VENDOR QUESTIONS AND ANSWERS

1. What is the line size on each chiller? It is the responsibility of contractor to coordinate this with the equipment supplier.

2. What is the period of time that the chiller can be down? Cooling for AHU-36 and AHU-42 cannot be lost during outside air temperatures greater than 75F. Contract may need to be extended so that these cooling units can be installed in the fall. All other cooling units can be replaced as coordinated by contractor and VA.

3. Who has the warranty on the roof? Multiple companies: Highland Roofing, Young Group, Geoghegan, and Tremco.

4. What brand of each roof? Information not available at this time.

5. What days and times can the crane picks occur? Yes, all crane/rigging work will need to be done after hours or on Saturdays.

6. What type of insulation needs to be installed on each type and size line? See specifications.

7. Is Johnson controls the only controls allowed at the facility? Yes.

8. Do the curb caps need to be replaced? Yes

9. Do the existing curbs or structure under the roof need to be replaced? No.

10. Is the contactor responsible for test and balance? Yes, see specs.

11. Please provide drawings of the existing piping and units in order to bid accurately. No. This is a simple equipment replacement project. Potential bidders were given opportunities to take any measurements that they needed.

12. 1) Its expected that we will have to completely demo existing curbs and install new curbs for all chillers. If its determined that the roofing has existing issues where the new curbs are to be installed, can the VA confirm this will be handled on a change order basis and we aren’t to carry money for potential roofing issues we encounter? The contractor is responsible for all work. This is a turn-key project. If existing curbs need to be replaced, it will be at the contractor’s expense and curb submittals will need to be approved by the VA COR. All roofing work is to be done in such a manner as to not void existing roof warrantees.

13. 2) Please advise on the existing breaker sizes for each of the existing chillers to be replaced.

Specifically, we’re interested in knowing the if the existing electrical is sufficiently sized to accommodate the new chillers electrical requirements. All existing breakers are sized appropriately. However, if breakers need to be replaced. The contractor is responsible for the work.

14. 3) For the heat tracing, the plan would be to cut the trace at the point of demo for the piping then splice the new trace to the existing wire. That being said, we would plan to reuse everything else upstream of the new heat trace. Please advise if this is acceptable. Heat tracing is to be replaced with new heat tracing for its entire length.

15. 4) The solicitation states to evacuate buildings during times of overhead crane lifts. Can the VA advise if this is a requirement for each lift? If not, what chillers will it be a prerequisite for? The contractor is to coordinate each lift with the VA Safety Office and the VA COR. The contractor will be responsible for all the required precautions required by the VA. Evacuation of building is not anticipated.

16. 5) If we are to evacuate buildings, who will be responsible for this and how long should be expect the process to take? See answer to question 4.

17. 6) The solicitation states M-F standard work hours. Does this include crane picks to demo and set the chillers? If not, is there any other scope of work that requires off-hours work? All crane and rigging work is to be done after hours or on Saturdays. Regular hours are 8AM to 5PM, Monday – Friday.

18. 7) Scope of Work states we are to provide inspection services. Please provide specifics on this. JCI is to ensure that each cooling unit is functioning properly.

19. 8) Please provide a location and list of the control valves that are the be replaced, to include valve size, service and location. Contractor will need to field inspect after award if they did not note these items during walk-through.

20. 9) Does any piping have to be demoed below the roofing or is all piping demo intended to be above the roofline? All piping demo should be from roof penetration housing to existing units.

21. 10) Is the 240-day POP mandatory or negotiable? Mandatory but reasonable.

22. 11) What is the process for obtaining badges and approximately how much time is required to obtain a badge (man-hours)? Vendor credentialing will be used (sticker badges), usually this doesn’t take more than 20 minutes.

23. The period of performance is stated as 240 calendar days after NTP. Will NTP be issued after approved submittals of equipment? The NTP will be provided at the kick off meeting with the successful awardee.

24. Please define normal working hours 8AM till 5PM, Monday – Friday.

25. Please confirm if all crane/rigging work will need to be accomplished after normal working hours or on weekends. Yes, all crane/rigging work will need to be done after hours or on Saturdays.

26. How long can units be down for during replacement? Cooling for AHU-36 and AHU-42 cannot be lost during outside air temperatures greater than 75F. Contract may need to be extended so that these cooling units can be installed in the fall. All other cooling units can be replaced as coordinated by contractor and VA.

27. Will the contractor be required to provide any temporary services? Possibly, depends on when cooling units for AHU-36 and AHU-42 are installed. See answer to question 4 above.

28. If temporary services are required, please provide details. See answers to questions 4 & 5.

29. Is there any required order or sequence for replacing the units? (For example, replace AHU-31 DX unit first, AHU-11 chiller second..etc. ) Or, can this be left to the contractor? This will be coordinated between contractor and VA COR.

30. SOW requires new spring isolators. Can contractors reuse existing curbs and rails if they are compatible with new equipment? Yes.

31. Is the existing roof under warranty? If so, please provide this contact information. Multiple companies: Highland Roofing, Young Group, Geoghegan, and Tremco.

32. Will any Test and Balance be required by the awarded contractor? If so, please provide requirements/expectations. Yes, see specifications.

33. Will any commissioning be required by awarded contractor? If so, please provide requirements/expectations. VA staff will verify all controls work properly. JCI tech will confirm cooling units are performing properly with VA witness.

34. The SOW calls for building occupant evacuation. Please provide more detail for this requirement. For example, how much of the occupancy and for what areas need to be evacuated during each portion of scope. Occupant evacuation is not anticipated, but is a risk depending on safety issues that may arise.

35. Does the VA want to retain any existing equipment after removal? No.

36. Will a tax exempt certificate be provided for this project? No

37. Please confirm the NAICS code for this project is 238220. The FBO posting states NAICS 238220 in multiple places however, the solicitation page 1 item 10 shows 236220. The correct NAICS is 238220.

38. The solicitation states that the successful bidder will need to demonstrate past performance and experience of performing masonry work. Please confirm if masonry work will be an evaluated criterion when determining responsibility. No masonry work is anticipated.

39. If masonry experience is going to be an evaluated criterion, please clarify the applicability to this project. No masonry work is anticipated.

40. Please provide the required insulation thicknesses for each varying application. See specification.

41. Please provide a copy of the site visit sign-in sheet. Provided to contracting officer.

42. Please confirm if there are liquidated damages of $180.52 for this project. Yes
