Q1. Is the contract 100% set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB)?
A1. Yes
Q2. Will the VA employee that is collecting samples also record the water temperature and pH?
A2. Yes, per VHA Directive 1061, Appendix C, 2.a. (1), at the time each water sample is taken it is required to test and document water temperature, level of residual biocide, and pH.
Q3. Can rapid testing methods be used to test for Legionella?
A3. No. According to VHA directive 1061, Appendix C, 2.b. (1), rapid testing methods such as polymerase chain reaction (PCR) and direct fluorescent antibody (DFA) are not recommended.
Q4. What is the expected turn-around time for testing results?
A4. Ultimately the turn-around time will be determined by the methodology used by the lab to test the samples. The VAMC does not specify a timeframe.
Q5. What is the timeframe for deliverables, specifically testing bottles? The Statement of Work specifies two weeks in section 3. Scope, but states one week prior in section 12. Delivery Schedule?
A5. The SOW will be amended to state two weeks in section 12. Scope. Bottles and shipping labels will be expected to arrive two weeks prior to the sampling dates specified in 4.2 Task 2.
Q6. Can the VA clarify for which analyses they require certification by Ohio EPA? Page 4 of 51, Section 3. Scope –Item 1) States “Quarterly Water Sampling and Field Testing” and in the next paragraph it states, “Provide Laboratory services for the testing of water samples taken by VA Medical Center staff in sample bottles prepared and provided by the vendor test lab.” Can the government clarify if the contractor service requirement includes collecting the water samples at the VA location or if the VA staff is collecting the samples?
Page 4 of 51, Section 4 - 4.1 Task 1 states “Lab shall be certified by the Ohio Environmental Protection Agency to perform microbiological analysis on drinking water and member of the Centers for Disease Control and Prevention (CDC) Environmental Legionella Isolation Techniques Evaluation (ELITE) Program.” This requirement states “and” can the government clarify if the contractor must have CDC ELITE and Ohio Environmental Protection Agency certification?
A6. VA staff will be collecting the samples. The answer to question number two is yes, the contractor must have both the CDC ELITE and Ohio Environmental Protection Agency certification.
