Medical-Grade Bulk Liquid Oxygen & Delivery of Medical Cylinder Gas Questions from Interested Parties with Government Responses Request for Quote (RFQ) 36C24819Q0249
Medical Grade Liquid Bulk Oxygen:
1. Re: paragraph 1.3 on page 4 – How many times must the contractor in-service training for VA personnel and who is the audience (clinicians, maintenance personnel, VA Police)? How would the Government like the contract to track the training attendance (e.g. a sign in sheet, a training log, or some other method?)
· Training will be a one-time event for logistics personnel only. This will take place at the beginning of the contract only (not on an annual basis). Attendance will be tracked via a sign-in sheet.
2. Re: paragraph 1.3 on page 4 – How many copies of the written procedures does the contractor need to provide?
· Three copies will suffice. One for Logistics, one for Police, and one for the Physical Plant Operator.
3. Re: paragraph 1.4 on page 4 – Who do we give the written verification to? The COR or someone else?
· The COR and Logistics Equipment Staff
4. Re: paragraph 5.1 on page 5 – Are there any reporting requirements for the thrice daily random oxygen-level readings or are they rolled up as part of the quarterly quality assurance inspections? If the contractor is required to report this daily, where does the contractor send the report?
· The contractor will maintain these reports in house, they do not need to be sent in unless specifically requested.
5. Re: paragraph 5.1 on page 5 – The way the solicitation is written, the contractor monitors the oxygen off-site via telemetry units and does not have a presence in the James A. Haley VA Hospital for the purpose.
- That is correct.
6. Re: paragraph 5.5 on page 6 – For emergency deliveries directed by the Government, does the contractor contact the personnel outlined in paragraph 5.2 or someone else?
- The government will contact the contractor to arrange for the emergency delivery. A delegated Contracting Officer’s Representative (COR) and/or Alternative will be identified as the contractor’s point of contact after contract award.
7. Can we use the billable unit of 100/CCF [Centum Cubic Feet] for estimated usage?
· Yes, Amendment 002 has updated the price cost schedule to reflect the change from GAL to CCF. The new price cost schedule is attached as, “Updated B.3 Price Cost Schedule” and shall be completed to be considered for award.
Cylinder Gas:
1. Re: 3[.]1 on page 9 – Can the Government provide an average number of cylinders per delivery during the week? This will enable the contractor to more accurately pro-rate the associated fees associated with cylinder delivery to reduce the possibility of under-charging or over-charging the Government.
· Estimated (Per Week): 120(E) Cylinder Oxygen; 8(E) Carbon Dioxide; 4(H) Compressed Nitrogen
2. Re: paragraph 10.3 on page 12 -- For emergency deliveries directed by the Government, does the contractor contact the personnel outlined in paragraph 5.2 or someone else?
· The government will contact the contractor to arrange for the emergency delivery. A delegated Contracting Officer’s Representative (COR) and/or Alternative will be identified as the contractor’s point of contact after contract award.
Price/Cost Schedule & Contract:
1. Both paragraph 5.5 on page 6 and 10.3 on page 12 allude to emergency deliveries but there is no contract line item number (CLIN) to charge for this event. Can the Government add that item as a CLIN item?
· The Government does not anticipate the addition of an emergency CLIN.
2. How does the Vendor price CYL [Cylinder] rentals?
· Vendors shall price cylinder rentals on “Attachment A – Medical Cylinder SubCLIN Breakdown,” included with amendment 0001 on FBO. On the Price and Cost Schedule, CLIN 0003 (and appropriate option CLINS) shall be annotated by “See Attachment A - Sub-CLINs X003 Cylinder Breakdown”.
3. VAAR 852.237-70 CONTRACTOR RESPONSIBILITIES (APR 1984) is missing.
· This clause is pertinent for service contracts, the government recognizes this requirement as a commodities contract.
4. [D]id not see a disaster plan for Hurricanes, etc.
· The Government will not be including a disaster plan in this contract.
5. CLIN 002 for the Base Year? What does the figure 3,750 represent?
· CLIN 0002 does not reflect the quantity 3,750. CLIN 0003 reflects this quantity and was initially the government’s baseline estimated quantity for Medical Gas Cylinders. Amendment 0001 has a cylinder breakdown with estimated quantities for each respective type of cylinder needed. CLINs 0003 and all subsequent Option Year CLINs will now read “See Attachment A - Sub-CLINs X003 Cylinder Breakdown”.
6. How does the vendor price CYL rentals?
· See “Attachment A - Sub-CLINs X003 Cylinder Breakdown” under Amendment 0001
7. [T]he RFQ does not contain the mandatory requirement for the vendor to be licensed to distribute compressed medical gases (FDA classified as a prescription drug.
· The RFQ addresses this under PART ONE – MEDICAL-GRADE LIQUID BULK OXYGEN, Section 6 QUALITY ASSUARANCE SPECIFICATIONS AND REQUIREMENTS, Section 7 APPLICABLE REGULATIONS & STANDARDS, and PART TWO – CYLINDER GAS, Section 2 PRODUCT SPECIFICATIONS
