About this file
This is a Justification for Single Source Award document (FAR 12.102) for the Department of Veterans Affairs, Regional Procurement Office West, VA San Diego Health Care System.
The acquisition seeks two specialized pieces of wheelchair-accessible exercise equipment in a one-time purchase: (1) an Equalizer Legacy 1000 5 Station Gym featuring wheelchair-accessible stations including vertical bench press, rowing, seated overhead press, hi/lo pulleys, lat pull down, and vertical butterfly with integrated weight stacks and specific attachments (approximately 113" W x 161.5" D x 91.25" H); and (2) an Equalizer Dip Rickshaw designed to accommodate both standard and powered wheelchairs with a 300-pound integrated weight stack and customizable resistance (approximately 45" W x 71.25" D x 96" H). The justification asserts these Equalizer products are the only available sources meeting the specified wheelchair accessibility requirements, as prior procurement of ProMaxima equipment was unsuccessful—the equipment was installed but subsequently removed due to non-wheelchair-accessible seating.
Extensive market research was conducted between April 14, 2026, and May 15, 2026, including searches of SBA, GSA, SAM.gov, and internet resources; two Sources Sought Notices on SAM.gov (April 14-29, 2026, and May 1-15, 2026); and a Request for Information through GSA eBuy (May 1-15, 2026) that yielded 26 responses. All responses indicated inability to provide the required products or acknowledged non-compliance with wheelchair accessibility specifications. The manufacturer, Equalizer Exercise, confirmed the products are manufactured in Canada. Three small businesses were identified as potentially capable suppliers (Butler Medical Supplies, Venergy Group, and Able Rec), but none offered domestic alternatives meeting the technical specifications. The Contracting Officer certified the justification as accurate and complete in accordance with FAR 12.102(a).

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The multi-station weight training apparatus offers ADA design providing accessibility for all users including wheelchair users. It is designed to accommodate both standard wheelchairs and powered wheelchairs. It provides a weight stack integrated to the machine (not separate plates that stack onto the machine to attain desired weight resistance), and a compact design (small space requirement and adjustable weight stack options). Its modular design provides greater functionality to expand the unit when required through the care of many veterans concurrently.
4. Description of market research conducted and results or statement why it was not conducted:
Market Research was conducted by the Contract Specialist using the SBA, GSA, SAM.gov, and internet searches between April 14, 2026, and May 15, 2026. On April 21, 2026, the manufacturer, Equalizer Exercise, confirmed that the two required products are manufactured in Canada.
A search of the SBA Dynamic Small Business Search (DSBS) under NAICS code 339920, identified one certified SDVOSB, Butler Medical Supplies. Subsequent market research did not identify any information regarding the products offered by the company. Furthermore, the website link listed in DSBS and SAM was inaccessible, and no alternate website was found. Additionally, a search for "multi-station gym" on GSA Advantage identified one domestic alternative, ProMaxima.
The ProMaxima multi-station gym was presented to the Program Office; however, the Program Office stated the equipment must be accessible for wheelchair users.
The Program Office further advised that the ProMaxima multi-station gym had previously been ordered and later removed because the seats were not accessible for wheelchair users and did not meet their requirements. On September 27, 2024, Contract No. 36C24W24P0100 was awarded to Derrah Morrison Enterprises, with the ProMaxima multi-station gym included as a line item under the contract.
However, after installation, it was determined that the ProMaxima multi-station gym was not wheelchair accessible; therefore, the equipment was subsequently removed. As a result, the Program Office is specifically requesting the Equalizer products to meet the accessibility needs of wheelchair patients participating in rehabilitative therapy programs.
A Sources Sought Notice was published on SAM.gov from April 14, 2026, through April 29, 2026, and no responses were received. An additional Sources Sought Notice seeking domestic alternatives was published on SAM.gov from May 1, 2026, through May 15, 2026. One response was received from an SDVOSB, Venergy Group, indicating that it can provide the required non-domestic products.
Additionally, a Request for Information (RFI) was issued through GSA eBuy from May 1, 2026, through May 15, 2026. Twenty-six responses were received from
