Project 626A4-21-501, Title: "Sitework & Accessibility"
1. Title: Confined Space Permit Background:
C-100 Detail 3 (Location 1) Grading and Drainage Plan calls for a new storm line to be installed with a new inlet. This new piping will tie into an existing manhole.
RFI: Does the Government classify the work to be performed in the existing manhole to be permit confined space entry? The existing storm drain MH will be considered a confined space. All safety precautions will be followed. A confined space form will be filled out and turned into VA Campus Safety Dept.
2. Title: Existing Sidewalk Background: C-100 (Location 2) is adding a sidewalk from an existing sidewalk to a gravel lot.
RFI: During the site walk the Contractor noticed a PIV for a fire main in this general area. Will this existing PIV interfere with the location of the new sidewalk? The PIV will not be in the sidewalk nor moved.
3. Title: Site Control Background: C-101 It appears that the limit of work is at the apron leaving the Government property.
RFI: Where is the boundary/property line between the Government and the city/state road? Per the drawings, this line is not determined. The contractor should construct to the specific location on the drawings. The end of Southview drive, per the drawings, is in close proximity of Compton Road and all VA safety precautions will need to be followed while working in close proximity to Compton Rd.
4. Title: Site Control Background: C-101 It appears that the limit of work is at the apron leaving the Government property.
RFI: What type of barricade/traffic control will be required for this location? TDOT/ VA specified road signage for the closure at Compton/ Southview is approved. The road closure at Veterans Circle will adhere to VA AHJ (Authority having jurisdiction) per VA specs.
5. Title: Site Control Background: C-101 It appears that the limit of work is at the apron leaving the Government property.
RFI: Can the limit of work be clearly defined? The Contractor suggests a straight cut from break in curb provide this is not in the city/state right of way and existing concrete band for bollard inserts to remain in place. A Straight/ perpendicular line will be directed at the end of the VA’s curb/gutter. This is located approx. 4’ south of the VA’s brick columns.
6. Title: Access to Parking Lot Background: G-001 Location 3 appears to be the only access to parking lot of the Fisher Building.
RFI: Will access need to be maintained to the Fisher Building during construction? Yes.

RFI: If access is required to stay open, will the project need to be phased or will this work need to be performed on the weekend? The contractor is required to plan out construction in a manner to keep at least one access to the Fisher House. Signage to the Fisher House will be required. Temporary surfaces are approved during this time (gravel) but must be easily passable by small passenger cars.
8. Title: Paving Background: CS-501 Detail 12/CS-501 shows a paving section. The bottom note calls for TDOT Section 230 Improved Roadbed (100% Standard Density). This is an existing road bed and may not be at 100% Standard Density.
RFI: How does the Government want the Contractor to test the Density? By compacting the existing soil to designed density per VA specifications. “THE SUBGRADE TO REMAIN SHALL BE COMPACTED TO 98% STANDARD PROCTOR MAXIMUM DRY DENSITY” Note 9, sheet C-100.
9. Title: Paving Background: CS-501 Detail 12/CS-501 shows a paving section. The bottom note calls for TDOT Section 230 Improved Roadbed (100% Standard Density). This is an existing roadbed and may not be at 100% Standard Density.
RFI: If the existing roadbed is not 100% Standard Density would this be an unforeseen site condition? The parent material (existing roadbed) is to be compacted to meet designed compaction strength.
The contractor will place in the Base Bid- 50 Cubic Yards of excavation of unsuitable material and also the replacement of Engineered approved compacted backfill of 50 cubic yards (with 3” minus).
10. Title: Paving Background: CS-501 Detail 12/CS-501 shows a paving section. The bottom note calls for TDOT Section 230 Improved Roadbed (100% Standard Density). This is an existing roadbed and may not be at 100% Standard Density.
RFI: Would a proof roll of the existing subbase prior to placement of TDOT section 903.05 Crushed Aggregate Base an acceptable solution for the government? The existing material may/ will require compaction methods (roller) to meet designed density as it may not meet density without rolling.
11. Title: Paving Background: CS-501 Detail 12/CS-501 shows a paving section. The bottom note calls for TDOT Section 230 Improved Roadbed (100% Standard Density). This is an existing roadbed and may not be at 100% Standard Density.
RFI: Would the government accept Aggregate base be 95% standard proctor as an acceptable solution? Testing is by specification and performed by third party.
12. Title: Prime Coat Background: CS-501 Detail 12/CS-501 calls for TDOT Section 401-A Bituminous prime coat between the crushed aggregate base and binder course.
RFI: Can this prime coat be deleted from the project? The Prime coat will not be deleted and is required.
13. Title: Concrete Paving Background: SC-501 Detail 1 for heavy Duty Concrete Paving. Detail 1/SC501 calls for existing sub grade or structural fill shall be compacted to 98% Standard Proctor.... Proof rolling shall be performed and approved by an independent testing agency. The next lift is 4” min of TDOT Section dense graded aggregate base (100% Modified Density). We believe this to be an error in the drawings, 100% of modified proctor would be very difficult (almost impossible) on top of 98% standard proctor soils. Even 100% standard proctor on top of 98% standard proctor would be very difficult. The existing subgrade would have to be compacted similar to the stone placed over the existing subgrade in order to achieve the 100% of modified proctor. We do not see the value to the Government to generate an RFP to remove the existing subgrade and install new fill to replace the subgrade using a 100% modified proctor. Two different compaction efforts. The modified effort Proctor is 5 lifts and 56 blows per lift with a 10 lbs. hammer verses a Standard Proctor is 3 lifts and 56 blows per lift with a 5.5 lb. hammer. Big difference and amounts to a higher dry density of 4 to 5 PCF.
RFI: Is it acceptable to the government to change the verbiage on the note from 100% modified density to 90%-95% Standard Proctor? This would be more in line with the 32 20 11 Earthwork spec 3.3. Filling and Backfilling? Contractor is to Bid per VA specification of this project.
14. Title: Demolition Background: C-100 Demolition Notes Section 16, 18, and 19 states, RFI: For bidding purposes can the government define the scope of erosion control? Example location of silt fences, BMP’s for inlet protection, and state or local permit that is required etc.
Silt fence will be required on the down slope side of all excavation work as a standard BMP (Better Management Practice). Storm drain inlets will also be protected from soil/ silt intrusion. If silt fences fail from point load discharge of runoff water, Small rip rap check-dams will be placed at point load discharge areas (grass areas) on the jobsite to dissipate the runoff energy. All BMPs are to be monitored during construction and maintained (weekly or after each rain event). All BMPs are to be removed at the end of the job, when the soils are stabilized, and all damage will be returned to an as good or better condition of the existing condition prior to construction (with normal methods- leveling, topsoil where needed, seed, straw mulch, etc.. as needed)
15. Title: Truncated Domes Background: CS 501 detail 6 calls for truncated domes.
RFI: What color are the truncated domes? Match existing campus standard (clay/ red color)
16: Title: Missing designation Background: The concrete below does not have a note designation. Sheet C-100 Detail 2 RFI: Please confirm what note designation the small piece of concrete below is to receive.
This is to be “normal duty concrete pavement” note 2, to protect the storm drain cover/ PR grate inlet and shall be poured at a the FFE of the Top of manhole/ inlet casting and to the same integrity of a standard sidewalk. See location 1, note 3 on sheet C-100 for reference. This concrete feature will slope to drain.
17. The paving spec shown only shows 3” of rock, which is abnormal for any time of paved surface. Can you please confirm this is accurate?
Accurate. 3” is the measurement on the contract documents.
18. With the paving spec shown there will be no rock under the curb due to the depth of stone and asphalt. The civil details show stone under the curb. Is stone required under the curb?
Stone will be required under the curb.
19. I took a look at the paving details and it looks as though the measurement is incorrect. If you compare the 3" aggregate base to the 2" binder, it seems closer to 6" aggregate base.
What are your thoughts?
It does appear to be “not to scale”. 3” crushed aggregate base stone is correct.
Also, the bituminous wear surface is not clarified per the detail. Wear Surface to conform to TDOT Section 903.11 Bituminous Wear Layer 411-D.
