SCOPE OF WORK
Replace Satellite Chillers
603-18-508 April 1, 2019
Contractor shall furnish all labor, material, and expert supervision needed to replace the chillers, DX Units and their controls as indicated in this statement of work. All of these systems are located at the VA Medical Center, 800 Zorn Ave Louisville, KY 40206.
All materials and work shall meet or exceed the standards set forth in the attached specifications.
1.0 Overview:
The contractor shall replace the following cooling units and controls as indicated:
• AHU-10 Backup/Summer Peak Chiller
• AHU-11 Backup/Summer Peak Chiller
• AHU-31 DX Unit/DX Coil and AHU controls
• AHU-36 Chiller and AHU Controls
• AHU-39 Chiller
• AHU-42 DX Unit/DX Coil and AHU controls
This project is a turn-key project. The contractor shall provide everything, including crane services, needed to accomplish this work per this SOW and all applicable codes.
All controls parts are to be Johnson Control Metasys parts.
2.0 Detailed Work:
2.1 REPLACE THE CHILLER FOR AHU-10:
2.1.1 Existing Unit Information

2.1.2 New Unit Information
• Manufacturer: York

• The unit shall include the following accessories/features:
o Single Point Non‐fused disconnect switch o Control Transformer o Both High ambient kit o Native BACnet connectivity o Service Isolation Valves o Hot gas bypass (1 circuit) o Flow switch o Louvered enclosure panels o Low sound fans o 2” Spring Isolators o Buy American Act compliant o Startup by factory technician during normal working hours o One (1) year parts and labor warranty
2.1.3 Work shall Include the following:
• This is to be a turn-key installation of new chiller and controls.
• Controls Work:
o Chiller shall connect into existing MetaSys system backbone Via closest MS/TP loop.
o Points shall include: Enable, Chiller Status, Local Chilled water setpoint, Compressor Run Status(s), Fault codes, Leaving Chilled Water Temperature, and Return Chilled Water Temperature at minimum.
o Includes One (1) Year Warranty.
o Includes adding chiller to graphics.
• Mechanical Work:
o Demolition and removal of existing
Chiller o Modify existing structural support as necessary to accommodate new unit.
o Disconnect and demo existing chilled water piping above roof only.
o Provide chilled water piping from roof to unit.
o Pipe insulation to be fiberglass insulation + .016 SE aluminum jacket.
o Labor for work during normal working hours (M‐F, 7:00am‐4:00pm).
o Evacuation of building occupants shall occur as needed per standard safety procedures.
o Provide rigging/crane services for equipment removal and delivery.
o Permits and inspections included.
• Electrical work:
o Lock out, tag out existing equipment feeds.
o Demo / cut and clear feeds at units re‐using wire where possible.
o Provide and install disconnect per NEC.
o Reinstall wiring to Chiller, and provide new wire where needed.
o Remove lightening protection from chiller and re‐install on new chiller (certification included) o Provide heat trace and insulation for piping from roof to chiller o Firestopping:
• Project Management Work:
o Supervision of project shall by OSHA 30 certified person at all times.
o Coordinate installation and building occupant evacuation.
o Supervise receiving and offloading of all equipment.
o Coordinate and supervise electrical and mechanical services.
o Coordinate and assist in rigging/crane of equipment.
2.2 REPLACE THE CHILLER FOR AHU-11:

• The matching York DX coil shall be provided and installed with the following features/accessories:
o R‐410A Refrigerant o 4 connection interlaced style coil o Stainless steel coil casing o Copper Tubes, Aluminum Fins o Buy American Act compliant o Startup by factory technician during
2.3.3 Work shall Include the following:
chiller and controls.
• Controls Work:
o Network engine (NCE)shall be provided and installed for tie into existing Metasys system via local connection.
o Condensing unit controls shall connect into existing Metasys system via BACnet interface card.
o Includes adding CU-31 and AHU-31 to graphics.
o Contractor is to provide controls for AHU‐31 including the following… Two (2) stage cooling command Exhaust air, discharge air, heating coil leaving, cooling coil leaving air, bypass air temperature, hot water supply temperature, outdoor air temperature sensors
Supply fan command, speed, and status
Duct static pressure sensor to be provided
Supply fan differential pressure sensor

o Demolition and removal of existing DX condensing unit and DX coil in AHU-31.
o Modify existing structural support as necessary to accommodate new unit.
o Provide and install new DX coil in AHU- 31.
o Provide and install new piping and insulation between condensing unit and DX coil in AHU-31.
o Provide and install new TXV, service valves, sight glasses, solenoid valves, and filter driers.
o Labor for work during normal working hours (M‐F, 7:00am‐4:00pm).
o Evacuation of building occupants shall occur as needed per standard safety procedures.
o Provide rigging/crane services for equipment removal and delivery.
o Firestopping: provide firestopping and sealant as needed for all roof penetrations.
o Permits and inspections included.
• Electrical work:
o Lock out, tag out existing equipment feeds.
o Demo / cut and clear feeds at units re‐using wire where possible.
o Provide and install disconnect per NEC.
o Reinstall wiring to condensing unit, and provide new wire where needed.
o Remove lightening protection from condensing unit and re‐install on new condensing unit (certification included).
o Firestopping: provide firestopping and sealant as needed for all roof penetrations.
• Project Management Work:
o Supervision of project shall by OSHA 30 certified person at all times.
o Coordinate installation and building occupant evacuation.
o Supervise receiving and offloading of all equipment.

2.4.3 Work shall Include the following:
chiller and controls for the chilled water system, hot water system, and air handler.
• Controls Work:
o Chiller shall connect into existing
MetaSys system backbone Via closest MS/TP loop.
o Demo existing damper and valve pneumatic controls. Convert to DDC for Min OA damper, OA damper, Return damper, Exhaust damper, CW control valve, HW control valve, and HW converter Steam valve.
o Points shall include:
Chiller: Enable, Chiller Status, Local Chilled water setpoint, Compressor Run Status(s), Fault codes, Leaving Chilled Water Temperature, Return Chilled Water Temperature, all BACNet points, CW pump start/stop (2), CW pump status (2), CW pump Lead/Lag (2), CW Pump VFD speed (2), CW Differential pressure, CW DP setpoint, and outside air temperature.
Hot Water Converter: Converter Enable/Disable, OA Temp Hi/Lo (2), HW Target Temp Hi/Lo (2), Calculated HW temperature setpoint, Steam control valve position, HW pump start/stop (2), HW pump status (2), HW Pump lead/lag (2), HW pump VFD speed (2), HW differential pressure, HW DP setpoint, HW supply temperature, and HW return temperature.
Air Handler (AHU-36): AHU Enable/Disable, Supply Fan start/stop, SF Status, SF Alarms, Supply Duct Smoke Detector Alarm, DA-T, DAT setpoint, Low Temp Alarm, CW control Valve position, CC-T, PreHeat control valve position, PH-T, MA-T, Return Air Smoke Detector alarm, RA-T, Return Fan Start/Stop, RF Status, Exhaust Damper position, Return Damper position, Min OA damper position, and OA Damper position.

o Disconnect and demo existing chilled water piping above roof only.
o Provide chilled water piping from roof to unit.
o Pipe insulation to be fiberglass insulation + .016 SE aluminum jacket for exterior piping.
o Piping and valving insulation shall match existing in the AHU-36 mechanical room if existing is removed.
o Labor for work during normal working hours (M‐F, 7:00am‐4:00pm).
o Evacuation of building occupants shall occur as needed per standard safety procedures.
o Provide rigging/crane services for equipment removal and delivery.
o Permits and inspections included.
• Electrical work:
o Lock out, tag out existing equipment feeds.
o Demo / cut and clear feeds at units re‐using wire where possible.
o Provide and install disconnect per NEC.
o Reinstall wiring to Chiller, and provide new wire where needed.
o Remove lightening protection from chiller and re‐install on new chiller (certification included) o Provide heat trace and insulation for piping from roof to chiller o Firestopping and waterproofing as needed.
• Project Management Work:
o Supervision of project shall by OSHA 30 certified person at all times.
o Coordinate installation and building occupant evacuation.
o Supervise receiving and offloading of all equipment.
o Coordinate and supervise electrical and mechanical services.

3.0 Specifications:
All work is to be done to industry codes.
4.0 Pricing Breakout
The contractor is to break out pricing for each major portion of this project as indicated below. The pricing shall include all work under each part of this project according to the following section headings in the SOW:
• 2.1 REPLACE THE CHILLER FOR AHU-10
• 2.2 AHU-11 BACKUP/SUMMER PEAK CHILLER
• 2.3 AHU-31 DX UNIT/DX COIL AND AHU CONTROLS
• 2.4 AHU-36 CHILLER AND AHU CONTROLS
• 2.5 AHU-39 CHILLER
• 2.6 AHU-42 DX UNIT/DX COIL AND AHU CONTROLS
5.0 Completion Time:
One-hundred-twenty (240) calendar days from date of Notice To Proceed letter from contracting.
6.0 General Provisions:
Security badge required: Contractor and any sub-contractors must provide information for background investigation and must be fingerprinted prior to receiving security badge to work on site. No work can be performed on site without the employee having an official VAMC security badge. It generally takes 2-3 weeks of processing to receive the badge.
Contractor will clean up area and remove all trash, demolished equipment, and debris associated with their work.
If V.A. equipment is damaged by the contractor, all replacement costs will be the responsibility of the contractor.
If any utility outages are required, they must be scheduled and approved by the Facility Manager or his representative.
Work is to be scheduled through Jon Bloom, 502-287-5509, or his designate.
Workmen are subject to rules of the Medical Center applicable to their conduct.
Execute work so as to interfere as little as possible with normal functioning of the Medical Center as a whole, including operations of utility services, fire protection systems and any existing equipment and with work being done by others.
Contractor shall comply with all hospital regulations including, but not limited to;
No smoking or use of tobacco products within any V.A.
building, including construction area.
Parking and traffic regulations.
Reporting of accidents to engineering service.
Hot Work policy.
The contractor will submit for approval the Material Safety Data Sheets (MSDS) for all chemicals that s/he intends to bring on site, prior to the chemicals arriving on station.
In all cases, non-hazardous chemical products will be utilized, if available, for the specific application involved.
Existing work (walls, ceilings, partitions, floors, mechanical and electrical work, lawns, paving, roads, walks, etc.) disturbed or removed as a result of performing required new work, shall be patched, repaired, reinstalled or replaced with new work, and refinished and left in as good condition as existed before commencing work.
The contractor warrants that work performed under this contract conforms to the contract requirements and is free of any defects in equipment, material or design furnished or workmanship performed by the contractor or any subcontractors or supplier at any tier.
This warranty shall continue for a period of one year from the date of final acceptance.
The contractor must obtain a "Fire/Smoke Barrier Penetration" if any of the work requires penetrating a wall as described in Louisville VAMC MEMORANDUM NO. 603-08-001- 021.
All applicable codes and regulations apply.
