1. What was the previous award amount?

A: $288,750.00 Base plus 4 option years

2. Who is the incumbent contractor?

A: Velox Express

3. Have there been any modifications to the original contract that affected the previous award amount?

A: There have been no contract modifications done on current contract (base +4) that affected any change in contract price. The current contract out for bid however, does include the after-hours as needed courier service that was previously a separate contract but held by the same courier, Velox Express. This new contract will combine the two services.

4. How many drivers are currently being used?

A: Unknown, Number of drivers relates to ability to meet the requirements in the SOW.

5. What size cooler/how many coolers are necessary for the contractor to supply for each CBOC?

A: Must be large enough to carry multiple specimen racks. There should be at least 2 at each CBOC at all times. This way the VA employees can package them prior to their close of day.

6. Will the contractor need to supply ice packs for the coolers?

A: The coolers are packaged by VA employees. Coolers will be packaged appropriately by VA staff with necessary ice or cool packs. Courier contractors are not to open or pack coolers or be in contact with their contents.

7. Is dry ice needed? Will the VA supply that if necessary?

A: Dry ice is not needed.

8. What time do the CBOC’s close?

A: All of the CBOC’s close at 430pm ET

9. What is the earliest time the courier can arrive to get specimens packaged? This will help determine if the courier can pick up at multiple locations on their route before each CBOC closes to minimize cost.

A: Coolers must be picked up at or after 430pm to ensure all specimens from the day are included in delivery.

10. Under “Instructions to Offerors” page 46 (G) states “Offeror shall submit one oncologist and one physicist resume…” Is this needed for the courier contract?

A: Not required

11. What are the vehicle sizes required?

A: No requirements on vehicle size

12. Can you please confirm if there will be any STAT runs required for this contract?

A: Yes, as stipulated in the SOW there will be need of STAT after hours (and holidays) pick-up/delivery from the Leestown campus to the main laboratory on an as needed basis.

13. Regarding the Quote/Proposal being one document: we usually like to separate the volumes in a “Technical Proposal” document + supporting docs (Such as Past Performance References, Insurance certificate, training documents). And “Pricing Proposal” (Pricing schedule and SOL completed provisions). Is this order acceptable, and okay to be separated?

A: No, per instructions all responses shall be submitted on one combined document.

14. Regarding specific personnel and vehicles to perform and their documentation: It is common practice for small businesses that the drivers, cars and other equipment used for a contract are not sourced until after an award has been made, for cost effectiveness and to reduce loss. Will you be accepting this documentation after the award?

A: Documentation required before award

15. Will this contract be SCA enforced? After reviewing the solicitation on FBO, it contains language and dollar values regarding the Service Contract Act. This solicitation stipulates $16.81 minimum wage for courier drivers, $4.18 minimum H&W, Sick Time/Vacation. Do you verify now that those are the minimum required rates to be performed on this contract upon award?

A: Yes, SCA is enforced, refer to the RFQ Attached Wage Determination

16. SBA Final Rule regarding FAR Clause 52.219-14 Limitations on Subcontracting, dated June 30, 2016, reclassifies Independent Contractor drivers as Subcontractors — 13 CFR 125.6 “Work performed by an independent contractor shall be considered a subcontract.” Please inform us how the VA would like us to proceed upon award regarding this rule change given that it will affect our offer regarding pricing and performance.

A: ALL Limitation on subcontracting apply as outlined. Anyone not an direct employee of the Prime contractor, working for the Prime contractor is considered a subcontractor.

17. The SOW states: “Pickup of each laboratory specimen transport container should be made at or near, but not prior to, close of business, at the following VA CBOC sites”

A: Pickups would need to be conducted at or after the close of business at the CBOC’s which is at 430pm ET allowing for enough time to make the delivery requirement to the main Laboratory by 10pm ET. Thus, the allowance of a secure outside lock boxes for afterhours pickups.

18. Can you provide a pickup time window?

A: We do not have any preference or requirements on how they manage or combine pickups as long as the pickup and delivery deadlines are met.

19. Are any of the CBOCs routed together currently? There is a significant savings if we could route Somerset and Berea together.

A: Couriers are not responsible for the transportation of supplies or mail to CBOC’s, Routing is accomplished by the contractor, must meet the terms and conditions of the Statement of Work.
