Bid Opening Instructions for

Project 541-21-202

Replace CARES Tower Flooring & Nursing Stations

Cleveland VAMC

Considering recent COVID-19 health concerns and restrictions, the following is provided for your awareness, the safety of other interested bidders, and VA staff:

1. Bidding documents for the subject project will be accepted by mail or in person at 6150 Oak Tree Blvd., Suite 300 until (NLT) 11:00 am EST on 24 September 2021.

2. All bids will be annotated with date/time received – whether mailed or hand-delivered. Please ensure tracking information is emailed to the Contracting Officer if/when bids are sent UPS/FedEx/USPS.

3. For documents being hand-delivered, the following procedures will take place:

a. Due to building layout, non-VA personnel are restricted from entering the building.

b. Documents will be accepted between 8:00 am and 11:00 am at the main entrance to the building by Contracting personnel one bid at a time to ensure social distancing precautions. Please ensure you arrive early to ensure bids are accepted prior to the deadline.

c. Contractors are reminded of the 6’-8’ distance rule, and it is highly recommended to wear face shielding/masks when delivering documents.

d. Contractors do not need to remain in the parking lot after their bid has been accepted but are welcome to call in to listen to the bid opening. A Conference Line has been set up for this purpose.

e. The Conference Line # is: 1-872-701-0185. When prompted for your access code, please enter 564 373 660 on your telephone keypad followed by the # key.

f. Contractors may call in as early as 10:50 pm on the Conference Line.

g. Bid opening is scheduled to take place at 11:00 am, once all bids are transported to the Contracting Office conference room.

h. Attendance will be taken to record all Contractors “present” at the beginning and end of the Bid Opening, and to confirm all bid recordings have been heard.

i. The apparent low bidder will be announced upon completion of bid opening.

j. A bid abstract will be posted.
