SECTION 01 00 00

GENERAL REQUIREMENTS

1.1 SAFETY REQUIREMENTS

Refer to section 01 35 26, SAFETY REQUIREMENTS for safety and infection control requirements.

1.2 GENERAL INTENTION

A. Subject to the conditions imposed by Cincinnati VA Medical Center, Contractor shall completely prepare site for buildi ng operations, including demolition and removal of existing struct ures, and furnish labor and materials and perform work for Replace FA System in Trailers

539-18-201 as required by drawings and specificatio ns.

B. All references in the Project Document to “Resident Engineer” or

Contracting Officer’s Technical Representative “COT R” shall be synonymous to “COR”.

C. Medical Center Engineering Officer will schedule a bid walk for all contractors wishing to see the site. No other acces s will be permitted.

D. Offices of PFB Architects and Heapy Engineering, as

Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the

Government and shall not be construed as expressing or implying a contractual act of the Government without affirmati ons by Contracting

Officer or his duly authorized representative.

E. All employees of general contractor and subcontr actors shall comply with VA security management program and obtain perm ission of the VA police, be identified by project and employer, and restricted from unauthorized access.

F. Prior to commencing work, general contractor shall provide proof that a

OSHA designated “competent person” (CP) (29 CFR 192 6.20(b)(2) will maintain a presence at the work site whenever the g eneral or subcontractors are present.

G. Above Ceiling Permit:

1. The general contractor is required to obtain an “Above-The

Ceiling Work Permit” from the COR for this project and must be responsible for all that it requires. A copy of the permit and policy is attached at the end of this specification section.

H. Training:

1. All employees of general contractor or subcontr actors shall have the 10-hour and/or other relevant competency traini ng, as determined by VA CP with input from the ICRA team.

2. Submit training records of all such employees f or approval before the start of work.

I. ID Requirement:

1. Contractor shall fill out VA Form 0711 for each construction worker. A background check will be involved.

J. Safety Records:

1. Contractor to submit documentation stating that they do not have more than (3) serious, or on repeat, or willful OSH A violation(s) in the past (3) years or a significant environmenta l penalties.

K. Insurance EMR Rating:

1. Contractor to submit documentations stating the y have an

Experience Modification Rate (EMR) of equal to or l ess than 1.0.

L. VHA Directive 2011-36, Safety and Health during Con struction, dated

9/22/2011 in its entirety is made a part of this se ction

M. CPM Schedules:

1. The Contractor shall develop a Critical Path Me thod (CPM) plan and schedule demonstrating fulfillment of the contr act

Schedule up-to-date in accordance with the requirem ents of this section and shall utilize the plan for scheduling, coordinating and monitoring work under this contract (including all activities of subcontractors, equipment vendors and suppliers) . Conventional

Critical Path Method (CPM) technique shall be utili zed to satisfy both time and cost applications.

1.3 STATEMENT OF BID ITEM(S)

A. BID ITEM I, All Work includes all labor, materia ls, equipment, and supervision required to complete project Replace FA System in Trailers

539-18-201 at the Department of Veterans Affairs Me dical Center, 3200

Vine Street, Cincinnati, Ohio 45220. Work includes general construction, alterations, mechanical and electrica l work, and certain other items shown and specified.

1.4 SPECIFICATIONS AND DRAWINGS FOR CONTRACTOR

A. Sets of drawings may be made by the Contractor, at Contractor’s expense, from reproducible electronic copies furnis hed by Issuing

Office, available at www.fbo.gov.

1.5 CONSTRUCTION SECURITY REQUIREMENTS

A. Security Plan:

1. The security plan defines both physical and admi nistrative security procedures that will remain effective for the entir e duration of the project.

2. The General Contractor is responsible for assuri ng that all sub-contractors working on the project and their employ ees also comply with these regulations.

B. Security Procedures:

1. General Contractor’s employees shall not enter t he project site without appropriate badge. They may also be subjec t to inspection of their personal effects when entering or leaving the project site.

a. VA Form 0711 must be filled out for each constr uction worker and a background check will be performed. Coordinate f ull requirements for badging with COR and Security.

2. Before starting work the General Contractor shal l give one week’s notice to the Contracting Officer so that security arrangements can be provided for the employees. This notice is sepa rate from any notices required for utility shutdown described lat er in this section.

3. For working outside the “regular hours” as defin ed in the contract, The General Contractor shall give 3 days’ notice to the Contracting

Officer so that arrangements can be provided for th e employees.

This notice is separate from any notices required f or utility shutdown described later in this section.

4. No photography of VA premises is allowed without written permission of the Contracting Officer.

5. VA reserves the right to close down or shut down the project site and order General Contractor’s employees off the pr emises in the event of a national emergency. The General Contrac tor may return to the site only with the written approval of the Cont racting Officer.

C. Key Control:

1. The General Contractor shall provide duplicate k eys and lock combinations to the Contracting officers representa tive (COR) for the purpose of security inspections of every area o f project including tool boxes and parked machines and take a ny emergency action.

2. The General Contractor shall turn over all perma nent lock cylinders to the VA locksmith for permanent installation. See Section 08 71

00, DOOR HARDWARE and coordinate.

D. Document Control:

1. Before starting any work, the General Contractor /Sub Contractors shall submit an electronic security memorandum desc ribing the approach to following goals and maintaining confide ntiality of

“sensitive information”.

2. The General Contractor is responsible for safeke eping of all drawings, project manual and other project informat ion. This information shall be shared only with those with a specific need to accomplish the project.

3. Certain documents, sketches, videos or photograp hs and drawings may be marked “Law Enforcement Sensitive” or “Sensitive Unclassified”.

Secure such information in separate containers and limit the access to only those who will need it for the project. Re turn the information to the Contracting Officer upon request .

4. These security documents shall not be removed or transmitted from the project site without the written approval of Co ntracting

Officer.

5. All paper waste or electronic media such as CD’s and diskettes shall be shredded and destroyed in a manner acceptable to the VA.

6. Notify Contracting Officer and Site Security Off icer immediately when there is a loss or compromise of “sensitive in formation”.

7. All electronic information shall be stored in sp ecified location following VA standards and procedures using an Engi neering Document

Management Software (EDMS).

a. Security, access and maintenance of all project drawings, both scanned and electronic shall be performed and track ed through the

EDMS system.

b. “Sensitive information” including drawings and o ther documents may be attached to e-mail provided all VA encryptio n procedures are followed.

E. Motor Vehicle Restrictions

1. Vehicle authorization request shall be required for any vehicle entering the site and such request shall be submitt ed 24 hours before the date and time of access. Access shall be restricted to picking up and dropping off materials and supplies.

2. No parking is permitted by contractors on VA Cin cinnati Campus.

B. Fire Safety Plan: Establish and maintain a fire protection program in accordance with 29 CFR 1926. Prior to start of work , prepare a plan detailing project-specific fire safety measures, in cluding periodic status reports, and submit to COR and Facility Safe ty for review for compliance with VHA Directive 2005-007, NFPA 101 an d NFPA 241.Prior to beginning work, all employees of the contractor and /or any subcontractors shall undergo a safety briefing prov ided by the general contractor’s competent person per OSHA requirements . This briefing shall include information on the construction limit s, VAMC safety guidelines, means of egress, break areas, work hour s, locations of restrooms, use of VAMC equipment, etc. Provide docu mentation to the COR that all construction workers have undergone contra ctor’s safety briefing.

C. Site and Building Access: Maintain free and unob structed access to facility emergency services and for fire, police an d other emergency response forces in accordance with NFPA 241.

D. Separate temporary facilities, such as trailers, storage sheds, and dumpsters, from existing buildings and new construc tion by distances in accordance with NFPA 241. For small facilities with less than 6 m (20 feet) exposing overall length, separate by 3m (10 f eet).

E. Temporary Construction Partitions:

1. Install and maintain temporary construction par titions to provide smoke-tight separations between construction areas and/or the areas that are described in phasing requirements an d adjoining areas. Construct partitions of gypsum board or trea ted plywood

(flame spread rating of 25 or less in accordance wi th ASTM E84) on both sides of fire retardant treated wood or met al steel studs. Extend the partitions through suspended ceil ings to floor slab deck or roof. Seal joints and penetrations. At door openings, install Class C, ¾ hour fire/smoke rated doors with self-closing devices.

2. Install one-hour fire-rated temporary construc tion partitions to maintain fire ratings. Seal penetrations with liste d through-penetration firestop materials in accordance with S ection 07 84

00, FIRESTOPPING.

3. Close openings in smoke barriers and fire-rated construction to maintain fire ratings. Seal penetrations with liste d through-penetration firestop materials in accordance with S ection 07 84

00, FIRESTOPPING.

F. Temporary Heating and Electrical: Install, use a nd maintain installations in accordance with 29 CFR 1926, NFPA 241 and NFPA 70.

G. Means of Egress: Do not block exiting for occupi ed buildings, including paths from exits to roads. Minimize disruptions and coordinate with COR and facility Safety Officer.

H. Egress Routes for Construction Workers: Maintain free and unobstructed egress. Inspect daily. Report findings and correcti ve actions weekly to

COR and facility Safety Officer.

I. Fire Extinguishers: Provide and maintain extingu ishers in construction areas and temporary storage areas in accordance wit h 29 CFR 1926, NFPA

241 and NFPA 10.

J. Flammable and Combustible Liquids: Store, dispen se and use liquids in accordance with 29 CFR 1926, NFPA 241 and NFPA 30.

K. Standpipes: Install and extend standpipes up wit h each floor in accordance with 29 CFR 1926 and NFPA 241. Do not ch arge wet standpipes subject to freezing until weather protected.

L. Sprinklers: Install, test and activate new autom atic sprinklers prior to removing existing sprinklers.

M. Existing Fire Protection: Do not impair automati c sprinklers, smoke and heat detection, and fire alarm systems, except for portions immediately under construction, and temporarily for connections . Provide fire watch for impairments more than 4 hours in a 24-hour peri od. Request interruptions in accordance with Article, OPERATION S AND STORAGE AREAS, and coordinate with COR and facility Safety Officer . All existing or temporary fire protection systems (fire alarms, spr inklers) located in construction areas shall be tested as coordinated w ith the medical center. Parameters for the testing and results of a ny tests performed shall be recorded by the medical center and copies provided to the COR.

N. Smoke Detectors: Prevent accidental operation. R emove temporary covers at end of work operations each day. Coordinate with COR and facility

Safety Officer.

O. Hot Work: Perform and safeguard hot work operati ons in accordance with

NFPA 241 and NFPA 51B. Coordinate with COR. Obtain permits from facility Safety Officer at least 72 hours in advanc e. Designate contractor's responsible project-site fire preventi on program manager to permit hot work.

P. Fire Hazard Prevention and Safety Inspections: I nspect entire construction areas weekly. Coordinate with, and rep ort findings and corrective actions weekly to COR and facility Safet y Officer.

Q. Smoking: Smoking is prohibited on the VA campus except in designated smoking rest areas.

R. Dispose of waste and debris in accordance with N FPA 241. Remove from buildings daily.

S. Perform other construction, alteration and demol ition operations in accordance with 29 CFR 1926.

1.7 OPERATIONS AND STORAGE AREAS

A. The Contractor shall confine all operations (inc luding storage of materials) on Government premises to areas authoriz ed or approved by the Contracting Officer. The Contractor shall hold and save the

Government, its officers and agents, free and harml ess from liability of any nature occasioned by the Contractor's perfor mance.

B. Temporary buildings (e.g., storage sheds, shops, offices) and utilities may be erected by the Contractor only with the appr oval of the

Contracting Officer and shall be built with labor a nd materials furnished by the Contractor without expense to the Government. The temporary buildings and utilities shall remain the property of the

Contractor and shall be removed by the Contractor a t its expense upon completion of the work. With the written consent of the Contracting

Officer, the buildings and utilities may be abandon ed and need not be removed.

C. The Contractor shall, under regulations prescrib ed by the Contracting

Officer, use only established roadways, or use temp orary roadways constructed by the Contractor when and as authorize d by the Contracting

Officer. When materials are transported in prosecut ing the work, vehicles shall not be loaded beyond the loading cap acity recommended by the manufacturer of the vehicle or prescribed by an y Federal, State, or local law or regulation. When it is necessary to cr oss curbs or sidewalks, the Contractor shall protect them from d amage. The

Contractor shall repair or pay for the repair of an y damaged curbs, sidewalks, or roads.

D. Working space and space available for storing ma terials shall be as determined by the COR.

E. Workmen are subject to rules of Medical Center a pplicable to their conduct.

F. Execute work so as to interfere as little as pos sible with normal functioning of Medical Center as a whole, including operations of utility services, fire protection systems and any e xisting equipment, and with work being done by others. Use of equipmen t and tools that transmit vibrations and noises through the building structure, are not permitted in buildings that are occupied, during co nstruction, jointly by patients or medical personnel, and Contractor's personnel, except as permitted by COR.

1. Do not store materials and equipment in other th an assigned areas.

2. Schedule delivery of materials and equipment to immediate construction working areas within buildings in use by Department of

Veterans Affairs in quantities sufficient for not m ore than two work days. Provide unobstructed access to Medical Center areas required to remain in operation.

3. Where access by Medical Center personnel to vaca ted portions of buildings is not required, storage of Contractor's materials and equipment will be permitted subject to fire and saf ety requirements.

G. Utilities Services: Where necessary to cut exi sting pipes, electrical wires, conduits, cables, etc., of utility services, or of fire protection systems or communications systems (excep t telephone), they shall be cut and capped at suitable places where sh own; or, in absence of such indication, where directed by COR. All such actions shall be coordinated with the COR or Utility Company involve d:

1. Whenever it is required that a connection fee be paid to a public utility provider for new permanent service to the c onstruction project, for such items as water, sewer, electricit y, gas or steam, payment of such fee shall be the responsibility of the Government and not the Contractor.

H. Phasing:

The Medical Center must maintain its operation 24 hours a day 7 days a week. Therefore, any interruption in service must be scheduled and coordinated with the COR to ensure that no lapses i n operation occur.

It is the CONTRACTOR'S responsibility to develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be used, the interim lif e safety measure to be used during the work, and a schedule defining th e duration of the work with milestone subtasks.

To insure such executions, Contractor shall furnis h the COR with a schedule of approximate dates on which the Contract or intends to accomplish work in each specific area of site, buil ding or portion thereof. In addition, Contractor shall notify the C OR two weeks in advance of the proposed date of starting work in ea ch specific area of site, building or portion thereof.

I. Trailers will be occupied during performance o f work.

1. Contractor shall take all measures and provide a ll material necessary for protecting existing equipment and pro perty in affected areas of construction against dust and debris, so t hat equipment and affected areas to be used in the Medical Centers op erations will not be hindered. Contractor shall permit access to Depa rtment of

Veterans Affairs personnel and patients through oth er construction areas which serve as routes of access to such affec ted areas and equipment. These routes whether access or egress s hall be isolated from the construction area by temporary partitions and have walking surfaces, lighting etc to facilitate patient and st aff access.

Coordinate alteration work in areas occupied by Dep artment of

Veterans Affairs so that Medical Center operations will continue during the construction period.

2. Immediate areas of alterations not mentioned in preceding

Subparagraph 1 will be temporarily vacated while al terations are performed.

J. When a building and/or construction site is turn ed over to Contractor, Contractor shall accept entire responsibility inclu ding upkeep and maintenance therefore:

1. Contractor shall maintain a minimum temperature of 4 degrees C (40 degrees F) at all times, except as otherwise specif ied.

2. Contractor shall maintain in operating condition existing fire protection and alarm equipment. In connection with fire alarm equipment, Contractor shall make arrangements for p re-inspection of site with Fire Department or Company (Department of Veterans Affairs or municipal) whichever will be required to respond to an alarm from

Contractor's employee or watchman.

K. Utilities Services: Maintain existing utility se rvices for Medical

Center at all times. Provide temporary facilities, labor, materials, equipment, connections, and utilities to assure uni nterrupted services.

Where necessary to cut existing water, steam, gases , sewer or air pipes, or conduits, wires, cables, etc. of utility services or of fire protection systems and communications systems (incl uding telephone), they shall be cut and capped at suitable places whe re shown; or, in absence of such indication, where directed by COR.

1. No utility service such as water, gas, steam, se wers or electricity, or fire protection systems and communications syste ms may be interrupted without prior approval of COR. Electric al work shall be accomplished with all affected circuits or equipmen t de-energized.

When an electrical outage cannot be accomplished, w ork on any energized circuits or equipment shall not commence without a detailed work plan, the Medical Center Director’s p rior knowledge and written approval. Refer to specification Sectio ns 26 05 11, REQUIREMENTS FOR ELECTRICAL INSTALLATIONS, 27 05 11 REQUIREMENTS FOR

COMMUNICATIONS INSTALLATIONS and 28 05 00, COMMON W ORK RESULTS FOR

ELECTRONIC SAFETY AND SECURITY for additional requi rements.

2. Contractor shall submit a request to interrupt a ny such services to

COR, in writing, 7 days in advance of proposed inte rruption. Request

01 00 00 -13 shall state reason, date, exact time of, and approx imate duration of such interruption.

3. Contractor will be advised (in writing) of appro val of request, or of which other date and/or time such interruption w ill cause least inconvenience to operations of Medical Center. Inte rruption time approved by Medical Center may occur at other than Contractor's normal working hours.

4. Major interruptions of any system must be reques ted, in writing, at least 15 calendar days prior to the desired time an d shall be performed as directed by the COR.

5. In case of a contract construction emergency, se rvice will be interrupted on approval of COR. Such approval will be confirmed in writing as soon as practical.

6. Whenever it is required that a connection fee be paid to a public utility provider for new permanent service to the c onstruction project, for such items as water, sewer, electricit y, gas or steam, payment of such fee shall be the responsibility of the Government and not the Contractor.

L. Abandoned Lines: All service lines such as wires , cables, conduits, ducts, pipes and the like, and their hangers or sup ports, which are to be abandoned but are not required to be entirely re moved, shall be sealed, capped or plugged at the main, branch or pa nel they originate from. The lines shall not be capped in finished are as, but shall be removed and sealed, capped or plugged in ceilings, within furred spaces, in unfinished areas, or within walls or par titions; so that they are completely behind the finished surfaces.

M. To minimize interference of construction activit ies with flow of

Medical Center traffic, comply with the following:

1. Keep roads, walks and entrances to grounds, to p arking and to occupied areas of buildings clear of construction m aterials, debris and standing construction equipment and vehicles. W herever excavation for new utility lines cross existing roa ds, at least one lane must be open to traffic at all times with appr oval.

2. Method and scheduling of required cutting, alter ing and removal of existing roads, walks and entrances must be approve d by the COR.

N. Coordinate the work for this contract with other construction operations as directed by COR. This includes the sc heduling of traffic and the use of roadways, as specified in Article, U SE OF ROADWAYS.

1.8 ALTERATIONS

A. Survey: Before any work is started, the Contract or shall make a thorough survey with the COR buildings in which alt erations occur and areas which are anticipated routes of access, and f urnish a report, signed by both, to the Contracting Officer. This re port shall list by rooms and spaces:

1. Existing condition and types of resilient floori ng, doors, windows, walls and other surfaces not required to be altered throughout affected areas of buildings.

2. Existence and conditions of items such as plumbi ng fixtures and accessories, electrical fixtures, equipment, veneti an blinds, shades, etc., required by drawings to be either reu sed or relocated, or both.

3. Shall note any discrepancies between drawings an d existing conditions at site.

4. Shall designate areas for working space, materia ls storage and routes of access to areas within buildings where al terations occur and which have been agreed upon by Contractor and C OR.

B. Any items required by drawings to be either reus ed or relocated or both, found during this survey to be nonexistent, o r in opinion of COR, to be in such condition that their use is impossibl e or impractical, shall be furnished and/or replaced by Contractor wi th new items in accordance with specifications which will be furnis hed by Government.

Provided the contract work is changed by reason of this subparagraph B, the contract will be modified accordingly, under pr ovisions of clause entitled "DIFFERING SITE CONDITIONS" (FAR 52.236-2) and "CHANGES" (FAR

52.243-4 and VAAR 852.236-88).

C. Re-Survey: Thirty days before expected partial o r final inspection date, the Contractor and COR together shall make a thorough re-survey of the areas of buildings involved. They shall furn ish a report on conditions then existing, of resilient flooring, do ors, windows, walls and other surfaces as compared with conditions of s ame as noted in first condition survey report:

1. Re-survey report shall also list any damage caus ed by Contractor to such flooring and other surfaces, despite protectio n measures; and, will form basis for determining extent of repair wo rk required of

Contractor to restore damage caused by Contractor's workmen in executing work of this contract.

D. Protection: Provide the following protective mea sures:

1. Wherever existing roof surfaces are disturbed th ey shall be protected against water infiltration. In case of le aks, they shall be repaired immediately upon discovery.

2. Temporary protection against damage for portions of existing structures and grounds where work is to be done, ma terials handled and equipment moved and/or relocated.

3. Protection of interior of existing structures at all times, from damage, dust and weather inclemency. Wherever work is performed, floor surfaces that are to remain in place shall be adequately protected prior to starting work, and this protecti on shall be maintained intact until all work in the area is com pleted.

1.9 INFECTION PREVENTION MEASURES

A. Implement the requirements of VAMC’s Constructio n Health and Safety

Team (CHST). See Attachment #1 – Construction Healt h and Safety Form at end of section. (CHST) Group may monitor dust in th e vicinity of the construction work and require the Contractor to tak e corrective action immediately if the safe levels are exceeded.

B. Establish and maintain a dust control program as part of the contractor’s infection preventive measures in accor dance with the guidelines provided by (CHST) Group. Prior to start of work, prepare a

01 00 00 -16 plan detailing project-specific dust protection mea sures, including periodic status reports, and submit to COR and (CHS T) Group for review for compliance with contract requirements in accord ance with Section 01

33 23, SHOP DRAWINGS, PRODUCT DATA AND SAMPLES.

1. All personnel involved in the construction or r enovation activity shall be educated and trained in infection preventi on measures established by the medical center.

C. Medical center Infection Control personnel shall monitor for airborne disease (e.g. aspergillosis) as appropriate during construction. A baseline of conditions may be established by the me dical center prior to the start of work and periodically during the co nstruction stage to determine impact of construction activities on indo or air quality. In addition:

1. The COR and VAMC Infection Control personnel sha ll review pressure differential monitoring documentation to v erify that pressure differentials in the construction zone and in the patient-care rooms are appropriate for their settin gs. The requirement for negative air pressure in the constr uction zone shall depend on the location and type of activity. Upon notification, the contractor shall implement correc tive measures to restore proper pressure differentials as needed.

2. In case of any problem, the medical center, alo ng with assistance from the contractor, shall conduct an environmental assessment to find and eliminate the source.

D. In general, following preventive measures shall be adopted during construction to keep down dust and prevent mold.

1. Dampen debris to keep down dust and provide tem porary construction partitions in existing structures wher e directed by

COR. Blank off ducts and diffusers to prevent circu lation of dust into occupied areas during construction.

2. Do not perform dust producing tasks within occu pied areas without the approval of the COR. For construction in any ar eas that will remain jointly occupied by the medical Center and C ontractor’s workers, the Contractor shall:

a. Provide dust proof one-hour fire-rated temporar y drywall construction barriers to completely separate constr uction from the operational areas of the hospital in order to contain dirt debris and dust. Barriers shall be sea led and made presentable on hospital occupied side. Install a self-closing rated door in a metal frame, commensurate w ith the partition, to allow worker access. Maintain negativ e air at all times. A fire retardant polystyrene, 6-mil thic k or greater plastic barrier meeting local fire codes ma y be used where dust control is the only hazard, and an agreement is reached with the COR and Medical Cente r.

b. HEPA filtration is required where the exhaust d ust may reenter the breathing zone. Contractor shall verify that construction exhaust to exterior is not reintroduce d to the medical center through intake vents, or building op enings.

Install HEPA (High Efficiency Particulate Accumulat or) filter vacuum system rated at 95% capture of 0.3 mi crons including pollen, mold spores and dust particles. I nsure continuous negative air pressures occurring within the work area. HEPA filters should have ASHRAE 85 or other p refilter to extend the useful life of the HEPA. Provide both primary and secondary filtrations units. Exhaust hoses shal l be heavy duty, flexible steel reinforced and exhausted so that dust is not reintroduced to the medical center.

c. Adhesive Walk-off/Carpet Walk-off Mats, minimum 600mm x

900mm (24” x 36”), shall be used at all interior transitions from the construction area to occupied medical center area. These mats shall be changed as often a s required to maintain clean work areas directly outs ide construction area at all times.

d. Vacuum and wet mop all transition areas from co nstruction to the occupied medical center at the end of each w orkday.

Vacuum shall utilize HEPA filtration. Maintain surr ounding area frequently. Remove debris as they are created.

Transport these outside the construction area in co ntainers with tightly fitting lids.

e. The contractor shall not haul debris through pa tient-care areas without prior approval of the COR and the Med ical

Center. When, approved, debris shall be hauled in e nclosed dust proof containers or wrapped in plastic and sea led with duct tape. No sharp objects should be allowed to cu t through the plastic. Wipe down the exterior of the containers with a damp rag to remove dust. All equi pment, tools, material, etc. transported through occupied areas shall be made free from dust and moisture by vacuum ing and wipe down.

f. Using a HEPA vacuum, clean inside the barrier a nd vacuum ceiling tile prior to replacement. Any ceiling acce ss panels opened for investigation beyond sealed areas shall be sealed immediately when unattended.

g. There shall be no standing water during constru ction. This includes water in equipment drip pans and open cont ainers within the construction areas. All accidental spill s must be cleaned up and dried within 12 hours. Remove and dispose of porous materials that remain damp for more than 72 hours.

h. At completion, remove construction barriers and ceiling protection carefully, outside of normal work hours. Vacuum and clean all surfaces free of dust after the remov al.

E. Final Cleanup:

1. Upon completion of project, or as work progresse s, remove all construction debris from above ceiling, vertical sh afts and utility chases that have been part of the construct ion.

2. Perform HEPA vacuum cleaning of all surfaces in the construction area. This includes walls, ceilings, cabinets, furn iture (built-in or free standing), partitions, flooring, etc.

3. All new air ducts shall be cleaned prior to fin al inspection.

1.10 DISPOSAL AND RETENTION

A. Materials and equipment accruing from work remov ed and from demolition of buildings or structures, or parts thereof, shall be disposed of as follows:

1. Reserved items which are to remain property of t he Government are identified by attached tags or noted on drawings or in specifications as items to be stored. Items that re main property of the Government shall be removed or dislodged from p resent locations in such a manner as to prevent damage which would b e detrimental to re-installation and reuse. Store such items where d irected by COR.

2. Items not reserved shall become property of the Contractor and be removed by Contractor from Medical Center.

3. Items of portable equipment and furnishings loca ted in rooms and spaces in which work is to be done under this contr act shall remain the property of the Government. When rooms and spac es are vacated by the Department of Veterans Affairs during the alter ation period, such items which are NOT required by drawings and s pecifications to be either relocated or reused will be removed by th e Government in advance of work to avoid interfering with Contracto r's operation.

1.11 PROTECTION OF EXISTING VEGETATION, STRUCTURES, EQUIPMENT, UTILITIES, AND

IMPROVEMENTS

A. The Contractor shall preserve and protect all st ructures, equipment, and vegetation (such as trees, shrubs, and grass) o n or adjacent to the work site, which are not to be removed and which do not unreasonably interfere with the work required under this contrac t. The Contractor shall only remove trees when specifically authorize d to do so, and shall avoid damaging vegetation that will remain in place. If any limbs or branches of trees are broken during contract per formance, or by the careless operation of equipment, or by workmen, the Contractor shall trim those limbs or branches with a clean cut and p aint the cut with a tree-pruning compound as directed by the Contractin g Officer.

B. The Contractor shall protect from damage all exi sting improvements and utilities at or near the work site and on adjacent property of a third party, the locations of which are made known to or should be known by the Contractor. The Contractor shall repair any dam age to those facilities, including those that are the property o f a third party, resulting from failure to comply with the requireme nts of this contract or failure to exercise reasonable care in performin g the work. If the

Contractor fails or refuses to repair the damage pr omptly, the

Contracting Officer may have the necessary work per formed and charge the cost to the Contractor.

1.12 RESTORATION

A. Remove, cut, alter, replace, patch and repair ex isting work as necessary to install new work. Except as otherwise shown or specified, do not cut, alter or remove any structural work, an d do not disturb any ducts, plumbing, steam, gas, or electric work witho ut approval of the

COR. Existing work to be altered or extended and th at is found to be defective in any way, shall be reported to the COR before it is disturbed. Materials and workmanship used in restor ing work, shall conform in type and quality to that of original exi sting construction, except as otherwise shown or specified.

B. Upon completion of contract, deliver work comple te and undamaged.

Existing work (walls, ceilings, partitions, floors, mechanical and electrical work, lawns, paving, roads, walks, etc.) disturbed or removed as a result of performing required new work , shall be patched, repaired, reinstalled, or replaced with new work, a nd refinished and left in as good condition as existed before commenc ing work.

C. At Contractor's own expense, Contractor shall im mediately restore to service and repair any damage caused by Contractor' s workmen to existing piping and conduits, wires, cables, etc., of utility services or of fire protection systems and communications sy stems (including telephone) which are not scheduled for discontinuan ce or abandonment.

D. Expense of repairs to such utilities and systems not shown on drawings or locations of which are unknown will be covered b y adjustment to contract time and price in accordance with clause e ntitled "CHANGES"

(FAR 52.243-4 and VAAR 852.236-88) and "DIFFERING S ITE CONDITIONS" (FAR

52.236-2).

1.13 AS-BUILT DRAWINGS

A. The contractor shall maintain two full size sets of as-built drawings which will be kept current during construction of t he project, to include all contract changes, modifications and cla rifications.

B. All variations shall be shown in the same genera l detail as used in the contract drawings. To insure compliance, as-built d rawings shall be made available for the COR review, as often as requ ested.

C. Contractor shall deliver two approved completed sets of as-built drawings in the electronic version (scanned PDF) to the COR within 15 calendar days after each completed phase and after the acceptance of the project by the COR.

D. Paragraphs A, B, & C shall also apply to all sho p drawings.

1.14 USE OF ROADWAYS

A. For hauling, use only established public roads a nd roads on Medical

Center property and, when authorized by the COR, su ch temporary roads which are necessary in the performance of contract work. Temporary roads shall be constructed and restoration performe d by the Contractor at Contractor's expense. When necessary to cross cu rbing, sidewalks, or similar construction, they must be protected by wel l-constructed bridges.

1.15 TEMPORARY USE OF MECHANICAL AND ELECTRICAL EQUIPMENT

A. Use of new installed mechanical and electrical e quipment to provide heat, ventilation, plumbing, light and power will b e permitted subject to written approval and compliance with the followi ng provisions:

1. Permission to use each unit or system must be gi ven by COR in writing. If the equipment is not installed and main tained in accordance with the written agreement and following provisions, the

COR will withdraw permission for use of the equipme nt.

2. Electrical installations used by the equipment s hall be completed in accordance with the drawings and specifications to prevent damage to the equipment and the electrical systems, i.e. tran sformers, relays, circuit breakers, fuses, conductors, motor controll ers and their overload elements shall be properly sized, coordina ted and adjusted.

Installation of temporary electrical equipment or d evices shall be in accordance with NFPA 70, National Electrical Cod e, (2014

Edition), Article 590, Temporary Installations. Voltage supplied to each item of equipment shall be verified to be corr ect and it shall be determined that motors are not overloaded. The e lectrical

01 00 00 -22 equipment shall be thoroughly cleaned before using it and again immediately before final inspection including vacuu m cleaning and wiping clean interior and exterior surfaces.

3. Units shall be properly lubricated, balanced, an d aligned.

Vibrations must be eliminated.

4. Automatic temperature control systems for prehea t coils shall function properly and all safety controls shall fun ction to prevent coil freeze-up damage.

5. The air filtering system utilized shall be that which is designed for the system when complete, and all filter elemen ts shall be replaced at completion of construction and prior to testing and balancing of system.

6. All components of heat production and distributi on system, metering equipment, condensate returns, and other auxiliary facilities used in temporary service shall be cleaned prior to use; maintained to prevent corrosion internally and externally during use; and cleaned, maintained and inspected prior to acceptance by the Government.

B. Prior to final inspection, the equipment or part s used which show wear and tear beyond normal, shall be replaced with iden tical replacements, at no additional cost to the Government.

C. This paragraph shall not reduce the requirements of the mechanical and electrical specifications sections.

D. Any damage to the equipment or excessive wear du e to prolonged use will be repaired replaced by the contractor at the contr actor’s expense.

1.16 TEMPORARY TOILETS

A. Contractor may have for use of Contractor's wor kmen, such toilet accommodations as may be assigned to Contractor by Medical Center.

Contractor shall keep such places clean and be resp onsible for any damage done thereto by Contractor's workmen. Failur e to maintain satisfactory condition in toilets will deprive Cont ractor of the privilege to use such toilets.

1.17 AVAILABILITY AND USE OF UTILITY SERVICES

A. The Government shall make all reasonably require d amounts of utilities available to the Contractor from existing outlets a nd supplies, as specified in the contract. The amount to be paid by the Contractor for chargeable electrical services shall be the prevail ing rates charged to the Government. The Contractor shall carefully cons erve any utilities furnished without charge.

B. The Contractor, at Contractor's expense and in a workmanlike manner, in compliance with code and as satisfactory to the Con tracting Officer, shall install and maintain all necessary temporary connections and distribution lines, and all meters required to meas ure the amount of electricity used for the purpose of determining cha rges. Before final acceptance of the work by the Government, the Contr actor shall remove all the temporary connections, distribution lines, meters, and associated paraphernalia and repair restore the inf rastructure as required.

C. Contractor shall install meters at Contractor's expense and furnish the

Medical Center a monthly record of the Contractor's usage of electricity as hereinafter specified.

D. Heat: Furnish temporary heat necessary to preven t injury to work and materials through dampness and cold. Use of open sa lamanders or any temporary heating devices which may be fire hazards or may smoke and damage finished work, will not be permitted. Mainta in minimum temperatures as specified for various materials:

1. Obtain heat by connecting to Medical Center heat ing distribution system.

a. Steam is available at no cost to Contractor.

E. Electricity (for Construction and Testing): Furn ish all temporary electric services.

1. Obtain electricity by connecting to the Medical Center electrical distribution system. The Contractor shall meter and pay for electricity required for electric cranes and hoisti ng devices, 01 00 00 -24 electrical welding devices and any electrical heati ng devices providing temporary heat. Electricity for all other uses is available at no cost to the Contractor.

F. Water (for Construction and Testing): Furnish te mporary water service.

1. Obtain water by connecting to the Medical Center water distribution system. Provide reduced pressure backflow preventer at each connection as per code. Water is available at no co st to the

Contractor.

2. Maintain connections, pipe, fittings and fixture s and conserve water-use so none is wasted. Failure to stop leakag e or other wastes will be cause for revocation (at COR discretion) of use of water from Medical Center's system.

G. Fuel: Natural and LP gas and burner fuel oil req uired for boiler cleaning, normal initial boiler-burner setup and ad justing, and for performing the specified boiler tests will be furni shed by the

Government. Fuel required for prolonged boiler-burn er setup, adjustments, or modifications due to improper desig n or operation of boiler, burner, or control devices shall be furnish ed and paid by the

Contractor at Contractor's expense.

1.18 TESTS

A. Pre-test mechanical and electrical equipment and systems and make corrections required for proper operation of such s ystems before requesting final tests. Final test will not be cond ucted unless pre-tested.

B. Conduct final tests required in various sections of specifications in presence of an authorized representative of the Con tracting Officer.

Contractor shall furnish all labor, materials, equi pment, instruments, and forms, to conduct and record such tests.

C. Mechanical and electrical systems shall be balan ced, controlled and coordinated. A system is defined as the entire syst em which must be coordinated to work together during normal operatio n to produce results for which the system is designed. For example, air conditioning supply

01 00 00 -25 air is only one part of entire system which provide s comfort conditions for a building. Other related components are return air, exhaust air, steam, chilled water, refrigerant, hot water, contr ols and electricity, etc. Another example of a system which involves sev eral components of different disciplines is a boiler installation. Eff icient and acceptable boiler operation depends upon the coordi nation and proper operation of fuel, combustion air, controls, steam, feedwater, condensate and other related components.

D. All related components as defined above shall be functioning when any system component is tested. Tests shall be complete d within a reasonably period of time during which operating an d environmental conditions remain reasonably constant and are typic al of the design conditions.

E. Individual test result of any component, where r equired, will only be accepted when submitted with the test results of re lated components and of the entire system.

1.19 INSTRUCTIONS

A. Contractor shall furnish Maintenance and Operati ng manuals (hard copies and electronic) and verbal instructions when requir ed by the various sections of the specifications and as hereinafter s pecified.

B. Manuals: Maintenance and operating manuals and o ne compact disc (four hard copies and one electronic copy each) for each separate piece of equipment shall be delivered to the COR coincidenta l with the delivery of the equipment to the job site. Manuals shall be complete, detailed guides for the maintenance and operation of equipme nt. They shall include complete information necessary for starting , adjusting, maintaining in continuous operation for long period s of time and dismantling and reassembling of the complete units and sub-assembly components.
