About this file
This is a combined synopsis and solicitation issued by the Department of Veterans Affairs Veterans Health Administration seeking wound care pump rentals for the Cleveland VA Medical Center. The solicitation requests quotes for the rental of approximately 180 wound care pumps per month for an estimated total of 2,160 rental days annually across base year and four one-year options. Required specifications for the pumps include measuring and maintaining negative pressure throughout entire wounds, utilizing disposable canisters and silver or hydrophilic foam dressings, and providing 24-hour clinical support by phone. The contractor must deliver and remove equipment within four hours of orders, replace or repair broken pumps within four hours, and leave two pumps on-hand for emergencies. Quotes are due by July 24, 2020 and will be evaluated on price, technical and delivery factors, and past performance.

QUESTIONS AND ANSWERS (Q&A)
1. Q. Can you please clarify how the following specification is required for wound care pumps to treat patients who require long-term wound care therapy to heal open wounds and lesions from surgery or other conditions?
-Shall measure pressure throughout the entire wound to be able to get the ordered negative pressure throughout entire wound and not just under the pad.
A. The ordered negative pressure setting should be maintained throughout the entire wound site, not just under the track pad where the dressing attaches. This will assist with providing feedback in real time in terms of a blockage, variation in pressure, and fluid removal.
2. Q. Can you please clarify how the following specification is required to treat tunnels and painful wounds to the exclusion of other products that treat tunnels and painful wounds?
-Shall utilize hydrophilic foam dressing for tunnels and painful wounds that provides stretch and strain at the cellular level on wound bed to promote granulation.
A. The ordered negative pressure setting should be maintained throughout the entire wound site, not just under the track pad where the dressing attaches. This will assist with providing feedback in real time in terms of a blockage, variation in pressure, and fluid removal.
3. Which Item(s) are you specifically referencing in FAC 2020-07?
A. This is in regard to the clauses that are currently in effect.
4. Q. Will you accept alternative methodologies which achieve equal or better results?
