years construction experience on construction similar to the scope of this Contract."

Answer: The suggested recommendation proposed has been approved. The

Quality Control specification 01 45 00 has been revised to state the following:

The CQC System Manager is required to be a graduate engineer, graduate architect, or a graduate of construction management, with a minimum of 5 years of construction experience on construction similar to the scope of this Contract or 10 years of construction experience on construction similar to the scope of this Contract.

Question: RM B010A: Is this a VAV?

Answer: This box represents an air terminal unit. The exact type of equipment is unknown and will require additional investigation. Whether the air terminal unit is either a VAV box or air valve, the scope of work will be the same.

Question: RM B017A: This room shows grilles, what are the rest of the terminations please?

Answer: Engineer was unable to access this room during design. Exact terminations are unknown, assume connection to fan coil unit, air device, or rise to serve terminal equipment on floor above.

Question: RM A004: This room shows 1 grille on entire line, is there any branches that need to be blocked off?

Answer: Engineer was unable to access above ceiling space in room A004A, assume there is one duct termination to an air device in this room.

Question: RM A023: Are there any branches on this line?

Answer:

Based on existing drawings the highlighted route on the image above shows the duct in question rising to serve equipment on the floor above.

Question: RM A033: What do the 6” round and 6”x6” duct terminate to?

Answer: Exact terminations are unknown, assume connection to fan coil unit, air device, or rise to serve terminal equipment on floor above.

Question: From AHU26: Where does the ducts terminate to? If they don’t terminate, do they need broke apart and capped?

Answer: Refer to MH111 for full scope of duct routing for this area. Ductwork is part of lobby renovation that is served by AHU-26.

Answer: AHU28 Supply – 10,000 CFM

AHU28 Return – 6,500 CFM

Question: EF32 needs Please post the CFM.

Answer: EF32 Airflow – 1,985 CFM

Question: Air shaft 2: 13”x7” could you post the CFM please?

Answer: Exact CFM is unknown, however, based on existing drawings the estimated airflow is 1,200 CFM.

Question: RM A570: Could you post the E/A CFM?

Answer: The scope of this duct system needs to be coordinated with project

539-18-101 that is currently under construction. The current designed CFM is 250

CFM.

Answer: Both duct risers supply approximately 40,000 CFM.

Question: Static Pressure of AHU’s: Could you post the static pressures of AHU’s 1, 2, 3, 11, 12, 19, 26 and 28 S/A and R/A please?

Per Cincinnati VA Energy Manager, Kevin Henderson, the current TAB information for AHU-19 is not available. Approximate values have been filled in for bidding purposes.

3. RFI #3

Question: On Drawing G111 it has noted 1.11 in the bottom left of the Phase 1 Floor Plan Please provide direction as to where the contractor is to have the dust separation barriers.

Answer: The contractor shall coordinate exact locations of dust separation barriers with COR at the beginning of each phase as to minimize disruption to facility operations.

Question: Will you provide the company and contact person for your PACS?

Answer: Johnson Controls is the PACS contractor and is sole sourced.

Question: Is FAR 52.229-3 Federal, State, and Local Taxes applicable to this project?

Answer: 52.229-3 is applicable for this solicitation.

4. RFI #4

Question: Since this project is 50% mechanical, can the NAICS code be changed to 238220?

Answer: The priority of the project is the general construction of the lobby renovation and therefore the NAICS code will remain 236220.

Question: Can the SSHO, Site Super, and QCQ be the same person? The specifications allow for multiple roles for each person but doesn’t specifically specify if they can be the same person.

Answer: It is acceptable for the contractor to designate a single person for these required project roles.

Question: On page 94 of the specifications, it states: Graduate Mechanical Engineer with 2 years experience or construction professional with 5 years of experience supervising mechanical features of work in the field with a construction company. – This is not industry standard on a construction project of this size and scope even for VA Hospitals. Can you please revise the requirements to omit the need for a mechanical engineer?

Answer: The specification section referenced, states a construction professional with 5 years of experience supervising mechanical work can be used in lieu of a mechanical engineer.

Question: A Certified Safety Professional (CSP) with specialized knowledge in construction safety or a certified Construction Safety and Health Technician (CSHT) shall randomly conduct a monthly site safety inspection. The CSP or CSHT can be a corporate safety professional or independently contracted. The CSP or CSHT will provide their certificate number on the required report for verification as necessary. Can the SSHO perform these documented inspections if they have been signed off by a CSP of CSHT?

Answer: There are no objections with allowing the designated SSHO to perform the documented safety inspections.

5. RFI #5

Question: Spec section 26 05 33 says that we are to use compression fittings for all EMT. We were told this specification was changing. On the last two Cincinnati VA projects that bid before this one, Reconfigure 2nd Floor Waiting & Check-In and Expand Emergency Dept, the spec was changed to all set-screw fittings. Is this one going to be compression fittings, or can we use all set-screw?

Answer: The use of set screw fittings is acceptable. Tightening of set screws with pliers is prohibited.

6. RFI #6

Question: Note 9 on drawing TA111 tells us to refer to detail 1 on drawing T004 for typical video-conferencing room layout. There isn't a drawing T004. Is this supposed to be the same layout as is shown on drawing T502? Please advise.

Answer: Note 9 should reference the detail on T502, this typo will be corrected on the drawings.

Question: Drawing T502 shows the enlarged technology work in the Pharmacy Consult Room. The plan notes state that the wall mounted monitor, mounting hardware, and speakers are all provided by the owner. Are we supposed to install these items? What about the video conferencing camera? Are we supposed to provide and install the camera?

Answer: The wall mounted monitor and mounting hardware shall be furnished by the owner and installed by the contractor. The integrated monitor speakers shall be utilized for the video conferencing system. The video conferencing camera with integrated microphone shall be furnished and installed by the owner (VA).

1. 00 01 00, Table of Contents:

Updated specification section to highlight sections that have been revised.

2. 01 45 00, Quality Control:

Updated specification section to reflect the Contractor Quality Control (CQC)

System Manager requirements and or experience.

3. 22 11 00, Facility Water Distribution:

Updated specification section to most current VA master specification which prohibits the use of mechanical press-connect fittings.

4. 23 09 23, Direct-Digital Control System for HVAC:

Updated specification section to clarify new controller and graphics requirements.

CLARIFICATIONS

1. Mechanical press connect fittings are not acceptable for Division 23 work.

2. The complete specifications with revised sections above have been re-issued.
