See the attached pages for additional information.
This amendment does not extend the due date. THE DUE DATE AND TIME FOR QUOTES IN RESPONSE TO THIS SOLICITATION IS JULY 25, 2018 AT 12:00 PM EDT. Due to a transmission error between the Government's contract writing system and FBO.gov, FBO provided an incorrect response date.
All other term s, conditions, and requirements are unchanged and remain in full force and effect.

| We are interested in participating in the bid for the medical center shuttle services in Indianapolis. I wanted to know if you could confirm the dollar amount for the previous incumbent contract awarded in the past for this contract? |
| The incumbent contract’s value at time of contract expiration on September 30, 2018 is $5,696,761.52. |

| I also wanted to know if there was a scheduled site visit? |
| There will not be a scheduled site visit for this solicitation. The Government determined there was no added benefit for a site visit given that all locations are 1) publicly accessible without Government escort, and b) clearly described in the solicitation’s performance work statement. |

The Contracting Officer does not provide any documentation already available through the Government Point of Entry (GPE) to avoid the chance of sending you the wrong/outdated documents. In order to create an even playing field and to ensure each offeror has access to the same information, it must be pulled from FBO.gov.

| [Interested Offeror] is concerned about the solicitation’s lack of minimum shuttle requirements. [Interested Offeror] believes by not stating a minimum number of shuttles or the size of shuttles required, less experienced offerors may quote fewer or smaller shuttles than necessary to handle load requirements and therefore be a lower price, which further into contract performance, may result in the contractor needing additional funds for additional shuttle(s) not previously quoted. |
| In accordance with FAR Part 37.6 for performance based acquisitions, the Government is to develop a Performance Work Statement (PWS) that describes the work in terms of results rather than the “how” to. In this case, the Government determined it would be improper to specify a minimum number of shuttles. This determination was made because there are a large number of shuttle size/passenger-quantity combinations that can be provided. By stating a minimum number of shuttles, the Government is instructing offerors how to meet the Government’s need, which is not the purpose of performance based acquisitions. As part of the evaluation process, the Government will evaluate the offeror’s performance plan, which addresses the “vehicles and equipment used to perform these services”. As this is a FAR 13 acquisition in which a comparative assessment will be made amongst the offerors, the Government will be able to consider the differences in the number and size of vehicles as part of the offeror’s ability to perform these services. |

| Could you please confirm the due date for the Indianapolis Medical center shuttle services response date on the FBO website its shows July 12th however the RFQ (page 1) Box 8 the states the offer due date is July 25? Can you please confirm the due date? |
| Due date is what is included in Box 8 of the RFQ, which is July 25, 2018 at 12:00 PM EDT. |

| Can you confirm the passenger capacity needed for each bus? |
| In accordance with FAR Part 37.6 for performance based acquisitions, the Government is to develop a Performance Work Statement (PWS) that describes the work in terms of results rather than the “how” to. | Also do the buses need to be ADA compliant? |
| No, the vehicles do not need to be compliant with Americans with Disabilities Act, however, they must meet the requirements of the Performance Work Statement requiring access to persons using wheelchairs. |

| How many buses is the current incumbent currently providing daily? |
| The Government cannot provide the solution of the incumbent to prospective competing offerors. Offerors quoting the quantity and size of shuttles is an evaluation factor used by the Government to determine the Offeror’s understanding of the requirement and capability of providing services. It is the Government’s assertion that an offeror in the regular business of providing these services should have sufficient understanding to quote the proper number and size of shuttles to meet the Government’s need based solely on the requirements as put forth in the RFQ. |

| May we receive shuttle volumes to better envision the amount of shuttles needed to purchase/lease? |
| Yes, these are subject to change due to the continued promotion to increase the number of veterans being treated by the Veteran Health Indiana. See the attached document S06- Shuttle Passenger Utilization Spring 2018.pdf for further information. |

| Please list the upcoming CAPEX projects in store for the upcoming months/years. If we lose our staging areas and are forced to alternative drop off/pick up points that may affect the operation? |
| There are a couple capital expenditure projects in the near future (water tower construction, engineering services building renovation, etc.), however, these known projects will not impact the vehicle staging and/or pick-up/drop-off points under this contract. The impact of these known projects is limited to the temporary closure of parking space at the main facility which may result in slightly higher usage of the parking spaces at the Cold Springs Road location. |

| Current Shuttle storage is not in jeopardy of removal, correct? |
| Currently, vehicles are stored at the Cold Springs Road location away from main parking usage areas. The ability of the contractor to utilize these spaces will continue through the new contract. |

| The RFP states that the Gov’t retains the right to oversee inspection paperwork, but what if the decision is made to utilize non-CDL vehicles and DOT requirements no longer apply? |
| Regardless of the type of vehicles used, Offerors will have to meet all State and Federal requirements and to be verified by the VA’s CO, COR or other designee appointed by the Federal agency. |

| What is (if any) the current ride-hailing mechanism/system in place? |
| There are no current ride-hailing mechanisms in place. The shuttles are on a continuously operated loop cycle. |
