CONTINUATION PAGE

Questions: (Answers in RED) Q1: Can you please provide the solicitation numbers and names of the incumbent for your current contracts for these requirements. The requirement as detailed in this solicitation is not currently under contract.

Q2: Will each primary facility go live on 3/15/2019 and if not, can you list the expected go-live date for each facility. The anticipated award date is 3/1/2019. The anticipated start date for full performance of this contract is 4/1/2019.

Q3: Will each primary facility have their own COR? There is one COR for the VISN. There will be a POC at each facility that can handle questions and make formulary adjustments.

Q4: On page 17 of the solicitation #4 states: “Each VA facility shall be responsible for the creation and maintenance of their formulary list.”

Do any of the facilities use the VA National Formulary as their list and if so which ones? Of the ones that do not use the VA National Formulary do any of the facilities use the same formulary as another facility? The intent of the questions is to try and determine how many formularies we’ll actually be managing. Each facility will establish their own formulary and will likely not allow all items on VA National Formulary to be filled through this contract. The vendor will need to manage 11 different formularies.

There are usually 2 options from our experience for “pre-programmed formularies”. The VA National formulary is one of those options, but is rarely exercised. Those who wish to restrict usage are usually assigned a “Closed Formulary”, which can become a “Custom Formulary”.

Q5: On page 17 of the solicitation, #7 states: “Most prescriptions shall be limited to a maximum of ten (10) days. An antibiotic may be filled for up to a fourteen (14) day supply. The VA facility may set a different day supply for a specific patient and/or medication. Prescriptions written for more than a 10-day supply, with the exception of an antibiotic, require pre-authorization by designated VA pharmacy staff.

Do all facilities generally adhere to this requirement or will there be some that generally want different day supply limits. Most prescriptions will be limited to 10 days. However, for specific patients and/or medications, this may change.

Q7: On page 18 #14 states: “Average Wholesale Price (AWP) shall be based on the current Pharmacy Fundamental Reference REDBOOK and REDBOOK updates published by the Medical Economics Data, Inc. The contractor shall provide access to the REDBOOK throughout the contract term. If a contractor offers to use any other means of pricing, they shall provide appropriate documentation similar to that of the REDBOOK AND ITS UPDATES” Medical Economics Data, Inc appears to no longer exist. Is Medi-Span by Wolters Kluwer, an acceptable substitute? If not could you please clarify the source for Redbook?

Medi-Span should be considered an acceptable substitute for Redbook. Medi-Span is widespread, and comparable for pricing analysis related to AWP.

Q8: Page 80 mentions that Price is a factor. Normally we see two different variables included in the pricing analysis: Dispensing Fee(s) and AWP Discounts (Brand/Generic).

Will you evaluate the discounts into the pricing analysis or is will the analysis only take into account the dispensing fee? And if AWP Discounts are to be provided do you want a discount for brand name items as well as a discount for generic items?

Both pricing factors are critical and will be evaluated as to billing structure. The dispensing fee type whether flat-rate, per on-formulary fill, and off-formulary fills. We will also need a separate AWP discount for both generics and brands to evaluate. These components play the largest role in the overall cost to the government.

Q9: Can you please clarify the NAICS code? We note 446110 listed on the 1449. It’s our understanding that The Federal Government Contracting can no procure under NAICS Sections 42, 44 and 45? CFR § 121.402 The NAICS will be amended to 524292 Third Party Administration of Insurance and Pension Funds.
