About this file

This document includes a pre-solicitation notice and statement of work for an architectural and engineering services contract. The Department of Veterans Affairs is seeking firms to prepare design documents for an upgrade to the fire alarm system at the VA Tennessee Valley Healthcare System campus in Murfreesboro, Tennessee. The construction budget for the project is $10.8 million. Interested service-disabled veteran-owned small businesses should submit their SF330 forms by May 3rd, 2023 at 2:00 PM Central Time to be evaluated based on professional qualifications, experience, past performance, and personnel. The awarded firm will then prepare drawings and specifications to allow for competitive bidding within the established design limitations.

Presolicitation Requests for Information and Answers

SOLICITATION NUMBER 36C24923R0111

Project Number 626A4-23-203 - A/E Upgrade Fire Alarm System

1. Question: For the referenced project, the listed NAICS code is 541310, Architectural Services. A fire alarm upgrade project is not under the expertise of an architect. As such, we request that you change the NAICS code to 541330, Engineering services.

Answer: The NAICS code is changed from 541310 Architectural Services to 541330 Engineering Services.

1. Question: Is there a page limit? [other than ensuring the document does not exceed five (5) megabytes] Answer: Per the presolicitation notice – Maximum size of the e-mail message shall not exceed five (5) megabytes.

1. Question: AE observes from the PG 18-15 that the SD effort for deliverables is a minor effort. AE also observes that the design schedule in the SOW does not include an investigative or SD phase effort, but rather a DD effort 30 days after project start. From experience, AE strongly recommends a dedicated INV/SD period to be added to the SOW schedule for the following reasons:

2. The SOW clearly indicates that the entire facility (approx. 1m sf) is to take fire alarm upgrade for enunciation/detection/notification:

0. AE interprets that the entire facility will need to be walked to identify location of existing notification and detection devices to be as-built for demolition plans.

0. AE interprets that the entire facility will need to have floorplan validation, assuming that .dwg as-builts of existing facility floorplans are made available to AE, and that a verification by arch staff will validate the existing floorplans.

0. AE interprets that a separate “constructability” survey and assessment team will need to be on site to observe wall types (hollow or solid) and ceiling space conditions throughout. This information will be used to ascertain if new intelligibility or detection devices, boxes and conduit will need to be installed exposed on surface (because of existing conditions). AE may need to determine where new devices/boxes/conduit can be installed in retrofit (for construction drawing information), or if existing conduit containing fire alarm is adequate to re-use. AE anticipates that the existing conduit containing fire alarm system will not be adequate for reuse because of the need to keep the existing fire alarm in place during construction of the new system. The new system will be required to be installed prior to removal of the existing to keep coverage of the system in operation and avoiding VA/Contractor fire watches.

The above items of concern are based on our prior fire alarm project designs and the above referenced tasks that we believe should be included in an investigative effort. This investigative effort couples with an SD phase for an additional milestone with appropriate time allowed to execute prior to DD effort.

Answer: The SOW has been updated to incorporate schematics. The POP is increased by 45 calendar days from 180 calendar days to 225 calendar days. Reference the attached revised SOW entitled “Upgrade Fire Alarm AE SOW rev 1” dated 4/6/2023.

The remaining observations and interpretations will be addressed with the top-rated firm chosen at the request for proposal phase of the solicitation. Per the presolicitation notice, the SF330 packages will be evaluated on the following eight criteria. Please ensure your submission addresses the following:

Selection Criteria:

· Professional qualifications necessary for satisfactory performance of required services;

· Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials;

· Capacity to accomplish the work in the required time;

· Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules;

· Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project;

· Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness;

· Record of significant claims against the firm because of improper or incomplete architectural and engineering services; and

· Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team.

1. Question: Will the response date be extended?

Answer: The RESPONSE DATE/TIME/ZONE remains as 05-03-2023 at 2:00 PM CENTRAL TIME, CHICAGO, USA.
