About this file

This document contains questions and responses to an invitation for bid for replacing flooring and nursing stations at the Louis Stokes Veterans Affairs Medical Center in Cleveland, Ohio. The solicitation number is 36C25021B0040 and seeks to replace flooring in phases 2 and 4, as well as nursing stations. Alternate bid 2 removes the scope of work for phases 2 and 4. The responses clarify that the general contractor's superintendent can also act as the quality control manager. Additionally, adhering new plastic laminate to existing casework is a time-consuming process that may not yield durable results, so replacement with new millwork is preferred, however it is acknowledged this would increase costs beyond the current budget.

Replace CARES Tower Flooring & Nursing Stations

FOR THE LOUIS STOKES VETERANS AFFAIRS MEDICAL CENTER (VAMC)—CLEVELAND, OH

PROJECT NUMBER: 541-21-202

QUESTIONS AND RESPONSES TO INVITATION FOR BID (IFB) NUMBER

36C25021B0040

IFB AMENDMENT NUMBER 0002

1. QUESTION – See Spec section 014500 Quality Control – can the GC job superintendent also act as the CQC Manager? Or does there have to be a separate individual on site at all times to fill the CQC Manager role?

Response: The CQC manager duties can be shared\performed by the GC superintendent.

2. QUESTION – Bid Alternate 2 – The solicitation calls for Bid Alternate 2 to include Phase 2 (Family

Waiting Room BF-C07A). The Family Waiting room BF-C07A is shown to be part of Phase 4. Does

Bid Alternate 2 include both Phase 2 and Family Waiting Room BF-C07A (Phase 4)? Please clarify

Bid Alternate 2 work scope.

Response: Alternate removes all of Phase 2 scope and Family Waiting Room BF-C07A scope.

3. The majority of Casework sub-contractors have stated the scope of work to sand down and adhere new plastic laminate sheet on is extremely time consuming and does not look the greatest nor hold up for long. Multiple sub-contractors don't even perform said work because they have to warranty their work and it’s very hard to warranty something they know won’t last.

Is the VA open to removing and replacing with new?

Response: It is understood that the process is difficult, but it can be done by qualified personnel. It is assumed replacing with new millwork would be an extra cost and not be with-in the current budget.
