(3) Description of Supplies or Services:

The KCI V.A.C. ULTA™ Therapy System Machines will be stored in house, until needed, with billing initiated when pulled for use. At discharge, these units will be sent out for reprocessing, thereby, ensuring that the machines are fully functional and cleaned thoroughly.

The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing.

(5) Describe Why You Believe the Order Represents the Best Value consistent with FAR 8.404(d) to aid the contracting officer in making this best value determination:

The Ulta provides dynamic pressure control and intermittent therapy that maintains a minimum negative pressure levels between cycles which helps to prevent leaks and fluid accumulation that can occur when there is no negative pressure at the wound site and helps prevent patient discomfort from foam expansion and compression between cycles.

Rather than using gauze, KCI uses standard V.A.C.® GRANUFOAM dressings based on the wound specifics, V.A.C. WHITEFOAM Dressings which has higher tensile strength and makes it easy to place and remove from tunnels and undermining, V.A.C. VERAFLO CLEANSE tubular shaped dressing that allows clinicians flexibility in addressing wounds with complex geometries and higher tensile strength compared to V.A.C. GRANUFOAM. Because they do not use gauze there is an increased likelihood for improved efficacy and ease of use.

Provides technology to proactively aid in preventing and clearing blockages which improves therapy and reduces risk of poor outcomes. Very rare malfunction issues.

The tubing uses multi-lumens (5 lumens) within the tubing that utilizes outer sensing lumens that remain open to monitor the wound site pressures.

Technology maintains and adjusts to deliver set pressure at the wound site by self-adjusting pressure compensation to automatically compensate for viscosity, volume, leakage, and machine height to wound changes.

Provides additional system monitoring and alarms for air leak, occlusion, canister full, low battery, and other alarms.

KCI provides excellent 24 hour clinical and technical support.

Since 2000, KCI Wound Vac therapy systems have been the best wound care devices offered.

(6) Describe the Market Research Conducted among schedule holders and the results or a statement of the reason market research was not conducted.

Market research was conducted in accordance with (IAW) Federal Acquisition Regulation (FAR) part 10 and VA Acquisition Regulation (VAAR) part 810. Mandatory and non-mandatory sources were checked. During the market research Government databases search of Vetbiz.vip.gov, GSA Advantage, GSA eLibrary, SAM.gov, FPDS.gov, fda.gov, and commercial sites on the Internet, using search words Wound VAC Rental Services, NAICS 339113 and found government agency contracts and open market vendors. The KCI Wound Vacuum device is only available directly from the manufacturer. Searched NAC using Wound VAC Rental, found 36F79723D0119, KCI USA, Inc. DBA 3M Medical Solutions and V797D-40101, Progressive Medical USA Inc. Acquisition History: KCI USA Inc., is the current vendor to provide Negative Pressure Therapy systems at this facility.

VIP Search conducted using keywords Wound VAC Rental returned 47 potential SDVOSB/VOSB entities.

DSBS Search conducted using keywords Wound VAC Rental returned 1 result, Medic-Air

LLC, WOSB

SCMC Search conducted using keywords Wound VAC Rental returned results for KCI (Large Business) and Progressive Medical (WOSB)

NAC Search conducted using keywords Wound VAC Rental returned 1 result for Progressive Medical

FPDS Search conducted using keywords Wound VAC Rental returned multiple results, primarily for KCI.

GSA Advantage Search using keywords Wound VAC Therapy Rental returned 1 result – Agility Health (Large Business)

GSA eLibrary search conducted using the following NAC contracts:

- KCI USA, Inc. - 36F79723D0119 (Large Business)

- Progressive Medical - V797D-40101 (WOSB)

Contract Specialist reached out to Progressive Medical requesting a capabilities statement.

Progressive contacted contract specialist by phone to clarification whether the wound VACs will go to the patient’s home. Contract Specialist confirmed with the Service and the Statement of Work that wound VACs may be required to go to the patient’s home. Upon receipt of this confirmation, Progressive Medical stated they would not be able to provide wound VACs that go to the patent’s home due to accountability issues they have experienced in the past. Also, progressive Medical drop ships wound VACs; they do not personally deliver the equipment.

Therefore, Progressive Medical is determined non-responsive, as they cannot fulfill the entire requirement.

(7) Any Other Facts Supporting the Justification:

Currently, the preferred dressings utilized at this facility are foam dressings with a multiple variety of types, shapes and sizes that are unique and specific to each wound need. Although other companies manufacture a version of the black and white foam, these are not compatible with the KCI V.A.C. ULTA Therapy System Machines in use at the facility. None make a stand-alone silver dressing. The multiple variety of foam dressings, in aggregate, are only available in the KCI brand; below is a discussion of the need/use of each type:

Black foam in various sizes that can be cut to fit the size of the wound. This promotes granulation tissue formation, encourages mechanical stretch of the cells, while pulling exudate from the wounds.

There are spiral precut black foam dressings that can help facilitate dressing changes that minimize the time needed to perform dressing changes, speeding up the process, and is a cost savings in time for the nurse doing the dressing change.
