Statement of Need

Remove and Replace Vertical AC Units

The Malcom Randall VA Medical Center has a requirement to replace twenty-five (25) vertical package units installed in multiple trailers to correct high relative humidity (RH) and temperature issues in the trailers.

OBJECTIVE

A licensed (Florida State Class “A” Air Conditioning or Florida State Mechanical Contractors License) contractor must be brought in to:

Provide “turn-key” replacement of the following vertical package unit air conditioners and dehumidifiers in the following trailers:

1. T-1B: five (5) existing vertical package unit air conditioners two (2) two-and-a-half (2.5) ton vertical package units and two (2) three (3) ton vertical package units and one (1) three-and-a-half (3.5) ton vertical package unit)

2. T-2: four (4) existing four (4) ton Bard vertical package unit air conditioners

3. T-4: four (4) existing three (3) ton Bard vertical package unit air conditioners

4. T-5: five (5) existing three and a half (3.5) ton Bard vertical package unit air conditioners

5. T-6: five (5) existing three (3) ton vertical package unit air conditioners

6. T-8: two (2) existing three (3) ton Bard vertical package unit air conditioners

7. T-1A: three (3) existing two and a half (2.5) ton vertical package unit air conditioners.

8. T-9: three (3) existing four (4) ton vertical package unit air Conditioners.

SCOPE OF WORK

1) Disconnect existing electrical and remove all existing vertical package units. Removal will require soffit and facia removal. These units mount on the outside wall of the trailer and have mounting brackets that hold them in place as well as specific locations for the supply air and return air to pass thru the wall and reach the unit. If another manufacturer is used, it is expected that the contractor will re-work the supply and return connections by closing up existing holes and adding new ones.

2) Requesting the contractor turn over the R-22 refrigerant in the existing units to the VA. Contractor will be responsible for proper refrigerant recovery in recovery drums provided by the VA, for turn-over to the VA AC Shop.

3) Contractor responsible for disposal of old equipment.

4) Install new dehumidification capable vertical package units which meet these salient characteristics for the replacement model. Existing models to be removed are listed below:

a) For Trailer T-1B

i) Two (2) - Bard W30HBDA05 2.5T HP, 208/230VAC, 60HZ, single phase, 11 EER, dehumidification circuit, with 5KW heat strips, with appropriate humidity controlling thermostats.

ii) Two (2) – Bard W36HBDA05 3T HP, 208/230VAC, 60HZ, single phase, 11 EER, dehumidification circuit, with 5KW heat strips, with appropriate dehumidification controlling thermostats.

iii) One (1) – Bard W42HCDA05 3.5T HP, 208/230VAC, 60HZ, single phase, 11 EER, dehumidification circuit, with 5KW heat strips, with appropriate dehumidification controlling thermostat.

b) For Trailer T-2, four (4) Bard W48HCDA05 4T HP, 208/230VAC, 60HZ, single phase, 11 EER, Dehumidification circuit, with 5KW heat strips, with appropriate humidity controlling thermostat.

c) For Trailer T-4, four (4)Bard W36HBDA05 3T HP, 208/230VAC, 60HZ, single phase, 11 EER, Dehumidification circuit, with 5KW heat strips, with appropriate humidity controlling thermostat.

d) For Trailer T-5, five (5) Bard W42HCBD06 3.5T HP, 208/230VAC, 60HZ, single phase, 11 EER, Dehumidification circuit, with 6KW heat strips, with appropriate humidity controlling thermostat.

e) For Trailer T-6

i) Two (2) – Bard W36HBDB06 3T HP, 208/230VAC, 60HZ, three (3) phase, 11 EER, dehumidification circuit, with 6KW heat strips, with appropriate dehumidification controlling thermostats.

ii) Three (3) – Bard W36HBDA05 3T HP, 208/230VAC, 60HZ, single phase, 11 EER, dehumidification circuit, with 5KW heat strips, with appropriate dehumidification controlling thermostat.

f) For Trailer T-8, two (2) new dehumidification capable vertical package units which meet these salient characteristics for the replacement model: Bard W36HBDA05 3T HP, 208/230VAC, 60HZ, single phase, 11 EER, Dehumidification circuit, with 5KW heat strips, with appropriate humidity controlling thermostat.

g) For Trailer T-1A, three (3) new dehumidification capable vertical package units which meet these salient characteristics for the replacement model: Bard W30HBDA05 2.5T HP, 208/230VAC, 60HZ, three phase, 11 EER, Dehumidification circuit, with 5KW heat strips, with appropriate humidity controlling thermostat.

h) For Trailer T-9, three (3) new dehumidification capable vertical package units which meet these salient characteristics for the replacement model: Bard W48HCDB06 4T HP, 208/230VAC, 60HZ, single phase, 11 EER, Dehumidification circuit, with 6KW heat strips, with appropriate humidity controlling thermostat.

5) Replace breakers and feeders (wire and conduit) as required.

6) Program all thermostats for cooling temperature range of 72 to 75 degrees and 55% RH between

0700 and 1700, cooling temp of 78 degrees and 55% RH between 1700 and 0700. Heating set point to be set at 68 degrees.

7) Provide and install an outdoor air temperature sensor.

8) Provide and install a remote sensor for return air temperature.

9) Re-install soffit and facia.

10) Conduct start-up in accordance with manufacturers direction – to be verified by VAMC AC Shop personnel.

11) Contractor will remove all construction debris from site and preform proper cleanup.

12) Provide a summary report of all findings and necessary repairs to the COR. Anything the Contractor sees that the VA may need to address is expected to be reported. For example, if rot can be seen when units are removed, etc.

QUALIFICATIONS/LICENSING

1. The contractor shall have a valid Florida State Class “A” Air Conditioning or Florida State

Mechanical Contractors License.

2. The contractor and all of the individuals working on the project site must have taken the OSHA

Certified 10-hour construction safety course.

SAFETY REGULATIONS

1. All OSHA safety regulations shall be observed during the project.

2. The VA Safety Officer shall have full authority to see that the contractor obeys all safety rules and regulations relative to the fulfillment of this project.

3. Provide the necessary barricades/signage where required.

SCHEDULING AND HOURS OF WORK

All work in areas involved shall be scheduled with the COR on first shift, Monday thru Friday, 0800 – 1600.
