I. GENERAL SCOPE OF WORK

The A/E shall provide all necessary architectural and engineering services as required to prepare complete contract drawings, specifications, technical reports, and cost estimates, including construction period services for "Upgrade Fire Alarm System” at the VA Tennessee Valley Healthcare System, Murfreesboro Campus, 3400 Lebanon Road, Murfreesboro, TN 37129. This project will design for and upgrade approximately 1 million square feet of existing, obsolete and non-compliant fire alarm system and components to meet current codes and standards and ensure compatibility campus wide. The upgrades will include panels, strobes, speakers, wiring upgrades to fiber, ancillary equipment/devices and software to make system fully addressable. Project will also perform code analysis on buildings where fire alarm systems are lacking - design systems as required across the Alvin C. York Campus, Murfreesboro Tennessee. Design work includes but not limited to professional design services of Architects and Mechanical & Electrical Engineers. Design work will be performed by a licensed professional design firm and includes, but not limited to the disciplines of architectural, mechanical, electrical, and fire alarm.

II. STATEMENT OF PROJECT OBJECTIVES

It is the intent of the Department of Veterans Affairs to have the A/E fully survey, investigate and document the existing space and utility systems in order to gain the knowledge and insight necessary to prepare quality, accurate construction documents in a professional and competent manner. The project objectives are as follows:

A. The fire alarm system must be installed where required by NFPA 101 and must be designed to meet the requirements contained in NFPA 72 and the VA Fire Protection design manual.

B. New system will be fully addressable utilizing speaker/strobe for notification.

C. Survey entire campus for current code deficiencies and add devices as needed to come up to current edition of NFPA 72 & 101.

D. Properly size and redesign underground and crawlspace raceways across campus to support the new fiber optic fire alarm loop.

E. Any recently added simplex panels if reused must be reprogrammed to address voice notification.

F. The fire alarm system operation must be coordinated with the facility fire plan.

III. JUSTIFICATION

A. The current system is obsolete and not in compliance with National Fire Protection Association (NFPA) 72 requirements.

B. Increased component failures, excessive service calls and the increasing difficulty to procure repair parts are driving unacceptable down times.
