The purpose of this Amendment is to answer Vendor’s Questions:
Questions and Answers
36C24819Q0955
Question No. 1: Section B.2 Price Cost Sheet list and Section 4.1 of the Performance Requirements does not specify model/tonnage for the preferred Trane system. Should an ‘equal’
(such as the currently installed Carrier) be acceptable, the specifications need to be supplied.
Answer: Yes. This is brand name or equal.
Question No. 2: Section B.2 Price Cost Sheet list and Section 4.2 instructs to replace the blower wheel and evaporator coil for AHU #3 in the attic with no specification given. (Typically, these are a matched pair to meet the system requirements and come as a unitized equipment, not separate items).
Answer: Typically, yes. These items can be purchased separately. Air handling units are
Carrier 40RM007-034, 40RMQ008-028, 40 RMS008-034, 50/60Hz.
Question No. 3: Section B.2 Price Cost Sheet and Section 4.3 instructs to replace 32 Nailor, Variable
Air Volume (VAVs) controllers with no specification, such as model number.
Answer: Information currently not available. The government will supplement this answer when, and if the information becomes available.
Question No. 4: Due to the lack of access to the VAVs, is it the intention of the client to have the ceiling opened for replacement of these units and then repair?
Answer: The Miami Bruce W. Carter VA Medical Center personnel will install access panels to gain access to the VAVs if necessary.
Question No. 5: Section 4.3 indicates tie in to an existing control system, but the specifications of that system are not given, nor was this item/equipment group shown to us during the walk through. VAV system will be stand alone.
Answer: Each VAV system will have an individual thermostat in each individual room.
Question No. 6: The solicitation package did not contain any mechanical drawings from which we can determine duct sizes or system CFM/pressure design to adequately match replacement equipment. Will these be made available?
Answer: The size of the air handlers, condensing unit, VAV system is as follows: 15 ton; 15 ton. Please see the attached mechanical drawings.
Question No. 7: We note that government is asking for Trane unit systems of 16 SEER, they are going to provide us a model number?; (sic) also, note that commercial units do not have 16 SEER.
Answer: There is no specific model number. Commercial units do come in 16 SEER.
Question No. 8: Could you please provide a copy of the sign in sheet?
Answer: Negative.
Question No. 9: Is this ALL (sic) daytime work hours?
Answer: Yes.
Question No. 10: How many VAV’s will be able to replace at once? The work will be phase (sic) to maximize the effort.
Answer: Minimum of (4) VAV per workday.
Question No. 11: Please provide the cut sheets for the existing VAV boxes?
Answer: Three (3) phase 208/230 reduced to 24 volts.
Questions No. 12: What is the current CFM’S for the current VAV boxes?
Answer: Various.
Question No. 13: Please provide a floor plan layout for the VAV locations.
Answer: Please see the attached.
Question No. 14: Are all the VAV’s in the attic or are they above the hard ceiling?
Answer: Some are in the attic and some are in the rooms on the first floor.
Question No. 15: If the VAV’s are above the hard ceiling in the rooms is there access panels? We only looked at 1 vav (sic) box during the walkthrough. If there is (sic) no access panels how do we access the VAV’S?
Answer: See answer to Question No. 4.
Question No. 16: Please provide a lifting and staging location for the crane needed for the removal and replacement of the condensing units?
Answer: The West and South area of the Fisher House, if required.
Question No. 17: Can the existing AHU and COND disconnects be used?
Answer: No.
Question No. 18: If a new disconnect is required for the AHU and COND does it need to be NEMA
4x stainless steel?
Question No. 19: Due to the space limitations in the attic “IF” the area is too tight to remove and replace the evaporator coil and the blower fan assy. Will you be deducting this from the project?
Answer: Negative. The Government believes the work can be completed.
Question No. 20: You spec’d out new systems with Trane or similar for the split systems, we would like to replace with same for same and go with Carrier. Will that be acceptable.
Answer: See answer to Question No. 1.
Question No. 21: In the SOW (sic) you wanted the systems only replaced, but during the walkthrough of the mechanical rooms the duct work going to the new systems was deteriorated and needs replaced as well. Are we to reconnect to existing duct work or should we include the price for new duct work?
Answer: Yes. Reconnect the existing duct work.
Question No. 22: Who is responsible for the controls currently onsite Siemens/JCI?
Answer: There is not a current maintenance contract in place. Knox Roman has performed troubleshooting in the past.
Question No. 23: Is infectious control/ICRA going to be required for this project?
Question No. 24: The supply and return plenum insulation in the mechanical room is poor and should be replaced. This was not on the SOW (sic), will you be adding a line item for this replacement considering the new units will be reconnecting to this ductwork?
Answer: No. We will be using existing ducts.
