DEFINITIONS

Coefficients and Multipliers

1. PRE-PRICED COEFFICIENTS

The offeror’s Pre-Priced coefficient is a multiplier that represents costs (generally indirect costs) to be applied to the work item unit price information from the online RS MEANS Cost Data, Facilities and Commercial Renovation. The offeror’s Pre-Priced coefficients shall account for a wide variety of risks of doing business, including but not limited to:

· Prime Contractor's overhead and profit.

· Sub Contractor's overhead and profit.

· Salaries of personnel required to operate and manage the contract, job site supervision/ superintendent, project management, company officers and support staff.

· Costs associated to office space, administrative supplies, office equipment, off site storage facilities, vehicle operations and maintenance expenses and telephones charges.

· Insurances.

· Base labor rate mark-ups

· Mobilization and Demobilization

· Submittals and job planning

· Taxes (Except material sale/use taxes)

· Incidental engineering

· Quality control and inspections.

· Costs associated with facility protection, protection of installed construction, safety (personal protection equipment) and fire protection.

· Costs associated with compliance to security requirements

· Compliance with environmental laws (overhead (indirect)) costs associated with performing work in compliance with EPA/OSHA, and State regulations, including any necessary licenses and permits, reporting requirements, and training.) Excludes costs for abatement of hazardous material.

· Employer's portion of taxes such as FICA, unemployment compensation, and fringe benefits

· Differences in Federal and State Unemployment costs, Builders Risk Insurance and Public Liability costs.

· Damaged Material, Waste and Excess Quantities associated with Completed-in-Place Construction Quantities. (All prices in RS MEANS Cost Data software are for completed-in-place construction unless explicitly described otherwise. Waste or excess material quantities are incidental costs that are included within the contract coefficient unless explicitly stated otherwise. Quantities used on individual task order proposals shall be taken from field measurement, as appropriate, without allowance for waste.)

· Customary small tools or equipment provided by the company or worker.

In addition to the above items, the following RS MEANS line items are not allowed in the Contractor's estimate as Pre-Priced line items. Such line items should be factored into the offeror's coefficients:

011131.20Construction management fees
012116.50Contingency allowances
012155.50Job conditions allowance
012163.10Taxes
013113.20Field personnel
013113.30Insurance
013110.40Main Office Expense
013113.50General Contractor's mark-up
013113.70Overhead
013113.80Overhead & Profit
013113.90Performance bond
013213.50Scheduling
014126.50Permits
015113.80Temporary utilities
015213.20Field office sheds and storage
015213.40Field office expense
015409.50Personnel protection equipment
015409.60Safety nets
017613.20Temporary Protection

The Pre-Priced coefficients shall include all other administrative costs not specific to the task order and any other factor(s) the offeror deems necessary to cover all contingencies in connection therewith, since no allowance will be made later for additional costs. The coefficient also includes any overhead

and profit for subcontractors hired by the Prime Contractor. No additional compensation for
using subcontractors will be paid by the Government.
***Coefficients will not be adjusted for any other changes or circumstances encountered
during the life of the contract - the coefficients will remain unchanged throughout any
given contract or option year***.
The coefficients will be used in establishing the price for task orders and modifications. The Pre-Priced
coefficient is multiplied by the sum of bare costs (no overhead and profit) for line items identified within
the online RS MEANS Cost Data that correspond to task order work items.

2. CITY COST INDEX (CCI)

The City Cost Index is a multiplier used to adjust construction costs to a geographical location. Bare costs in the RS MEANS Cost Data Books represent the U.S national average. To adjust costs to a geographical location, the Weighted Average CCI is applied to the bare cost. The CCI for Lexington, KY shall apply to all work located at Lexington, KY. The CCI for other out laying areas of work shall be identified in the RFP. CCI rates are found in the Reference Section of the RS MEANS Cost Data Book. The City Cost Index will only be applied to Pre-Priced Items Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts – An indefinite-quantity contract provides for an indefinite quantity, within stated limits, of supplies or services during a fixed period. The Government places order for individual requirements. Quantity limits may be stated as number of units or as dollar values. See FAR 16.504. These contracts fall under the type of indefinite-delivery contracts outlined in FAR 16.501-2.

Multiple year contracts – IDIQ type contracts (for base periods of up to five years) that upon award obligates the government to a minimum guarantee, and contracts with option years (not to exceed a total of five years) that upon award obligates the government for the bona-fide need of no more than one fiscal year but allows for future obligations requiring contractor performance in future fiscal years.

Non-prepriced task or item – means a task or item of such a unique nature that renders it not able to be priced using the pre-priced tasks in the Unit Price Book or database incorporated into the contract. The coefficient developed for a prepriced task or item must not be applied to a non-prepriced task or item. Non prepriced items are typically used in facilities maintenance, repair, and construction IDIQ contracts and must be supported with verifiable documentation. Repetitively-used non-prepriced items should be negotiated and incorporated into the unit price book by modification to the contract, thereby making it a prepriced item for the remainder of the contract.

Task Order – An order for services. See FAR 16.501-1.

Unit Price Book – means the compilation of sustainment, restoration, and modernization tasks, associated units of measure, and unit prices that are used in maintenance, repair, and/or construction IDIQ solicitations. The unit prices include direct material, labor and equipment costs, but not indirect costs or profits which are addressed in the coefficients in the solicitation and resulting contract.

Option Year 3 Coefficient Pricing

*NOTE* - the estimated value in the Unit of issue column is the Government’s estimated value of performance for that period. Each offeror shall insert a co-efficient, expressed as a whole number with decimals. For example, 1.0 would equal 100% of the estimated value. For the base year example, a co-efficient of 0.9 would equal $256,000.00 extended price by the calculation $285,000 X 90% = $285,000.00.

The co-efficient multiplied by the estimated value shall represent the total extended firm-fixed price (ceiling value) offer for the entire period. In the above example, an offeror would be proposing to complete construction services of an estimated $285,000.00 project for $256,000.00 based on a coefficient of .90.

INFORMATION REGARDING BIDDING MATERIAL, BID GUARANTEE AND BONDS

1.1 52.228-2 ADDITIONAL BOND SECURITY (OCT 1997)

The Contractor shall promptly furnish additional security required to protect the Government and persons supplying labor or materials under this contract if—

(a) Any surety upon any bond, or issuing financial institution for other security, furnished with this contract becomes unacceptable to the Government;

(b) Any surety fails to furnish reports on its financial condition as required by the Government; or

(c) The contract price is increased so that the penal sum of any bond becomes inadequate in the opinion of the Contracting Officer. An irrevocable letter of credit (ILC) used as security will expire before the end of the period of required security. If the Contractor does not furnish an acceptable extension or replacement ILC, or other acceptable substitute, at least 30 days before an ILC's scheduled expiration, the Contracting officer has the right to immediately draw on the ILC.

(End of Clause)

1.2 52.228-5 INSURANCE—WORK ON A GOVERNMENT INSTALLATION (JAN 1997)

(a) The Contractor shall, at its own expense, provide and maintain during the entire performance of this contract, at least the kinds and minimum amounts of insurance required in the Schedule or elsewhere in the contract.

(b) Before commencing work under this contract, the Contractor shall notify the Contracting Officer in writing that the required insurance has been obtained. The policies evidencing required insurance shall contain an endorsement to the effect that any cancellation or any material change adversely affecting the Government's interest shall not be effective—

(1) For such period as the laws of the State in which this contract is to be performed prescribe; or

(2) Until 30 days after the insurer or the Contractor gives written notice to the Contracting Officer, whichever period is longer.

(c) The Contractor shall insert the substance of this clause, including this paragraph in subcontracts under this contract that require work on a Government installation and shall require subcontractors to provide and maintain the insurance required in the Schedule or elsewhere in the contract. The Contractor shall maintain a copy of all subcontractors' proofs of required insurance and shall make copies available to the Contracting Officer upon request.

(End of Clause)

1.3 SUPPLEMENTAL INSURANCE REQUIREMENTS

In accordance with FAR 28.307-2 and FAR 52.228-5, the following minimum coverage shall apply to this contract:

(a) Workers' compensation and employers liability: Contractors are required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 is required, except in States with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers.

(b) General Liability: $500,000.00 per occurrences.

(c) Automobile liability: $200,000.00 per person; $500,000.00 per occurrence and $20,000.00 property damage.

(d) The successful bidder must present to the Contracting Officer, prior to award, evidence of general liability insurance without any exclusionary clauses for asbestos that would void the general liability coverage.

1.4 52.228-11 PLEDGES OF ASSETS (AUG 2018)

(a) Offerors shall obtain from each person acting as an individual surety on a bid guarantee, a performance bond, or a payment bond—

(1) Pledge of assets; and

(2) Standard Form 28, Affidavit of Individual Surety.

(b) Pledges of assets from each person acting as an individual surety shall be in the form of—

(1) Evidence of an escrow account containing cash, certificates of deposit, commercial or Government securities, or other assets described in FAR 28.203-2 (except see 28.203-2(b)(2) with respect to Government securities held in book entry form); and/or

(2) A recorded lien on real estate. The offeror will be required to provide—

(i) A mortgagee title insurance policy, in an insurance amount equal to the amount of the lien, or other evidence of title that is consistent with the requirements of Section 2 of the United States Department of Justice Title Standards at https://www.justice.gov/enrd/page/file/922431/download. This title evidence must show fee simple title vested in the surety along with any concurrent owners; whether any real estate taxes are due and payable; and any recorded encumbrances against the property, including the lien filed in favor of the Government as required by FAR 28.203-3(d);

(ii) Evidence of the amount due under any encumbrance shown in the evidence of title;

(iii) A copy of the current real estate tax assessment of the property or a current appraisal dated no earlier than 6 months prior to the date of the bond, prepared by a professional appraiser who certifies that the appraisal has been conducted in accordance with the generally accepted appraisal standards as reflected in the Uniform Standards of Professional Appraisal Practice, as promulgated by the Appraisal Foundation.

(End of Clause)

1.5 52.228-13 ALTERNATIVE PAYMENT PROTECTIONS (JULY 2000)

(a) The Contractor shall submit one of the following payment protections:

Payment Bond

(b) The amount of the payment protection shall be 100 percent of the contract price.

(c) The submission of the payment protection is required within 10 days of a Task Order award.

(d) The payment protection shall provide protection for the full performance period plus a one-year period.

(e) Except for escrow agreements and payment bonds, which provide their own protection procedures, the Contracting Officer is authorized to access funds under the payment protection when it has been alleged in writing by a supplier of labor or material that a nonpayment has occurred, and to withhold such funds pending resolution by administrative or judicial proceedings or mutual agreement of the parties.

(f) When a tripartite escrow agreement is used, the Contractor shall utilize only suppliers of labor and material that signed the escrow agreement.

1.6 52.228-15 PERFORMANCE AND PAYMENT BONDS CONSTRUCTION (OCT 2010)

(a) Definitions. As used in this clause— "Original contract price" means the award price of the contract; or, for requirements contracts, the price payable for the estimated total quantity; or, for indefinite-quantity contracts, the price payable for the specified minimum quantity. Original contract price does not include the price of any options, except those options exercised at the time of contract award.

(b) Amount of required bonds. Unless the resulting contract price is $150,000 or less, the successful offeror shall furnish performance and payment bonds to the Contracting Officer as follows:

(1) Performance bonds (Standard Form 25). The penal amount of performance bonds at the time of contract award shall be 100 percent of the original contract price.

(2) Payment Bonds (Standard Form 25-A). The penal amount of payment bonds at the time of contract award shall be 100 percent of the original contract price.

(3) Additional bond protection.

(i) The Government may require additional performance and payment bond protection if the contract price is increased. The increase in protection generally will equal 100 percent of the increase in contract price.

(ii) The Government may secure the additional protection by directing the Contractor to increase the penal amount of the existing bond or to obtain an additional bond.

(c) Furnishing executed bonds. The Contractor shall furnish all executed bonds, including any necessary reinsurance agreements, to the Contracting Officer, within the time period specified in the Bid Guarantee provision of the solicitation, or otherwise specified by the Contracting Officer, but in any event, before starting work.

(d) Surety or other security for bonds. The bonds shall be in the form of firm commitment, supported by corporate sureties whose names appear on the list contained in Treasury Department Circular 570, individual sureties, or by other acceptable security such as postal money order, certified check, cashier's check, irrevocable letter of credit, or, in accordance with Treasury Department regulations, certain bonds or notes of the United States. Treasury Circular 570 is published in the Federal Register or may be obtained from the:

U.S. Department of Treasury Financial Management Service Surety Bond Branch 3700 East West Highway, Room 6F01 Hyattsville, MD 20782.

Or via the internet at http://www.fms.treas.gov/c570/.

(e) Notice of subcontractor waiver of protection (40 U.S.C. 3133(c)). Any waiver of the right to sue on the payment bond is void unless it is in writing, signed by the person whose right is waived, and executed after such person has first furnished labor or material for use in the performance of the contract.

Single Award-Indefinite Delivery/Indefinite Quantity (IDIQ)

1. GENERAL INFORMATION:

a. This is a single award indefinite delivery/indefinite quantity (IDIQ) type contract that encompasses a broad range of small station-level and Non-Recurring Maintenance work on real property located for the Lexington Veteran Affairs Medical Center (VAMC) at the following locations:

Lexington Veteran Affairs Medical Center 1101 Veterans Drive Lexington, KY 40502

During the contract period, the Chief Engineer and/or his designee will identify projects for Task Orders that will be issued by the Contracting Officer. The Contracting Officer per Task Order issued will appoint a Contracting Officer's Representative (COR).

b. The contractor shall furnish all labor, materials, tools, equipment, transportation and qualified supervision necessary to accomplish individual Task Order (TOs) projects. The TOs will vary in size and dollar amounts. TOs will involve, but will not be limited to interior renovation, such as selective demolition; replacing architectural finishes; installation of metal stud framing and drywall; installation of doors, windows and frames; painting; electrical; plumbing; HVAC and fire protection. TOs may include exterior painting and concrete paving.

c. Individual Task Orders may be defined by use of complete construction documents (drawings and edited specifications), narrative description of work to be accomplished, single line sketches, marked up as-built drawings, shop drawings and/or a combination of such. The complexity of the task order will determine the extent of documents. For example, a task order involving only the replacement of architectural finishes within a room or small group of rooms may be defined in a narrative describing the work to be accomplished. Whereas, a task order requiring demolition of walls and/or construction of new walls will be defined with completed drawings and specifications.

d. This contract does not include medical facilities engineering support services such as: utility plant operation, ground maintenance, refuse collection and disposal, maintenance and repair of equipment or systems, and similar work. No TO shall include

Architect/Engineering services, however, information (shop) drawings, incidental to the job, reflecting the plan of action and the completed project may be included.

e. The contractor shall be required to be located, either by virtue of his main office or a satellite operation base, within an area permitting a maximum of a two (2) hour response time to the address of the Medical Center listed above. Said office or satellite base must be operational prior to award of the contract and throughout the duration of the contract and must be open for business from 8:00 a.m. to 4:30 p.m., Monday through Friday, excluding federal holidays.

2. UNIT PRICE BOOK (UPB)

a. The Unit Price Book (UPB) contains pricing information for the work to be accomplished and for the units of measure specified. The UPB that is applicable to this contract consists of the following publication:

RS Means “Facilities and Commercial Renovation Cost Data”, Latest Edition”

b. The UPB referenced above shall be used for the entire life of the contract, including any option years exercised.

3. LINE ITEM UNIT PRICES AND QUANTITIES

a. The column in R.S. Means “Facilities and Commercial Renovation Cost Data” for Overhead and Profit shall be used to determine the cost of the line item multiplied by the quantity.

b. Items not listed in the R.S. Means unit price book (UPB) will be considered non- priced items. Non-priced items will be negotiated by the Contracting Officer and/or his designated representative. Non-priced items shall be supported with verifiable documentation supporting competition, quotes (minimum of two) and/or catalogue prices, for all non-pre- priced work. Non-priced items shall be provided in bare costs only (materials, equipment and labor) multiplied by the quantity and the overhead and profit (see Bid Schedule A). Repetitive non-priced items may be negotiated and incorporated to the Unit Price Book by modification to the contract, thereby making it a pre-priced item for the remainder of the contract.

4. TASK ORDER PRICING

a. The contractor must furnish pricing (proposals) for each individual TO on a LINE ITEM BASIS (per UPB line items). Each line item must include the 12-digit assigned in the UPB.

Each line item price will be derived from the Overhead and Profit column in the Unit Price Book multiplied by the quantity.

b. All prices in the UPB are for completed and in-place construction unless explicitly described otherwise. Incidental nails, screws, weldments, and connectors are considered in the UPB line item cost, unless a connector is specifically omitted in the UPB line item description. Testing, adjusting, balancing, and start-up of installed equipment is included in the installed line item price in the UPB. This includes items such as, but not limited to, pipe testing; equipment start-up; system adjusting and balancing; concrete testing; and compaction and testing of compacted back-fill. Line items are for end finishes. For example, the line item price for concrete broom finish includes all finishes necessary to result in the broom finish. Line item prices are for materials or equipment delivered to the job site. All line item prices are to perform that work to a height of fourteen feet above finished floor or grade unless explicitly stated otherwise.

c. Demolition. Selective removal type demolitions are listed in an additional column in the UPB for all tasks that can be demolished, and do not include hauling costs. Site demolition (Division 02) is assembly type of removals and shall be used when appropriate. Line item demolition includes all attached appurtenances, for example, demolishing a door includes the hardware and removing pipe includes all in-line fittings and valves.

d. The price of any individual task order is determined as follows:

1. The unit price for each line item using the Overhead and Profit column in R.S. Means “Facilities and Commercial Renovation Cost Data” shall be listed on the construction work sheet by the division in which it falls.

2. The unit price totals of each category task involved in the task order are added up, and then multiplied by the city cost index and contractor’s percentages to determine the Total Task Order Price. These calculations are automated in R.S. Means “Facilities and Commercial Renovation Cost Data”.

3. The task order pricing shall be entered following the Master-Format 2018 Division breakdown as used in R.S. Means “Facilities and Commercial Renovation Cost Data”.

5. PRICE ADJUSTMENT MODIFIERS

The Unit Price Book presented under this contract contains unit pricing data to be used by the contractor in development of price proposals for each TO. The pricing data is presented as basic items and as price adjustment modifiers to the basic item. Price adjustment modifiers provide a method for adding to or deducting from the basic item prices for optional materials and/or methods of installation. One or more modifiers can be utilized to adjust the basic item price as listed by the appropriate suffix number of basic lines.

6. ORDERING PROCEDURES

a. The Contracting Officer, or his/her authorized representative, will notify the contractor that a requirement exists for the ID/IQ contract. The notification will include a Statement of Work, which includes the scope of work; any applicable drawings and technical documents (specifications, manuals, or other documents); and a list of material submittals.

b. The Contractor shall coordinate a site visit with the Contracting Officer, or his/her authorized representative, by telephone within two (2) working days after receipt of the notification. The contractor, COR, and Contracting Officer or his/her duly authorized representative will participate in the site visit. The purpose of the site visit is to familiarize the Government and contractor with the condition of the site, and to identify any special conditions which may be present. During the site visit, the contractor shall confer with the COR, and agree on a sequence of procedures and means of access to premises and buildings; space for storage of materials and equipment; delivery of materials and use of approaches; use of corridors; stairways and similar means of passage; and the location of partitions, eating spaces and restrooms for the contractor’s employees.

a. After the site visit has been conducted, the contractor shall submit his proposal to the Contracting Officer at the time mutually agreed upon by the contractor and the Contracting Officer.

b. The contractor’s proposal shall be submitted using the UPB and shall be accompanied by necessary technical documentation to identify that adequate engineering and planning has been accomplished to meet the performance requirements. Examples of documentation that might reasonably be expected would include drawings or sketches, catalog cuts, calculations, specifications, and/or bills of materials. Any non-pre-priced work must be supported by verifiable documentation outline in paragraph 3.b of this section.

c. Upon receipt of the contractor’s proposal, the government will review the contractor’s proposal for completeness. If the contractor’s proposal is deemed complete, the Government will negotiate with the contractor on:

1. Items not priced in the UPB;

2. Inappropriate Line Item usage from the UPB;

3. Quantities; and

4. Performance times.

d. If there are quantity differences to be resolved, or if the Government or the contractor determines quantity verification is necessary, a second site visit may be made to measure and reach an agreement on quantities. The contractor, COR, and Contracting Officer of his/her duly authorized representative will participate in this site visit.

e. The contractor shall acknowledge that circumstances may prohibit the Government from issuing an individual TO even after the receipt and/or negotiation of the contractor’s task order proposal. The Government has the right to withdraw a proposed TO before and after the receipt of the contractor’s proposal.

7. GOVERNMENT FURNISHED PROPERTY

Government furnished property will be identified in the individual task order, if any is to be provided.

8. CONTRACTOR STAFF AND EMPLOYEES

a. Prior to the issuance of the first TO, the contractor shall provide the Contracting Officer with the telephone number at which the contractor or his representative may be contacted at any time during the regular working hours and an emergency number at which the contractor may be contacted in situations requiring immediate attention. The above-mentioned representative, if provided, must have full power and authority to act upon the behalf of the contractor.

b. Supervision. The Government will not exercise any supervision or control over the contractor’s employees performing services under this contract. Such employees shall be accountable not to the Government, but solely to the contractor, who, in turn, is responsible to the Government. At all times during the performance of each TO under this contract, and until the work under that TO is completed and accepted, the contractor shall directly oversee the work under each TO, or assign, and have on the work site, a competent representative who is satisfactory to the Contracting

Officer and has authority to act for the contractor. This may include a working supervisor.

c. Contractor’s Employees: The contractor’s employees shall adhere to the rules and regulations of the Medical Center applicable to employees’ conduct/behavior. The Contracting Officer may require, in writing, the contractor to remove from the job site any employee the Contracting Officer deems incompetent, careless, or otherwise objectionable. The contractor shall select personnel who are well qualified to perform the required work, for supervising techniques used in their work, and for keeping them informed of all improvements, changes, and methods of operation. In addition, the contractor shall take appropriate personnel action, as required, in the event employee(s) become involved with law enforcement authorities as a result of misconduct.

9. SUPERVISION

A superintendent must be present at work site at all times a Contractor has his/her forces or subcontractor forces working. A letter (an original and one copy) designating the superintendent shall be sent to the Contracting Officer prior to receipt of the Notice to Proceed for individual TOs. This letter shall provide the superintendent’s complete name, address, daytime and after-hours phone numbers. The superintendent must have the authority to act on behalf of the contractor. A designation letter shall be submitted for each and every task order issued under this contract.

10. CONTRACTOR ACCESS

Most work will be in occupied areas. The area wherein work is to be performed under this contract may be occupied by Government services during the construction period. The contractor shall have access to that portion of the area within which work is to be performed. The movement of contractor personnel, his equipment, materials, and tools shall be confined to this area so as not to interfere with ongoing operations in the work areas.

11. KEYS

All keys (mechanical or electronic) provided the Contractor for use during performance of individual task orders shall be returned to the Contracting Officer's Representative (COR) at completion of the work or upon request. No keys shall be reproduced by the Contractor. There shall be a charge of $50.00 for each key that is lost or not returned to the COR. Payment shall be made to the Agent Cashier at the VA Medical Center upon receipt of a Bill of Collection.

12. POST-AWARD CONFERENCE

Before the issuance of the first task order under the contract, a post-award conference shall be conducted by the Contracting Officer, with the COR in attendance, to acquaint the contractor with Government policies and procedures that shall be observed during the prosecution of the work, and to develop a mutual understanding relative to the administration of the contract. It is strongly suggested that the contractor's Project Manager, Quality Control Manager, Superintendent, and other appropriate employees attend this conference.

Individual task order conference: At the discretion of the Contracting Officer and/or the COR, a pre-construction conference may be conducted prior to the commencement of work on individual task orders.

13. PROGRESS MEETINGS

A monthly meeting (or more frequent, if deemed necessary) shall be held between the contractor, Chief Engineer and Contracting Officer, or his/her authorized representative, if necessary, to discuss work progress, problems, and potential modification.

14. SCHEDULING OF WORK

a. Before commencement of work under an individual TO, the contractor shall confer with the Contracting Officer’s Representative (COR) and agree on a sequence of procedures; means of access to premises and building; space for storage of materials and equipment; delivery of materials and use of approaches; use of corridors, stairways, elevators, and similar means of communication; location of partitions, eating spaces, and restrooms for contractor employees; and the like.

b. Delivery of materials and equipment shall be made with a minimum of interference to Government operations and personnel.

c. The work shall, so far as practicable, be done in definite sections or divisions, and confined to limited areas which shall be completed before work in other sections or divisions is begun. Most work will be performed in occupied areas.

d. The contractor shall take all precautions to ensure that no damage will result from his operations to private or public property. All damage shall be repaired or replaced by the contractor at no cost to the Government.

e. The contractor shall provide all dust barriers, access barriers, and other site protective barriers and site control devices. This includes but is not limited to: protective fences; protective tapes; and protective signage.

f. At the beginning of each working day, the contractor shall notify the COR of the location(s) of work to be accomplished that day.

g. All temporary outages of any utility services required for the performance of work shall be scheduled with the COR not less than fourteen (14) working days in advance of such outages.

h. Work conditions shall not conflict with VA operations and shall be scheduled accordingly with the COR. The contractor is responsible for maintaining and providing a current project schedule (i.e. Gantt Chart or other approved method) for each awarded TO.

15. WORK BY THE GOVERNMENT

The Government reserves the right to undertake performance by Government forces or other contractors, for the same type or similar work as contracted for herein, as the Government deems necessary or desirable, and to do so will not breach or otherwise violate…
