Special Notice

The Department of Veterans Affairs, Oklahoma City VAMC, intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with Noldus for mice and rat EthoVision PhenoTypers and components for a cognition wall and activity wall protocols. The PhenoTyper is a non-invasive observation system available in home-cage versions and custom configurations that allows for the assessment of behavioral activity of rodent models in a controlled non-stressful environment. EthoVision is the only video-based, top-down view, homecage on the market that provides a single program to monitor all desired setups (e.g. multiple cage monitoring and multiple social member monitoring requires different software programs in other programs). Furthermore, this system is required as it will add on to the existing equipment to be able incorporate the new and older equipment into one system with shared compatible equipment and software. The investigators have been using this system with the cognition wall protocol to test learning and memory in aging and Alzheimer’s Disease studies. In order for the investigator’s data to be comparable between and within ongoing studies, the same system must be used. This is a notice of intent and is not a request for competitive quotes; however, any responsible source who can provide an equivalent product with these features described above may submit a capability statement to the contracting office no later than March 31th, 4:30PM, EST. Interest/capability statements may be sent to Lynn Portman at lynn.portman@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
