Project 626A4-21-501, Title: "Sitework & Accessibility" FOLLOW UP RFIs
1. NPDES Permit Background:
Section 01 00 00, 1.8 of the Specifications states this project requires a NPDES Permit. This permit is required for a soil disturbance greater than one acre. Although the contractor will be paving a large area, this are Is not considered disturbed if there is aggregate rock left in place. Most of the work has rock left in place. This permit also takes about 6 months for the process.
RFI: Since the contractor will be disturbing far less than an acre, is a NPDES permit required?
ANSWER: If the land disturbance is under 1 acre, the AHJ (VA) would not require a land disturbance permit. Per NEPA, all rules will be followed for mitigation of disturbed soil per State and Local guidelines (BMPs will still be required even if there is no land disturbance permit) even on land disturbance less than one acre.
2. Background:
Section 01 00 00, L states we are to us a 7’ tall chain link fence around the construction area. The fence required would be about 4,000 linear feet and would be very expensive.
RFI:
Can a 4’ orange safety fence be used?
ANSWER: Chain link fence will be required around trenched and utility work (open ditch). Linear construction will not require a 7’ fence, however, construction barricades will be required (orange fencing, cones and signage) All equipment, material, tools, etc.. will be required to be stored in a lay down yard which will be enclosed in a 7’ chain-link fence. Laydown areas will be accommodated in the construction areas and will be returned to an “as good or better” condition.
3. RFI: How do the base bid and schedule work?
ANSWER: Award will be based on the Total Base bid, CLIN 0001. For each deduct, that should be a negative (-) amount that would be removed if that work and location(s) were removed from the overall base bid.
4. RFI: It has come to our attention In Detail 12 CS-501 that The 3” Crushed aggregate Base (TDOT Section 903.05) that is called for seems to be an error. We believe this should be 8”, not 3”. 3” will not hold up and will require repaving shortly after heavy use. Please confirm this is correct?
ANSWER: The Engineer confirmed that the intent is to remove the top 3” of aggregate than replace it with 3” of aggregate. The detail is correct, and note #11 on C-101 directs the contractor to remove the top 3” of existing aggregate base:
